We have reviewed this submittal and offer the following comments, as conditions of the
applicant. These conditions shall be considered in full, unless expressly modified or deleted by
motion of the Meridian City Council:
LOCATXON & SURROUNDING USES
The subject property for Fairview Mini Storage is at the rear of the lot currently used for the
Roundtree West Chevrolet car dealership. ~t i.s generally located on the south side of Fairview
Avenue midway between Meridian Road and Locust Grove Road. The lot is currently zoned C-G.
The project is a conditional use because the proposed mini storage use creates two principal uses on
a single lot.
The property is located in an area designated as Existing Urban in the Comprehensive Plan.
The surrounding uses follow:
North -~ Across Fairview to the north is a vacant county parcel.
South -Danbury Fair Subdivision borders the parcel to the south. Eight residential lots
directly abut the subject parcel.
East -Commercial county parcels with Wireless USA and a podiatrist.
West - UltraTouch Car Wash and gas station.
GENERAL COMMENTS:
l . Off-street parking shall be provided in accordance with Section ~ 1-13-4 of the City of
Meridian Zoning and Development Ordinance andlor as detailed insite-specific requirements,
and in accordance with Americans with Disabilities Act ~ADA~ requirements. All site
drainage shall be contained and disposed of on-site.
2. Outside lighting shall be designed and placed so as to not direct illumunation on any nearby
residential areas and in accordance with City Ordinance Section 11-13-4.C.

3. Determine the seasonal high groundwater elevation, and submit a profile of the subsurface soil
conditions as prepared by a soils scientist with the design of site drainage plan.
4. Provide five-foot-wide pedestrian walkways in accordance with City ordinance Section
12-5-Z.K.
5. Provide planting strips in accordance with City Ordinance Section 12-4-7.A.
~. All construction shall conform to the requirements of the Americans with Disabilities Act.
SITE SPECIFIC C(3MIVIENTS:
1. Assessment fees for water and sewer service are determined during the building plan. review
process. Applicant shall be responsible for the actual physical connection of the existing
building located within this development, and shall be required to enter into an Assessment
Agreement with the City of Meridian.
Z. Underground pressurized irrigation must be provided to all landscape areas on site. Please
submit hook-up and design details based on the proposed landscaping with submittal of the
building permit application.
3. All driveways, parking, and vehicle use areas are to be paved.
4. Applicant is proposing 24-foot landscape buffers along the south and east property lines
adjacent to the mini storage use. Staff concurs with these buffers and note that they are
required as part of the approved site plan. However, the 41 Scotch Pines should be changed
to include at least 3 different species so that if disease enters one tree, it will not spread and
kill the ent~e buffer. Also, the proposed rock ground cover will. stress the trees with reflected
heat and lack of water retention. Applicant should change the groundcover to shrubs or other
vegetative groundcover with a bark mulch, or at least a weed barrier and bark mulch at least
3-4" deep.
5. one ~l}three-inch ~3"} caliper tree is required per 1,5a~ sq. ft. of asphalt on the site as per
City ordinance. Any conifers provided must be a minimum of 6'-8' high at planting. The
current site lan does not meet this re uirement. Provide calculations of the square footatge
of as halt area. Additional trees must be added within the street buffers and on site to meet

this requirement. This requirement applies to the entire site as a who le, not dust the new
portion. Trees should be provided along Fairview with a minimum of one tree per 35 linear
feet of frontage.
6. ~ A minimum landscape setback of 20 feet beyond required right-of-way shall be provided along

Fairview Avenue as a condition of approval. This landscape setback shall not be used for
vehicle display area..
7. Coordinate screened trash enclosure location and construction requirements with Sanitary
Service Company and provide a letter of approval from their office to Planning & Zoning
when applying far a Certificate of Zoning Compliance. All trash areas are to be enclosed by
a screening fence on at least three ~3}sides.
8. Submit a letter of approval from Ada County Highway District, along with a recorded
warranty deed for any required roadway dedication, when applying for a Certificate of Zoning
Campliance.
9. Handicap parking, associated signage and building construction shall meet the requirements
of the Americans with Disabilities Act. All stalls must meet minimum dimension standards
as per City ordinance and ADA.
1 ~. The City does not have minimum parking standards for storage facilities. However, staff
questions whether 3 spaces are adequate based on past experience with other mini-storage
projects. Staff recommends providing 5-d stalls at a minimum. The applicant should make
a case for the number of stalls they will provide.
11. Freestanding signs for the project will be limited to one monument sign not to exceed 72
square feet. All signa.ge will be subject to design review and require separate permits. Any
temporary or A-frame signs and banners shall be prohibited as a condition of approval, and
will be removed upon 3 days notice.

