5. Statement of characteristics:
a. The property consists of 104.77 acres and consists of two parcels currently
owned by Tom E and Sue Davis.
b. The applicant is proposing a planned use development on all the property
within the annexation request.
c. The zoning request for the project is R-8. This zoning request is in
compliance with the existing Meridian Comprehensive Plan Map
designations (Medium Density Residential).
d. The subject property will be served by the South Slough and White Drain
sewer trunk line extensions. With extension ofthe sewer trunks, it is in
the best interest of the City that the property be annexed and zoned
according to the Meridian Comprehensive Plan Map.
e. The annexation of this property will make the adjacent property owned by
W. H. Moore contiguous to the City, enabling additional
office/industriaVcomrnercial development to be developed within the city
limits of Meridian.
f. The property is adjacent to a future elementary school and the Meridian
Charter High School.
6. Statement of necessity and desirability of the development:
a. The proposed project is being processed under the Planned Development
Ordinance, which provides the City with maximum control over all
integral a8pects of the project.
b. The proposed overall net density (4.68) of the project complies with the
City's designation of Medium Density Residential, which is 4-8 units per
acre.
c. We believe the mixed use ofthe project will provide a balanced
development with a diversity of housing types and essential neighborhood
services and recreation.
d. The project will provide active and passive recreational opportunities for
the re8idents of the subdivision and citizens of Meridian. The amenities
include: A full basketball court, pathways, extensive network of

pathways, and six-acre neighborhood park proposed to be donated to the
City of Meridian. The developer will provide a parking lot, sprinklers,
trees, grading and hydro-seeding or drill-seeding ofthe park area.
e. The project will benefit the surrounding area and the community by
providing amenities such as the pathways and neighborhood park.
f. The commercial and office area will provide essential services which will
benefit the existing and nearby residents. The community will also benefit
from the extensive planning, which considers the long range needs
(essential public services, schools, recreation, private services and
transportation).
7. The proposed annexation request is in harmony with the Meridian Comprehensive
Plan. The City's Future Land Use Map designates this property as Medium
Density Residential. The zoning request supports the City's policy of growth
management and promoting high quality development. The development will
improve the character and quality ofthe City and enhance the City's identity as a
self-sufficient community, providing housing and essential services necessary to
support the area.
We believe the proposal is an example of compatible and efficient use ofland.
We have utilized innovative and functional site design as our major goal in the
design ofthe development.
