Applicant
1. The property is approximately 38.65 acres in size and is located at 2683 W.
Chinden Road, Meridian. The property is designated as Low Density Residential
and Medium Density Residential.
2. The owner of record of the subject property is Donald & Jean Hobbs, 2683 W.
Chinden Road, Meridian.
3. Applicant is Crestline Development, LLC, 416 E. 1 sj Street, Meridian.
4. The subject property is currently zoned RUT and consists of rural residential and
agricultural land.
5. The Applicant requests the property be zoned as R-4 (Low Density Residential) .
6. The subject property is bordered to the north by rural residential/agricultural
properties (zoned RUT), to the south and east by Lochsa Falls Subdivision (zoned
R-4), and to the west by rural residential (zoned RUT).
7. The property which is the subject ofthis application is within the Area ofImpact
of the City of Meridian.
8. The entire parcel of the property is included within the Meridian Urban Service
Plarming Area as defined in the Meridian Comprehensive Plan.
9. The Applicant proposes to develop the subject property in the following marmer:
80 lots (72 residential, 7 common, I school site) at a density of 1.86 dwelling
units per acre.
10. The Applicant requests zoning of the subject real property as R-4 which is
consistent with the Meridian Comprehensive Plan Generalized Land Use Map
which designates the subject property as Low & Medium Density Residential.

II. There are no significant or scenic features of major importance that affect the
consideration of this application.
RECOMMENDATION
The Meridian Planning and Zoning Commission hereby recommends to the City
Council of the City of Meridian that they deny the armexation as requested by the
applicant for the property described in the application based on the City's lack of support
for the temporary lift station concept at this time, without plans being in place for the
Black Cat Trunk connection and a timeline being set for a permanent service to the area
via the north Black Cat trunk.
