Just west of Harks comer. Applications: Annexation and zoning, preliminary plat, and conditional use permit Highlights of Proposed Development: The applicant is seeking a C-C zone (Community Business District) for 6.08 acres of the site and a TN-R (Traditional Neighborhood- Residential) for 4.07 acres of the site. The applicant has submitted a preliminary plat for the subject property requesting 29 single- family residential lots, 7 commercial lots and 8 common/other lots for the 9.47 acres plat. The applicant has also submitted a conditional use permit for a mixed use development within 300' Gross Residential Density: 9.84 units per acre shown (2.94 acres by 29 SF) - (Build out for TN-R as presented in conceptual plan shows 79 units on 6.08 acres for 13.0 du/a) Other: Applicant has concerns over the requirement for a private street in the southern portion of the property . Elevations: Yes Commission Recommendation: Meridian Planning and Zoning Commission heard the item on January 5, 2006. At the public hearing they moved unanimously to recommend approval. Other staff commenting on application: Mike Cole, Development Services Coordinator. Key Issues of Discussion by Commission: i. Location ofthe site in relation to industrial uses on Franklin Road 11. Lot 19 Block 1, the open space lot south of the site which will be for future development. iii. Lot 5 Block 1 will be reconfigured from one lot to approximately five lots which the east/west portions will be service drives and the north/south portions will be either public or private streets for future connection to Lot 19. Key Commission Changes to Staff Recommendation: i. Public Works Condition 2.15 shall read "All development improvements for each phase of this development, including but not limited to sewer, fencing, micro- paths, pressurized irrigation and landscaping shall be installed and approved prior to obtaining certificates of occupancy. 11. Planning Condition 1.11 shall read Lot 21 instead of Lot 22. Outstanding Issue(s) for City Council: Applicant has requested to have the application continued so that it could be considered in conjunction with the UDC text amendments for the TN-R district.
