I am sending this communication as a concerned citizen of the city of Meridian for inclusion in the official
city file regarding the following situation.
I oppose the construction of, and the granting of a Conditional Use Permit for, the Selway
Apartments at Lochsa Falls (171 unit multifamily dwelling), as proposed in City of
Meridian Case No. CUP-02-012, and any related documents (the "Project"). Specifically,
I oppose the Project on the following grounds:
1. That the proposed Project is not harmonious with the Meridian Comprehensive
Plan, and is not in accordance with the requirements of Meridian City Code or
Idaho State law;
2. That the design, construction, operation and maintenance of the Project will not
be compatible with other uses in the general neighborhood nor with the existing
or intended character of the general vicinity and that such use will adversely
change the essential character of the same area;
3. That the Project will adversely affect other property in the vicinity;
4. That the Project will not be adequately served by essential public facilities and
services, such as highways, streets, schools, parks, police and fire protection,
.drainage structures, refuse disposal, water, and sewer; nor that the person
responsible for the Project shall be able to adequately provide such services;
5. That the Project will create excessive additional cost for public facilities and
services, and will be detrimental to the economic welfare of the community;
6. That the Project will involve activities and processes and conditions of operation
that will be detrimental to persons, property and the general welfare by reason of
excessive production of traffic, noise, fumes, glare and odors; and
7. That the Project will have vehicular approaches to the property that will create
interference with traffic on surrounding public streets.

Dear Mr. Berg,
As a resident of Kelly Creek Subdivision I am strongly opposed to the plan to build a 171
unit project known as the Selway Apartments (case No.CUP-02-021) .
The proposed plan of three story structures would pose privacy problems to adjacent
single family homes and would not be in keeping with the surrounding area .
The traffic problems are also a concern as the only entrances and exits are onto Goddard
Creek St. which already carries all the traffic from three subdivisions .
The proposed plan should be restricted to single family homes or at the most single level
duplexes . I am afraid that over time the units if not maintained will become an eyesore
and result in a lowering of property values and a embarrassment to the whole city of
Meridian .

I am writing to oppose the construction and grant for a conditional Pemut for the "The
Selway Apartments at Lochsa Falls, which will be located on the comer of McMiIlan and
Linder.
The proposed project is unbelievable. The thought of having Apartments in this vicinity
is not the greatest idea or do I believe that this has been thoroughly thought through on a
homeowner's prospective or a safety prospective.
I moved to this area so 1 could have a good quality life for myself and my family. I did
not want to have the worries of pedophiles lurking from Apartment Buildings that are
located right across the street from schools that young children attend.
This certainly will create a distress to the economic welfare of the community, in addition
to the excess in traffic, noise, fumes, glare, and odors.
In addition, our residential streets will be easy targets for short cuts to these apartments.
I know based on past experiences that having apartments close to these schools will
increase crime and may unfortunately place a child's life in jeopardy.
In addition, constructing this apartment building at this location will create excessive cost
for the homeowners for public facilities and services, since this rental property(people
who will be renting) will not have to pay the same property taxes to improve and provide
facilities in the area.
I hope you take this alI in account. I know everybody in my vicinity is opposed to this
project and having a company come right in from another state to destroy our harmonious
life is not what I see Meridian, as a city, wanting to do to people that have decided to
make Meridian their home.

I'm writing to express my concerns about the proposed 171-unit apartment development next to the
Kelly Creek and Verona subdivisions in Meridian.
I know you have received many letters on this topic, and I echo those sentiments about design,
construction type and quality, inadequate neighborhood facilities, and the incomparability of such
high-density housing with the character and value of the neighborhood.
An even larger concern is traffic. I travel home each night west bound on McMillan. Most nights it
is backed up nearly a full mile at the stop signs at Meridian Road and Linder. It often takes me up
to 30 minutes to make my 5-mile drive home from Locust Grove and Fairview.
Ustick and Chinden are every bit as bad. There is simply no good way to head west between 5 and
6:30 PM.
Adding high-density housing, with potential for 340 more cars on McMillan at peak hours is a very
bad idea. There is not nearly enough infrastructure to handle the current traffic flow, and adding so
significantly to this congestion would be irresponsible and negligent on the part of the city. These
are all sti112-lane country roads with 4-way stops, that have already been overburdened by the large
neighborhoods they service.
Furthermore, from a planning standpoint, it simply doesn't make any sense to build such high-
density housing so far from any major transportation arteries, employment, retail, or city services.
Doing so simply makes Meridian a less convenient, less favorable, and ultimately less friendly place
to live.
Those apartments will be surrounded by houses in the $400-$600K price range. Or, at least that's
their value now. Once the 3-story, vinyl-sided apartment farm goes in, property values will suffer
greatly, and one of the nicest areas ir. Meridian will be reduced to just another bodge-podge of
poorly planned urban sprawl.
I urge you to consider other, better uses for that property, including town homes, lower density
housing, or more office areas. Any of these would be more suitable for the neighborhood, and more
in keeping with the critical lack of available city services and infrastructure.

