I oppose the construction of, and the granting of a Conditional Use Permit for, the Selway Apartments at Lochsa Falls (171 unit multifamily dwelling), as proposed in City of Meridian Case No. CUP-02-012, and any related documents (the "Project"). Specifically, I oppose the Project on the following grounds: 1. That the proposed Project is not harmonious with the Meridian Comprehensive Plan, and is not in accordance with the requirements of Meridian City Code or Idaho State law; 2. That the design, construction, operation and maintenance of the Project will not be compatible with other uses in the general neighborhood nor with the existing or intended character of the general vicinity and that such use will adversely change the essential character of the same area; 3. That the Project will adversely affect other property in the vicinity; 4. That the Project will not be adequately served by essential public facilities and services, such as highways, streets, schools, parks, police and fire protection, drainage structures, refuse disposal, water, and sewer; nor that the person responsible for the Project shall be able to adequately provide such services; 5. That the Project will create excessive additional cost for public facilities and services, and will be detrimental to the economic welfare of the community; 6. That the Project will involve activities and processes and conditions of operation that will be detrimental to persons, property and the general welfare by reason of excessive production of traffic, noise, fumes, glare and odors; and 7. That the Project will have vehicular approaches to the property that will create interference with traffic on surrounding public streets. The reason for my move was due in part to the open areas and harmonious design of the surrounding neighborhoods in the city of Meridian. It was due to the friendly home-town feeling that you Gave in the city. As a concerned citizen of the city of Meridian I wish to have this letter included in the official city file regarding the following situation. Specifically, increasing the R-4 zoning to ahigher-density zoning to allow the building of the Selway Apartments will exacerbate an already overloaded network of two-lane country roads and four way stops in the area (McMillan, Linder, Meridian Road and Locust Grove) and will increase traffic and associated noise on Goddard Creek. This will adversely affect the quality of life in all of Kelly Creek and neighboring subdivisions, as it will affect those whose yards are bordered by common areas and the road as well as those who walk on the sidewalks along Goddard Creek. The presence of one or more three-story buildings with parking lot, dumpsters and additional street lights will destroy the privacy and quiet for all residents whose property adjoins the proposed apartment complex. Fr~erty values will surely drop. None of those changes "fits" with the existing developments of Kelly Creek, Lochsa Falls and Bridgetower, which have all invested significant resources to carefully design a living space that is a peaceful, serenely landscaped escape from the daily traffic and commute. Last May, my husband and I, Meridian residents since 1995, purchased a new house in the Kelly Creek subdivision. We chose to live in the area for several reasons; the wide-open feel of the common areas and the R-4 zoning were significant factors in our decision. We felt certain that the value of our investment, the largest of our lives, would increase in the next few years. High-density housing such as the Selway Apartments at Lochsa Falls will threaten the only large investment my husband and I own. Why is such a drastic increase in the zoning density being considered for this area? And if these structures will be rented apartments and not individually owned townhomes or condos, where do the property taxes to support the increased use of public facilities that 17I families will use come from? Schools in the area are already at or above capacity, even as new ones are built. The proposed 171- unit apartment complex would be the single highest-density point in a three mile radius and would make the existing traffic problems worse. Importance: High Please see our attached, signed petitions regarding the proposed apartment complex "Selway Apartments" to be located at McMillan and Goddard Creek within the Kelly Creek/Lochsa Falls Subdivisions. We, along with many other residents of Meridian, (Whose petitions you will shortly receive) adamantly are against this development. Along with our attached petition are two articles from the Idaho Statesman showing where you "did the right thing" with other proposed developments and we ask and pray that you do the right thing concerning this apartment development and deny this request. We are highly concerned about traffic in this area, as well as over flow to our local schools which are already filled to capacity. This will only add to the burden. We are also concerned with the increased amount of crime and excess use of our subdivion that this development will bring with it. Please vote NO to this complex. Specifically, I oppose the Project on the following grounds: 1. That the proposed Project is not harmonious with the Meridian Comprehensive Plan, and is not in accordance with the requirements of Meridian City Code or Idaho State law; 2. That the design, construction, operation and maintenance of the Project will not be compat-ble with other uses in the general neighborhood nor with the existing or intended character of the general vicinity and that such use will adversely change the essential character of the same area; 3. That the Project will adversely affect other property in the vicinity; 4. That the Project will not be adequately served by essential public facilities and services, such as highways, streets, schools, parks, police and fire protection, drainage structures, refuse disposal, water, and sewer; nor that the person responsible for the Project shall be able to adequately provide such services; 5. That the Project will create excessive additional cost for public facilities and services, and wilt be detrimental to the economic welfare of the community; 6. That the Project will involve activities and processes and conditions of operation that will be detrimental to persons, property and the general welfare by reason of excessive production of traffic, noise, fumes, glare and odors; and 7.
