CITY COUNCIL CHAMBERS TABLED FEBRUARY 6,1996: APPROVE BILLS: (APPROVED; DISCUSSION ON PROCEDURE TO BE HELD FEBRUARY 27, 1996) MERIDIAN CITY COUNCIL FEBRUARY 12. 1996 The special meeting of the Meridian City Council was called to order by Mayor Robert D. Corrie at 5:08 P.M.: MEMBERS PRESENT: Walt Morrow, Glenn Bentley, Charles Rountree, Ron Tolsma: OTHERS PRESENT: Wayne Crookston, Will Berg, Gary Smith, Shari Stiles, Chief Gordon: Corrie: I will open the special meeting here at City Hall to review and consider approving the bills. We will open the meeting now, Mr. Bentley? Bentley: I move that we accept the bills and pay them and if we have any discussions on the reviewing methods we take that up at our planning session. Rountree: Second Corrie: Motion made and seconded that we approve the bills and any discussions on that would be taken up at the meeting on the 27th of February, all those in favor say aye? Opposed? MOTION CARRIED: All Yea Corrie: While we are here gentlemen we don't have it on the agenda but the City Engineer would like to hand us out a handout for the project on Locust Grove and then we can have you review it for our meeting next Tuesday. Morrow: Is this in response to the questions with ACHD last week? Corrie: Yes, I guess Gary is that what it is? Smith: Yes Mr. Mayor that is what it is. Pat Dolby who provided this information on behalf of Fred Meyer presented some engineering documentation concerning the widths of improvements alternatives and the recommendations from his standpoint that I thought might be of interest to Mayor and Council for consideration on particularly the plan that ACHD is having prepared by Quadrant Engineering for improvement of Locust Grove. I know we have discussed that at previous Council. I thought it might be of interest to you to have because Pat had some background on it to have this information in front of you in written format for you to review. Idaho Ave. Meridian, ID 83642 RE: Locust Grove Road Improvements Dear Gary: .eF ME'k'Y On behalf of Fred Meyer, Inc., I prepared this report to assist the City of Meridian in evaluating options for the improvement of Locust Grove Road. Existing? Road Improvements - The improved portion of Locust Grove Road north of the Fred Meyer site has been constructed to a 52 ft. wide urban traffic section with curb, gutter, sidewalks and landscape buffers within a 70 ft. wide right-of-way. This portion is currently striped as a two lane roadway. - Average daily traffic volumes are approximately 3,000 vpd north of Fairview Ave. - Adjacent to the Fred Meyer site Locust Grove Road has a three lane rural roadway section and a 60 ft. right-of-way. Development Approval Conditions The Fred Meyer/Avest project was approved subject to development conditions established by both the City of Meridian and ACHD. A comparison of the conditions for improving Locust Grove Road follows: 1. Locust Grove Road Improvements ACRD #3 Construct curb, gutter, 7 -foot sidewalk (5 -foot wide if detached from the curb) and match paving on Locust Grove Road abutting parcel and connecting with existing improvements to the north. Improvements shall be constructed to a 62 -foot DOBIE ENGINEERING, INC. 777 Hearthstone Dr. Boise, ID 83702 (208)345-3290 back-to-back street section. Coordinate street section with Traffic Services. The developer will be reimbursed for the costs of these improvements (except sidewalk) from available impact fee revenue in this benefit zone. A written request for reimbursement is required prior to beginning the improvements. MERIDIAN (f) Curb, Gutter and Sidewalk - Locust Grove Road At the time of the construction of the initial building constructed on the subject property, construct curb, gutter, a seven -foot (7') concrete sidewalk and match paving in the public right-of-way of Locust Grove Road along the subject property adjacent to the west boundary and continuing through the residential property to the north ("Locust Grove CG&S"). The Locust Grove CG&S shall be constructed in accordance with the standards and specifications of ACED in effect at the time of construction. 2. Right -of -Way - Locust Grove Road ACHD #2 Dedicate 45 -feet of right-of-way from the centerline of Locust Grove Road abutting parcel. The owner will be compensated for additional right-of-way from available impact fee revenues in this benefit zone. MERIDIAN (h) Dedication/Sale of Additional Right -of -Way - Locust Grove Road. Dedicate or sell land adjacent to the existing east right-of-way line of Locust Grove Road required to meet ACHD's requirement for a forty -five-foot (45') right-of-way from the centerline of Locust Grove Road, including necessary bike lanes. 