city file regarding the following situation.
I oppose the construction of, and the granting of a Conditional Use Permit for, the Selway
Apartments at Lochsa Falls (171 unit multifamily dwelling), as proposed in City of
Meridian Case No. CUP-02-012, and any related documents (the "Project"). Specifically,
I oppose the Project on the following grounds:
That the proposed Project is not harmonious with the Meridian Comprehensive
Plan, and is not in accordance with the requirements of Meridian City Code or
Idaho State law;
2. That the design, construction, operation and maintenance of the Project will not
be compatible with other uses in the general neighborhood nor with the existing
or intended character of the general vicinity and that such use will adversely
change the essential character of the same area;
3. That the Project will adversely affect other property in the vicinity;
4. That the Project will not be adequately served by essential public facilities and
services, such as highways, streets, schools, parks, police and fire protection,
drainage structures, refuse disposal, water, and sewer; nor that the person
responsible for the Project shall be able to adequately provide such services;
5. That the Project will create excessive additional cost for public facilities and
services, and will be detrimental to the economic welfare of the community;
6. That the Project will involve activities and processes and conditions of operation
that will be detrimental to persons, property and the general welfare by reason of
excessive production of traffic, noise, fumes, glare and odors; and
7. That the Project will have vehicular approaches to the property that will create
interference with traffic on surrounding public streets.

Please include this letter in the official city file regarding the Selway Apartments at
Lochsa Falls.
I am very much opposed to the building of these apartments for many, many reasons:
1-Traffic, Traffic, Traffic. I don't think I need to say much more about this subject. It is
already unbearable. I commute to downtown Boise and on a good day it takes 45
minutes and can go up to one hour. With a 171 unit apartment complex coming in we
can easily add to that.
2-Schools in the area are already over capacity. The future Paramount school that has not
opened is already full. This is where children from the apartment complex will attend
school.
3-The project will adversely affect other property in the vicinity. The design, operation
and maintenance is not compatible with other uses in the neighborhood nor with the
intended character of the general vicinity.
4-The project is not in agreement with the Meridian Comprehensive Plan, and is not in
accordance with the requirements of the Meridian City Code or the Idaho State Law.
I realize that growth is inevitable and that the property will be developed at some point,
but this needs to be done with the best interest of Meridian in mind. It is my
understanding the it is zoned R8 and that because of a land swap by the developer they
are able to change the zoning for this project. Please consider that it was zoned R8 for a
reason and that is what it should stay. It maybe legal to build the apartments but that
does not make it right.

I oppose the construction of, and the granting of a Conditional Use Permit for, the Selway
Apartments at Lochsa Falls (171 unit multifamily dwelling), as proposed in City of
Meridian Case No. CUP-02-012, and any related documents (the "Project"). Specifically,
I oppose the Project on the following grounds:
1. That the proposed Project is not harmonious with the Meridian Comprehensive
Plan, and is not in accordance with the requirements of Meridian City Code or
Idaho State law;
2. That the design, construction, operation and maintenance of the Project will not
be compatible with other uses in the general neighborhood nor with the existing
or intended character of the general vicinity and that such use will adversely
change the essential character of the same area;
3. That the Project will adversely affect other property in the vicinity;
4. That the Project will not be adequately served by essential public facilities and
services, such as highways, streets, schools, parks, police and fire protection,
drainage structures; refuse disposal, water, and sewer; nor that the person
responsible for the Project shall be able to adequately provide such services;
5. That the Project will create excessive additional cost for public facilities and
services, and will be detrimental to the economic welfare of the community;
6. That the Project will involve activities and processes and conditions of operation
that will be detrimental to persons, property and the general welfare by reason of
excessive production of traffic, noise, fumes, glare and odors; and