How will the cars and trucks stack? Where will the entry keypad be located?
13. ~ The private street adjacent to this parcel was provided to give access to the parcel behind
Ultra Touch Car wash. Provide a copy of the recorded access easement to allow the access
to be used by this parcel.
I ~. This conditional use permit shall be subject to review upon ten ~ 1 ~} days notice to the
applicant. Transfer of the conditional use permit will need to be submitted and approved by
the Zoning Administrator for any new ownersltenants.

Entryway Corridors--~'a~ew Avenue is identified as an entryway con~idor.}
Entryway corridors are a community's "front door." It is acknowledged that the corridor's trees for
lack thereof}, commercial signage, and site character provide the fast, and oftentimes the most
lasting, impression of the entire community.
Strang messages are delivered to the traveling public and to local citizens alike. The community's
economic vitality, its w~lingness to ensure the safety and wellbeing ~of its citizens, its degree of
concern for the natural environment, and the respect citizens have for one another are but a few of
the messages. Therefore, the entire community and, most specifically its governing bodies, have
the right and the responsibility to guide the development and redevelopment that occurs slang
entryway corridors. Depending on the configuration of existing streets, land uses and site
configuration, more extensive landscaping anal more concern for site character may be requirced in
Meridian. Conversely, the design review process w~1 afford the opportunity to address the special
features of each property and fac~7ity on a case-by-case basis.
4.4U Encourage landscaped setbacks for new development on entrance corridors. The City shall require,
as a condition of development approval, landscaping along all entrance corridors.
5.2 Ensure that all new development enhances rather than detracts from the visual quality of its
surroundings, especially in areas of prominent visibility.

A. The Ada County Highway District ~ACHD}staff has received the above referenced application
requesting conditional use approval to construct 72,000-square feet ofmini-storage units. The
8.0-acre site is located on the south side of Fairvietiv Avenue approximately %2-mile west of
Locust Grove Road. This development is estimated to generate 2~0 additional X800 existing}
vehicle trips per day based on the Institute of Transportation Engineers Trip Generation manual.
B. The application and site plan stamped as received by the City of Meridian on December 10,
1999, and submitted to the District on December 21, 1999, have been reviewed b the ACRD
Y
Planning and Development staff and conforms to applicable District standardslpolicy, or can be
made to conform with the changes} to the plan described in the requirements stated below.
This is a staff level approval and will not be heard by the ACRD Commission unless the site plan
is changed in such a manner as to not conform with District standardslpolicy or an appeal.of the
Planning and Development staff decision is submitted as described within the Standard
Requirements o~itlined below.
C. Gn December ??, 1999, the District Planning and Developr~nent staff inspected this site and
evaluated the transportation system in the vicinity. Gn Jan~~ary 7, 2000, the staff met as the
District's Technical Review Committee and reviewed the impacts ofthis proposed development
on the District's transportation system. The res~ilts of that analysis constitute the following Facts
and Findings and recommended Site Specific Requirements.

7. Any change by the applicant in the planned ~~se of the property tivhich is tl~e subject of this
application, shall require the applicant to comply with all r<tles, regulations, ordinances, plans, or
other reg~~latory and legal restrictions in force at the time the applicant or its successors in
interest advises the Highway District of its intent to change the planned use of the subject
property sinless a waiverlvariance of said requirements or other legal relief is granted pursuant to
the law rn effect at the time the change in use is sought.
8. ~o change in the terms and conditions of this approval shall be valid unless they are in tivriting
and signed by the applicant or the applicant's authorized representative and an a~Ethonzed
representative of the Ada County Highway District. The burden shall be upon the applicant to
obtarn wntten confirmation of any change from the Ada Co~~nty Highway District.
Conclusion of Law:
~. ACHD requirements are intended to assure that the proposed useldevelopment will not place an
undue burden on the existing vehicular and pedestrian transportation system within the vicinity
impacted by the proposed development.

