HomeMy WebLinkAbout786 City Council President & VP152 ORDINANCE NO. 786 AN ORDINANCE OF THE CITY OF MERIDIAN AMENDING TITLE 1, CHAPT 7, THE ,COUNCIL, OF THE REVISED AND COMPILED ORDINANCES OF THE C Y OF MERIDIAN BY THE ADDITION OF NEW SECTION TO BE KNOWN AS SEC ION 1- 708 TO SET FORTH AND ESTABLISH A PRESIDENT AND VICE-PRES DENT OF THE CITY COUNCIL; ESTABLISHING THE TERMS OF OFFICE OF OTH THE PRESIDENT AND VICE-PRESIDENT; ESTABLISHING THE DUTIES OF EACH; AND PROVIDING, AN EFFECTIVE DATE. WHEREAS-, Section 50-701, Idaho Code, st tes that the legislative authority of each City in the State f Idaho shall be vested in a council and that such council sha 1 have such powers and duties as are now or may hereafter b provided under the general laws of the State of Idaho. WHEREAS, Section 1-701, of th Revised and Compiled Ordinances of the City ,of Meridian, s at that councilmen shall perform all duties by the.nature of heir office that they should reasonably perform. WHEREAS, the Mayo/anew City Council of the City of Meridian, State of Idancluded that it is in the best interest of the City tole 1, Chapter 7, of the Revised and Compiled Ordinancesy of Meridian, by amending that Title and Chapter, to aection thereto to set forth and establish a President ansident. The President and Vice - President shall have t1le duties, rights and obligations as set forth in Sectio n 1 b,plow, and others as .established by the City Council. i NOW, THEREFAE, BE IT ORDAINED BY THE MAY AND CITY COUNCIL OF THE CITY OF IYMERIDIAN, ADA COUNTY, IDAHO: F ' SECTION �, That Title 1, Chapter 7, CITY COUhICIL, is hereby 'F y amended to idd and enact Section .1-708, which shall read as 3 \ Council. The vote shall be at the second City uncil eting of the year, in January. The City C uncilman nominated to be elected as the President sh 1 have the right to decline the nomination and s all have the right to vote to approve or reject his own nomination; if the Cou cilman nominated to be e cted as President is rejected the vote, the Cit Council shall make another nomination and they sh 1 continue to do so until a Councilma is elected President. B. The President hall ser e a one year term. He may serve two consecuti to s but not more than two consecutive terms of o e year each term; a Councilman may serve as President gain but shall not serve as President for more th two consecutive terms. C. The President hall ha e the authority to, and shall, act as the ayor of th� City during the absence or disability of the Mayor unti the Mayor returns, as required under 0-608, Idaho Code. D. The Pres dent may sign warr is along with the other requir d City officers. E. The resident, with City Cou cil concurrence, shall e ablish and set the a en a g for budget, legisla ive, and strategic planning i sues at City Counci meetings; he shall assign dutie of all the City Councilmen and oversee all of the ity Council aff irs. F. The City Council, by their own action, s all elect City Councilman to serve as the Vice -Preside t of the City Council. The vote shall be a majority vo e. The vote shall be at the second City Council meeting in 154 G. The Vice -President shall have the authority o, and shall, act as the President of the City C ncil during the absence or disability of the Presid t. If both the Mayor and City Council President re absent .from the City, the Vice -President sha have the authority to, and shall, act as the May r of the City dining the absence of the Mayor and Co cil President. H. \The President of the City Coun it shall act as the liaison between the City Council and the City Attorney on legislative matters. I. The President and the Vic President shall have any duties, other than those m ntioned above, stated by the City Council. SECTION 2:EFFECTIVE\,DATE: WHEREAS, there is an emergency g y therefor, which emergenc is hereby declared to exist, this Ordinance shall be in full orce and effect from and after its passage, approval and publ' a ion according to law.
