IN THE MATTER OF THE

PLAT FOR SILVERLEAF
SUBDIVISION
1. The property is approximately 38.65 acres in size and is located at 2683 W.
Chinden Road, Meridian.
2. The owner of record of the subject property is Donald & Jean Hobbs, 2683 W.
Chinden Road, Meridian.
3. Applicant is Crestline Development, LLC, 416 E. 1st Street, Meridian.
4. The subject property is currently zoned RUT by Ada County. There is, however,
an application for annexation and zoning to R-4 (Low Density Residential) before
the City Council. The zoning ofR-4 is defmed within the City of Meridian
Zoning and Development Ordinance Section 11-7-2.
5. The subject property is within the city limits of the City of Meridian.
6. The entire parcel is included within the Meridian Urban Service Planning Area as
defined in the Meridian Comprehensive Plan.
7. The Applicant proposes to develop the subject property in the following manner:
80 lots (72 residential, 7 common, 1 school site) at a density of 1.86 dwelling
units per acre.
8. There are no significant or scenic features of major importance that affect the
consideration of this application.
9. The Planning and Zoning Commission recognize the concerns of Wendel
Bigham, Joint School District No.2, dated December 16, 2002.
RECOMMENDATION
The Meridian Planning and Zoning Commission hereby recommends to the City
Council of the City of Meridian that they deny the Preliminary Plat as requested by the
applicant for the property described in the application, based on the City's lack of support

for the temporary lift station concept at this time, no plans being in place for the Black
Cat Trunk connection and a timeline being set for a permanent service to the area via the
north Black Cat trunk.
