Center by Hermes Associates
We have reviewed this submittal and offer the following comments, as conditions of the
applicant. These conditions shall be considered in full, unless expressly modified or deleted by
motion of the Meridian City Council:
GENERAL COMMENTS:
1. Any existing irrigation/drainage ditches crossing the property to be included in this project,
shall be tiled per City Ordinance 11-9-605.M. The ditches to be piped should be shown on
the site plans. Plans will need to be approved by the appropriate irrigation/drainage district,
or lateral users association, with written confirmation of said approval submitted to the Public
Works Department. No variances have been requested for tiling of any ditches crossing this
project.
2. Any existing domestic wells and/or septic systems within this project will have to be removed
from their domestic service per City Ordinance Section 5-7-517. Wells may be used for non-
domestic purposes such as landscape irrigation.
3. Off-street parking shall be provided in accordance with Section 11-2-414 of the City of
Meridian Zoning and Development Ordinance and/or as detailed in site-specific requirements.
4. Paving and striping shall be in accordance with the standards set forth in Sections
11-2-414.D.4 and 11-2-414.D.5 of the City of Meridian Zoning and Development Ordinance
and in accordance with Americans with Disabilities Act (ADA) requirements.
5. A drainage plan designed by a State of Idaho licensed architect or engineer is required and
shall be submitted to the City Engineer (Ord. 557, 10-1-91) for all off-street parking areas.
All site drainage shall be contained and disposed of on-site.
6. Outside lighting shall be designed and placed so as not to direct illumination on any nearby
residential areas and in accordance with City Ordinance Section 11-2-414.D.3.

7. All signage shall be in accordance with the standards set forth in Section 11-2-415 of the City
of Meridian Zoning and Development Ordinance. No temporary signage or flashing signs will
be permitted.
8. Determine the normal high groundwater elevation, and submit a profile of the subsurface soil
conditions as prepared by a soil scientist with the design of site drainage plan.
9. Provide five-foot-wide sidewalks in accordance with City Ordinance Section 11-9-606.B.
10. All construction shall conform to the requirements of the Americans with Disabilities Act.
SITE SPECIFIC COMMENTS:
1. This property was annexed in 1984 as part of the Upland Industries/Johnsonarmexation. ]n
1991, an application for a Planned Development -General was approved by the Meridian City
Council. The application at that time did not contain information which is required today to
allow a conditional use permit. For that reason, the Crossroads Subdivision was later
approved, even though single-family residential use is specifically prohibited in the zone, as
is retail. However, it is common knowledge that the site has been planned for commercial use
since 1991.
2. As part of a conditional use permit, the City of Meridian may impose additional
restrictions/conditions.
3. Sanitary sewer and water service to this project will be via extensions of the existing mains
that traverse through the Crossroads Subdivision. Applicant shall be responsible for
construction of the sewer and water mains to and through this proposed development.
Designer is to coordinate main sizing and routing with the Public Works Department.
4. Please provide the Public Works Department with information on anticipated fire flow and
domestic water requirements for the proposed site. Flow and pressure from the existing
mains should be monitored with the Meridian Water Department to determine whether
adequate fire protection exists.
5. Assessment fees for water and sewer service are determined during the building plan review
process. Applicant shall be required to enter into an Assessment Agreement with the City of
Meridian. In addition to these assessments, water "Late Comers" fees will also be charged
against this parcel to help reimburse the parties responsible for installing the water mains to
their current points.

6. This development requires that a minimum of ten percent of the gross land area be common
open space. Although the Applicant indicates the bare minimum being provided, counting
required landscaped azeas within the parking lot as common area is questionable.
7. A minimum of 1,296 three-inch caliper trees is required for the paved squaze footage
proposed. Only 979 trees aze shown; an additiona1317 trees aze needed. Please revise the
landscaped plan showing sizes and quantities of plantings.
8. The landscape plan needs to be revised to break up the vast azeas of pavement currently
shown on the plan. There should not be more than 150 feet between landscape areas. Also,
it does not appeaz that the planting azeas shown within the pazking lot could support three-
inch caliper trees, as they aze less than three feet wide.
9. Particular attention will need to be paid to lighting plans to ensure adjacent residential
properties and the traveling public is not impacted by glare, as determined by the City of
Meridian.
10. A minimum 35-foot-wide landscape setback beyond required right-of--way on Eagle Road and
Fairview Avenue is encouraged.
11. No signage details were submitted. Detailed signage plans must be included AS PART OF
THIS APPLICATION for review and approval. Twelve pylon sign locations aze proposed
on the site plan, which may not be acceptable along the entrance corridors of Fairview
Avenue and Eagle Road.
12. Ordinance 11-9-605 G.1 states:
"1. Planting Strips -Planting strips shall be required to be placed next to incompatible
features such as highways, railroads, commercial or industrial uses to screen the view from
residential properties. Such screening shall be a minimum of twenty feet (20~ wide and shall
not be a part of the normal street right-of--way or utility easement;"
The Applicant is proposing aten-foot-wide strip adjacent to residential properties, and also
proposes only the existing six-foot-high cedaz fence as part of the screening. This not only
provides inadequate buffering of the residential use, but could be an extreme fire hazard with
the landscaping next to it. A six- to eight-foot-high fence of masonry or other complementary
material should be constructed adjacent to the residential use.
13. The site plan did not include any utilities or lighting. The Meridian Public Works Department
needs to review these as part of the site plan.

