Industries. We have reviewed this submittal and offer the following comments, as conditions of the applicant. These conditions shall be considered in full, unless expressly modified or deleted by motion of the Meridian City Council: LOCATION & SURROUNDING USES The subject property for Fairview Mini Storage is at the rear of the lot currently used for the Roundtree West Chevrolet car dealership. It is generally located on the south side of Fairview Avenue midway between Meridian Road and Locust Grove Road. The lot is currently zoned C-G. The project is a conditional use because the proposed mini storage use creates two principal uses on a single lot. The property is located in an area designated as Existing Urban in the Comprehensive Plan. The surrounding uses follow: North -Across Fairview to the north is a vacant county parcel. South -Danbury Fair Subdivision borders the parcel to the south. Eight residential lots directly abut the subject parcel. East -Commercial county parcels with Wireless USA and a podiatrist. West - UltraTouch Car Wash and gas station. GENERAL COMMENTS: 1. Off street parking shall be provided in accordance with Section 11-13 -4 of the City of Meridian Zoning and Development Ordinance andlor as detailed insite-specific requirements, and in accordance with Americans with Disabilities Act DADA} requirements. All site drainage shall be contained and disposed of an site. 2. Gutside lighting shall be designed and placed so as to not direct illunvnatian on any nearby residential areas and in accordance with City Ordinance Section 11-13 -4. C. ~ (. Determir~.e the seasonal high groundwater elevation, and submit a profile of the subsurface soil conditions as prepared by a sails scientist with the design of site drainage plan.. 4. Provide flue-foot-wide pedestrian walkways in accordance with City Ordinance Section 12-5-~.K. 5. Provide planting strips in accordance with City Ordinance Section 12-4-7.A. 6. All construction shall conform to the requirements of the Americans with Disabilities Act. SITE SPECIFIC CI~MMENTS: 1. Assessment fees for water and sewer service are determined during the building plan review process. Applicant shall be responsible for the actual physical connection of the existing building located within this development, and shall be required to enter into an Assessment Agreement with the City of Meridian. ~. Underground pressurized irrigation must be provided to all landscape areas an site. Please submit hook-up and design details based on the proposed landscaping with submittal of the building permit application. 3. All driveways, parking, and vehicle use areas are to be paved. ~. Applicant is proposing 20-foot landscape buffers along the south and east property lines adjacent to the mini storage use. Staff concurs with these buffers and note that they are required as part of the approved site plan. However, the 4l Scotch Pines should be changed to include at least 3 different species so that if disease enters one tree, it will not spread and kill the entire buffer. Also, the ro osed rock ground cover will stress the trees with reflected PP heat and lack afwater retention. Applicant should change the groundcover to shrubs or other vegetative groundcover with a bark mulch, or at least a weed barrier and bark mulch at least 3 -4" deep. 5. One ~l}three-inch ~3"} caliper tree is required per 1,5oa sq. ft. of asphalt on the site as per City Ordinance. Any conifers provided must be a nvnimum of ~'-8' high at planting. The current site plan does not meet this requirement. Provide calculations of the square footatge of asphalt area. Additional trees must be added within the street buffers and on site to meet this requirement. This requirement applies to the entire site as a whole, not just the new portion. Trees should be provided along Fairview with a minimum of one tree per 35 linear feet of firantage. 6. A minimum landscape setback of ~Q feet beyond requiredright-of way shall be provided along CUP-0d-006 Fairview Mini storage.CUP.doc Mayor, Council and P&Z January 7, 2000 Page 3 Fairview Avenue as a condition of approval. This landscape setback shall not be used for vehicle display area.. 7. Coordinate screened trash enclosure location and construction requirements with Sanitary Service Company and provide a letter of approval from their office to Planning & Zoning when applying for a Certificate of Zoning Compliance. All trash areas are to be enclosed by a screening fence on at least three ~3} sides. $. Submit a letter of approval from Ada County Highway District, along with a recorded warranty deed for any required roadway dedication, when applying for a Certificate of Zoning Comp ance. 9. Handicap parking, associated signage and building construction shall meet the requirements of the Americans with Disabilities Act. All stalls must meet minimum dimension standards as per City ordinance and ADA. 10. The City does not have n~um parking standards for storage facilities. However, staff questions whether 3 spaces are adequate based on past experience with other mini-storage projects, Staffrecommends providing 5-6 stalls at a minimum. The applicant should make a case for the number of stalls they will provide. 11. Freestanding signs for the project will be limited to one monument Sign not to exceed 72 square feet. All signage will be subject to design review and require separate permits. Any temporary or A-firame signs and banners shall be prohibited as a condition of approval, and will be removed upon 3 days notice. 12. Provide more details about the entrance to the site. where will the entrance gate be located? How will the cars and trucks stack? where will the entry keypad be located? 13. The private street adjacent to this parcel was provided to give access to the parcel behind Ultra Touch Car wash. Provide a copy of the recorded access easement to allow the access to be used by this parcel. 14. This conditional use permit shall be subject to review upon ten X10} days notice to the applicant. Transfer of the conditional use permit will. need to be submitted and approved by the Zoning Administrator for any new ownersltenants. Unattracthre land uses along these entrances should be screened from view. Z. l U Require businesses and government to install and maintain landscaping. Z.ZU Encourage area beautification through uniform sign design that enhances the community. Entryway Corridors-(Fairview Avenue is identified as an entryway corridor.) Entryvvay corridors are a community's "front dovr." It is acknowledged that the corridor's trees for lack thereof}, commercial signage, and site character provide the first, and oftentimes the most lasting, impression of the entire community, Strang messages are delivered to the traveling public and to local citizens ah`ke. The community's economic vitality, its willingness to ensure the safety and well-being of its citizens, its degree of concern far the natural envirarlment, and the respect citizens have for one another are but a few of the messages. Therefore, the entire commmunity and, most specifically its governing bodies, have the right and the responsibility to guide the development and redevelopment that occurs along entryway corridors. Depending on the configuration of existing streets, Land uses and site configuration, more extensive landscaping and more concern for site character may be requirced in Meridian, Conversely, the design review process will afford the opportunity to address the special features of each property and facility on a case-by case basis. 4.4U Encourage land.~scaped setbacks far new development on e~ce corridors. The City shall require, as a condition of development approval, landscaping along all entrance corridors. 5.2 Ensure that all new development enhances rather than detracts from the visual quality of its surroundings, especially in areas of prominent visibility. Council specifically asked staff to call the Applicant and inform them of the continued hearing to April 13#~. However, I realized after the meeting dosed last night that this CUP is in a C-G zone which only requires a public hearing before P&Z Commrssian. 1 don't believe it should have been set far a public heanng last night - it should only have been on Regular Agenda as an item for action. think it's probably too late on this project, but an FYI for the future, that all CUPS in Commercial, old Town or Industrial zones only require one public hearing before P&Z}.