proposed apartment complex drawings show units up to 3 stories.
This complex will put a strain on the already congested Linder and McMillan roads. A
new traffic study should be done, reviewed and any changes that should be made prior to
approval by the City for the proposed apartments. We already have people cutting down
and racing through Goddazd creek from Chinden due to the back up on McMillan and
Linder Roads. The last traffic study was done in 2002 and when Paramount, Bridgetower,
Verona, Lochsa and Kelly Creek were not even built yet. Again a new traffic study
should be completed.
The Meridian schools are akeady turning away students for open enrollment in new
schools that are not even built, completely built or open for the new year. A 171 unit
complex would put more stain on the District not to mention the fire dept., police etc.
The proposed apartments will not be paying any association dues (which all home owners
pay yeazly) to use are pazks and pazkways. We have strict homeowner policies in our
association and the entrance to Selway will be off Goddazd Creek which is in the Kelly
Creek subdivision.
Please understand I moved to this azea to make a better life for myself and my Family
and I can't afford to move. I wish you would do some research as a group as we have and
understand the significance it has on tax payers and property values as a whole.

As per the attached official letter, we as personal homeowners in Kelly Creek,
would like to express some MAJOR concern with the proposed 171 unit apartment
complex being considered right in our subdivision. We chose Kelly Creek for our new
home just a few months ago for its upscale, high end neighborhoods, family parks and
schools.
With this new apartment complex being considered for this location, we feel a
MAJOR impact on 5 major areas that are going affect me personally:
• Decreased property value for our home -You want to allow these 3-story
low income apartments to tower over our homes and decrease our property
value.
• Increased traffic congestion -Have you ever been at the intersection of
Linder & McMillan or Linder and Chinden at S:OOpm? It is a nightmare!!
Trying adding another 342 additional cars that have to get through that
intersection. 171 apartments x 2 adults = 342 cars.
• Added strain on local schools - We want to start having children soon and
this will greatly affect the availability for our children to attend school.
• Increased noise and bright lighting -The lighting is really an issue for us
as with parking lots comes a lot more light. Normal outside housing lights
and street lamps are tremendously fewer than Parking Lots Lighting.
• More pedestrians and children in our subdivisions - We pay $300.00 in
dues for these parks and landscaping that apartment tenants get to use for
FREE! ! This use increases litter/trash, increases in vandalism due to more
people using the parks and concerns for the children that play in these
areas.
I would greatly appreciate your FULL CONSIDERATION on these areas listed. This
doesn't just affect me but our entire community and those that surround us! !

I am writing you this letter to express my deepest concerns regarding the Selway apartments,
(Case No. CUP-02-012), that is in planning to be built in my neighborhood. I don't know if
this letter will help but I will be very unhappy with myself if I do not try. I live near Mc
Millan and Linder Ave. in the Bridgetower Subdivision. I feel so blessed to live in this
valley with its gorgeous view of the foothills and the farmland with its natural beauty. I love
to walk along Mc Millan and look at the views around me and I am so upset to know that my
beautiful views will be taken away to that of three story apartments. Not only will the view
be taken away but my children will be affected as well. The schools here are already opening
up at full capacity. Paramount Elementary is at maximum capacity and it hasn't even opened
yet. How can the schools take on more kids? Who suffers? The kids do by having over
crowed schools and being sent to other schools until there is an opening in their correct area.
I moved my whole family 1,000 miles away so my children could get a great education in
schools that are not jammed packed and under staffed like at their previous schools. Now it
is being threatened to happen again with 171 new apartments that will bring in 171 new kids,
if every house has only 1 child and many have more than 1 I am sure.
Not only the overcrowding in the schools and parks but these roads. These roads we have to
drive on are already ridiculous with the traffic and the stop signs and the one-lane roads.
How much more can the roads or the drivers on them take? How can this area possibly
support 342 more cars? That is every household having 2 cars, which is the norm. Enough is
enough already. Let Meridian get caught up with the current growth it has already endured
before adding more to it.
I am afraid for my neighborhood and what it will be if these apartments come to be. Think of
the animosity of the homeowners towards the renters of these apartments. We can't have the
potential for violence and animosity towards each other to exist. We all live together and
need to get along and no one will be happy to have apartments in our neighborhood so think
how the renters of those apartments will be treated? Not a good situation for all, adults and
children.
This is my home and I feel the need to stand up for it and take my stand. I hope you will
read, listen and take serious care in making your decision. I don't want to lose the integrity
of the beautiful neighborhood that I have worked very hard to get into. I should get to have a
say in what happens to it. I say "no apartments" please. Thank you.