14. The application refers to "parcels", but no subdivision plat has been submitted. The site is a
remnant parcel of section land that has been previously platted. No lots may be sold without
review, approval and recordation of a final plat.
15. Front setbacks in this zone aze 35 feet.
16. Although the general concept may be approved with this submittal, the Planning & Zoning
Commission and Council may wish to require, at the very least, site plan review of future
buildings. Details have only been supplied for the proposed Shopko building. All drive-
through facilities will be required to go through a separate conditional use permit process, and
none are approved with this application.
17. Curbing needs to be provided azound all landscaped azeas.
18. The City anticipates a high volume of foot traffic to this development. Therefore, pedestrian
walkways, as required by City Ordinance, aze vital as part of the application. Five-foot-wide
sidewalks should be provided along Eagle Road and E. Fairview Avenue. If the agencies
having jurisdiction do not allow sidewalks within their rights-of--way, they will need to be
provided on the Applicant's property. There is also no provision made for pedestrian
walkways anywhere within the development through the pazking azeas.
19. Provisions for bicycle racks need to be made throughout the development.
20. The scale bar shown on the plan is incorrect.
21. The site plan needs to indicate ingress and egress points and directions of traffic.
22. Trash enclosures are not depicted on the plan and need to be included for each use.
23. Although the number of handicapped accessible pazking spaces exceeds ADA requirements,
each building should have the required number of van accessible spaces (minimum of one).
24. Loading facilities adjacent to residential azeas have proven to be continual enforcement
problems and a source of noise complaints. Boise City's experience with Home Depot should
more than demonstrate this is not desirable. If buildings remain as shown, the City needs to
place severe restrictions on loading/unloading times and the use of forklifts and other noisy
equipment, including trash compactors, with strict enforcement and associated penalties for
failure to comply.
25. No drainage azeas are shown within the development. State agencies recommend that
drainage swales be used for pretreatment of stormwater.

26. Acceleration/deceleration lanes need to be provided on Eagle Road and Fairview as part of
this development.
27. This conditional use permit will be subject to review upon ten days' notice to the Applicant
and/or tenant(s).
28. All agencies have not had adequate time to comment on this application. To date, we have
not received responses from Ada County Highway District or the Idaho Transportation
Department. Ada County Highway District has scheduled July 24 to review this application.
The public hearing should be continued to incorporate all agency comments.

STORMWATER MANAGEMENT RECOMMENDATIONS
We recommend that stormwater be pretreated through a grassy Swale prior to
discharge to the subsurface to prevent impact to groundwater and surface water
quality. The engineers and architects involved with the design of this project
should obtain current best management practices for stormwater disposal and
design a stormwater management system that is preventing groundwater and
surface water, degradation. Manuals that could be used for guidance are:
1) State Of Idaho Catalog Of stormwater Best Management Practices For
Idaho Cities And Counties. Prepared by the Idaho Division. Of
Environmental Quality, July 1997.
2) stormwater Best Management Practices Guidebook. Prepared by City Of

Re: MCU-17-98 (Family Shopping Center) -DRAFT Traffic Impact Study
Ada County Highway District (ACRD) has temporarily deferred this item until we have had time
to fully review the submitted traffic study. This is a relatively large project and the roadways
adjacent to the site are nearing capacity. It is important that we have a complete review in order
to ensure that the transportation needs of the area are met.
We anticipate processing the application during the week of July 20, 1998. I will keep you
informed of our progress.
