SUBJECT: Jayker Subdivision #1 Comments File FP 07-026
The following will be the requirements and/or concerns to provide minimum levels of fire
protection for the proposed project:
1) Final Approval of the fire hydrant locarions shall be by the Meridian Fire
Department.
a. Fire Hydrants shall have the 4'h" outlet face the main street or parking lot
aisle.
b. The Fire hydrant shall not face a street which does not have addresses on it.
c. Fire hydrant markers shall be provided per Public Works specifications.
d. Fire Hydrants sha11 be placed on corners when spacing permits.
e. Fire hydrants sha11 not have any vertical obstructions to outlets within 10'.
f. Fire hydrants shall be placed 18" above finished grade to the center of the 4
%z" outlets.
g. Fire hydrants shall be provided to meet the requirements of the IFC Section
509.5.
h. Show all proposed or eacisting hydrants for all new construction or
additions to e~sting buildings within 1,000 feet of the project.
2) Any roadway greater than 150 feet in length that is not provided with an outlet
shall be required to have an approved turn around. Phasing of the project may
require a temporary approved turn around on streets greater than 150' in length
with no outlet.
3) All entrance and internal roads and alleys shall have a turning radius of 28' inside
and 48' outside radius. It appears that No. Topaz Jewell Pl., W. Firestorm Ct., W.
Snow Cherry Ct. do not meet this requirements.
4) All common driveways shall be straight or have a turning radius of 28' inside and
48' outside and shall have a clear driving surface which is 20' wide and be able to
support a load of 75,000 lbs.
5) All Roads are Fire Lanes; provide signage "No Parking Fire Lane" per appendix
D, Section D103.6.
6) Fire lanes, streets, and structures including the canopy height of mature trees shall
have a vertical clearance of 13'6.
7) Operational fire hydrants, temporary or permanent street signs and access roads with
an all weather surface are required before combustible construction is brought on
site.
8) To increase emergency access to the site a minimum of two points of access will be
required for any portion of the project, which serves more than 50 homes. The two
entrances should be separated by no less than '/z the diagonal measurement of the
full development. The applicant shall provide a stub street to the property to the
(west/eastlnorth/south). Provide a temporary secondary access to the West of the
main entrance which is a minimum of 20' wide.
9) Building setbacks shall be per the International Building Code for one and two
story construction.
10) The roadways shall be built to Ada County Highway Standards cross secrion
requirements and shall have a clear driving surface. Streets with less than a 29' street
width shall have no parking. Streets with less than 33' shall have parking only on
one side. These measurements shall be based on the back of curb dimension. The
roadway shall be able to accommodate an imposed load of 75,000 GVW. No
parking on a11 cul de sacs.
11) Large residential dwellings will require a fire-flow consistent with the International
Fire Code to service the proposed project. The fire-flow information provided by
United Water indicates 2,000 GPM will be available to service the project. Homes
over 6200 square feet (including garage) will be required to be fire sprinklered to
NFPA 13D Std., this issue could be revisited once fire flows are improved to service
the entire project. It has been indicated that homes up to 7700 square feet could be
proposed in the project. Fire hydrants sha11 be placed per Appendix D.
12) The fire department requests that any future signalization installed as the result of
the development of this project be equipped with Opticom Sensors to ensure a
safe and efficient response by fire and emergency medical service vehicles. This
cost of this installation is to be borne by the developer.
13) All portions of the buildings located on this project must be within 150' of a paved
surface as measured around the perimeter of the building.
14) Where a portion of the facility or building hereafter constructed or moved into or
within the jurisdiction is more than 400 feet (122 m) from a hydrant on a fire
apparatus access road, as measured by an approved route around the exterior of the
facility or building, on-site fire hydrants and mains shall be provided where required
by the code official. For buildings equipped throughout with an approved automatic
sprinkler system installed in accordance with Section 903.3.1.1 or 903.3.1.2 the
distance requirement shall be 600 feet (183). For Group R-3 and Group U
occupancies, the distance requirement shall be 600 feet (183 m). For buildings

600 feet (183 m).
15) Emergency response routes and fire lanes shall not be allowed to have speed bumps.
16) The fire department is opposed to any landscape island in the middle of a cul de sac
that may prevent a fire truck from turning around on the end of the court.
17) The water line will have to be extended to the So. Of the N. Sunset Maple Way to
provide a future waterline connection to the Westwing Estates.
18} Provide additional visitor parking on cul de sacs to help prevent vehicles from
obstructing fire lanes.