3. Additional Right -of -Way ACHD No requirement. MERIDIAN (i) Dedication of Additional Right -of -Way - Corner of Fairview Avenue and Locust Grove Road. Dedicate a twenty -foot (20') by twenty -foot (20') triangle (or appropriate curve) of land at the corner of Fairview Avenue and Locust Grove Road to keep the street improvements within the public right-of-way. DOBIE ENGINEERING, INC. 777 Hearthstone Dr. Boise, ID 83702 (208)345-3290 ACHD Road Improvement Program The ACRD improvement program engineered by Quadrant Consultants includes the following: - Construct 1/2 of a 71 ft. urban street section east of the centerline adjacent to the Fred Meyer site. (A full 71 ft. section will accommodate 5 traffic lanes plus 2 bike lanes.) - Do nothing to the 16.5 ft. asphalt mat west of the centerline. - Stripe the resulting 52 ft. wide roadway with 4 traffic lanes (no bike lanes). - Taper the east edge of the road to match the existing section at Oak Crest Drive. (See Figure A - ACHD Improvements.) Transportation Planning - The Meridian Comprehensive Plan calls for a 5 lane section with bike lanes on Locust. Grove Road north of Fairview Avenue. - The ACHD Capital Improvements Plan includes Locust Grove Road and allows a 5 lane section with bike lanes to be financed with road impact fee funds, if available. - The APAIACHD Transportation Improvement Plan (TIP FY 1995-2000) includes the reconstruction of Locust Grove Road between Fairview and Ustick. No width or lane configuration is specified in that plan. - The current ACHD Annual Budget allocates $980,000 for improvements to Locust Grove Road (between Fairview and Ustick) in fiscal years 1996 through 2000. - The Ridge to Rivers Pathway Plan designates this portion of Locust Grove Road for on -street bike lanes. - The APA Regional Transportation Plan includes the reconstruction of Locust Grove Road. No width is specified. - The APA Transportation Planning Model projects a future traffic volume of 6000 vpd on Locust Grove Road through the year 2015. South of Carol Street projected volumes should reach 11,000 vpd at full buildout of the Fred Meyer/Avest project. DOME ENGINEERING, INC. 777 Hearthstone Dr. Boise, ID 83702 (208)345-3290 The APA Transportation Planning Model assumes the following capacities (LOS "C") for urban principal arterials: 2 lane 16,000 vpd 3 lane 16,320 vpd 4 lane 32,000 vpd 5 lane 33,920 vpd Design Objectives The following transportation objectives for Locust Grove Road were discussed at the recent meeting between the Meridian City Council and ACHD staff: Meridian Objectives - Conform to the recommendations of the Comprehensive Plan. - Provide bike lanes for safety and convenience. - Provide a median left -turn lane for safety and convenience. ACHD Objectives -Provide adequate traffic carrying capacity. - Construct cost-effective improvements recognizing limited public resources. - Use private sector participation to accelerate the reconstruction of Locust Grove Road. Discussion of Alternatives - The reconstruction of Eagle Road now scheduled for 1998 will provide high speed, high volume capacity for north/south movements in this area of the community. This facility will provide an alternative to Locust Grove Road and capture most of the projected traffic volume. - It may be premature or even unnecessary to five -lane Locust Grove Road. - Widening the existing road section adjacent to the tract subdivision and Chateau Meadows Subdivision will result in a substantial loss of landscaping and increase traffic noise to the adjacent residents. These impacts can be avoided by developing a traffic plan that works within the existing road section. - The projected traffic volumes on Locust Grove Raoad through the year 2015 can be accommodated within the capacity of a 2 lane or 3 lane road section. - Safety and convenience objectives can be achieved with the addition of bike lanes and a median left -turn lane. Construct a continuous 3 lane section between Ustick Road and Fairview Avenue with bike lanes. See Figure B - Proposed Improvements. 2. Acquire the right-of-way for a 5 lane future road section (90 ft. r/w) between Fred Meyer and Oak Crest Drive and extend the curb line north of the Fred Meyer site. This will provide a better transition and the needed width to accommodate bike lanes. I hope this information will help the city in resolving these issues. Call me, if you have any questions.