Borup: 1'd like to open this public hearing and first ask for a staff report.
Siddoway: Mr. Chairman and Commissioner's the vicinity map for the pro'ect is on the

screen above you. This site right here where the arrow ~s pointing ~s the Rountree Car
dealership, the Fairview Mini Storage would actually be on the rear portion of that same
lot. You have our comments dated January 1, 200x. The highlights that I would oint
. p
out is that this is their sEte plan. The Iong narrow structures that you see here are the
storage units. They do show a 20 foot landscape buffer adjacent to Danbury
Subdivision around here. But as you know, the for a conditional use permit the entire
site is part of the conditional use permit and needs to comply with the City Ordinances
at this time in order to get a building permit. The site is out of compliance with our
requirement for the one 3 inch caliper tree per 1540 square feet of asphalt and we have
noted that in comment number 5. VIle have asked for a revised site plan that reflects
that requirement. We have also asked in number 6 for a 20 foot landscaped setback
along Fairview Avenue that will not be used for vehicle display and will ~be landsca ed

with the trees. Other issues included the parking requirement there. Their sEte Ian

only showed 3 spaces adjacent to the manager's house ~n thls location right here. We
have no specific requirements in our zoning ordinance regulating parking at mini
storage Iots. 1~Ve felt that 3 would be inadequate based on our past experience with
other mini storage and have recommended at least 5 or 6 stalls. In conversations with
other mini storage lots they talked about frequently having groups show up to help one
person move and needing some parking for that. The applicant would be free to make
the case for the .number of stalls that they thought that they needed. The only other one
that I would point out is number 13 and that is that the private street that they will be
using to access this which is Kuba Road in this location off of Fairview to get back to the
entrance in here was provided to give access to this parcel over on this side behind the
Ultra Touch Car ~Ilash and we need some verification that there is a cross access
agreement that allows them to use this road to access their site. That is a111 have.

Barbeiro: Steve, what is directly to~the~east of the property. There are ~ different
properties there.
Siddoway: There is, if you look at the f rst page of our staff comment, to the east is
some commercial parcels that are in the County. They have Ullireless USA and a
podiatrist.

Moody: My name is Jahn Moody. ~I am Vice President of L:B. Industries. In answer to
that question, we would keep the-same access for the dealership. The dealershi want

Norton: Mr. Chairman, Mr. Moody 1 had a questions regarding your storage units. How
many storage units are you considering.
Moody: l don't remember haw many storage units, but there is 13,000 square feet.
They all come in various sizes, ~ Ox~ 0, ~ Ox~O and soon. I think somewhere on the
application it gives the number of storage units.
Norton: Your bigger storage units looks like it is going to be on the west side. Is that
correct?
Moody: The idea was to buffer the residential and they will be facing away from the
residential on the south and on the east so the lights are directed that way and they'll
be, I hate to use this term but it is chicken shit type construction. Ail the drainage is
going into our project rather then onto the neighbors. VtiJhen we had a neighborhood
meeting we talked about lighting and soon, so we are going to us the lighting that
doesn't go over the roofs, more dawn under the eaves and soon.
Norton: !guess 1 have a main concern about how big are your biggest storage units,
Moody: ~ 0x0.
Norton: 10x'10 and how let's say a truck wants to go in there to deliver stuffforthe
storage, how big of a truck do you think could get into your storage area to deliver
furniture. Like the biggest U~Haul truck.
Moody: The roads are designed at ~8 feet and on the north, I think is says 30, but it
would be difficult for a semi type moving van. All your other delivery trucks would not
have a problem.
Norton: Let's say there was a semi that needed to pick up a unit, where would that semi
park for instance to get this unit.
Moody: I would have to think on the main entry there and I think it is a management
problem more than anything.
Norton: ~n the road or on the used car lot.
Moody: an the north entry where it is so wide there at the top, that's where that would
work.
Barbeiro: Mr. Moody, wiE! you be using a inaudible} steel building or will you be using
masonry or a combination.
Moody: We haven't decided on the framing yet. It will be metal siding though, sa it
doesn't matter if it is steel or wood framing. It is still going to be metal siding. l think I
put in a color, mare earth tones with forest green roofing and so an. But, it will be metal.
