Dear Gary:
I am sending you the minutes lìom a Southwest Area Planning (Boise) meeting held on January 27,
2003. 10M Tensen with Boise City Public Works presented at the meeting. He indicated that
Moonridge and Fiddler's Glen Subdivisions were allowed to pump sewage directly north along
Maple Grove even though this wasn't the sewage drainage area that will ultimately serve these
developments. As you will recaJl, Moonridge Subdivision utilizes tanks that discharge at off-peak
times into the scwer system. John Tensen stated that Boise Public Works "attempts to be creative
in finding ways to extend sewer service to new developments, even if that means temporarily
routing sewer in directions that differ lìom their long-term master plan routes." Moonridge
Subdivision has, to tills date, Over 290 single-family lots platted.
I believe the infonuation may be helpful to you as Mr. Centers strives to work with the City of
Meridian for a creative solution to the sewer issues related to Silvercreek Subdivision.

Sewer Service John Tensen described how the Southwest area was initiaIJy developed
In tel 7 s and early 1980's with thousands of homes on individual septic systems.
Many of those systems began to fail in the ear!y 1980's, which led a moratorium on
further development until sewer service could be planned and extended. The Southwest
was also added to the Boise City Area ofImpact in the early 1980's. In the late ¡ 980's,
Boise Public Works developed a SeWer master plan for the Southwest and it has been
steadily implemented for the past 10 years.

Sewer service to new developments, even ¡ftnat means temporarily routing sewer In
dìrectlOns that dIffer from thetr long. term master plan routes. For example Fiddler's
Glenn and Moonridge were aIJowed to pump sewage directly north upMapIe Grove
rather than construct a new trunk line diagonalJy across the area to CloverdaIe as the
long-term plan proposes. This avoids the cost of constnlcting miles of sewer that won't
be used for some time and also prevents forcing sewer through existing neighborhoods
until is it really needed. .
In response to questioning, John stated that their sewer master pJan proposes trunk lines
to run along some of the major waterways in the Southwest, such as Eight Mile Creek,
and that efforts to maintain those waterways as open space/trail corridors affords the
added benefit of allowing them better access for maintenance of their facilities, Dave
Selvage fÌ'om the Parks Department added that they have acquired park sites in some of
those locations and will preserve sewer access as well.
Œrks and Recreation/- Dave SeJvage described the Boise Parks and Recreation
Department's (BPR) efforts to acquire park land in the Southwest area. At the present
time, the Parks ment has ac uired six ark siles with a tota! of approximate Iv 300
acres. Those parks include one regional park (Murgoitio site) two community parks
ñVfolenaar Diamond and Pear! Jensen) and thTee neighborhood parks (Pepper Hills,
Wrigley and Foxridge sites), These parks provide servIce coverage fiom the no¡1hem (0
the extreme southern portion of the Southwest area. The City's adopted Parks &
Recreation System Plan identifies the need for one additional nei~hborhood park to the
south of Indian Lakes subdivision. Planned park sits should provide the Southwest
Planning Area with coverage that meets or exceeds the City's active use park standard of
