RE: SiIverleafSubdivision AnnexationfLoning and Preliminary Plat - Letter of Intent
Dear Mayor arid Council;
As representative for Crest1ine Development, LLC, please accept this application for Silverleaf
Subdivision, located at 2683 W. Chinden Road, west of Linder Road in Meridian, Idaho, Section 26,
Township 4 North, Range I West of the Boise-Meridian. SilverleafSubdivision includes 38.65 acres
and has been designed with 80 lots (72 residential, 7 common, I school site) and includes a request for
annexation with a zoning designation ofR-4 (Low Density Residential). A density of 1.86 dwelling
units per acre is proposed. The current owners of record for the development is Donald and Jean
Hobbs. Crestline Development, LLC has this property under contract, and Mrs. Hobbs has provided a
letter of consent ( signed affidavit) regarding the submittal of this application.
This letter is included with the application for the prelimina.ry plat, annexation and zoning, together
with filing fees in the sum of$2,465.00 and various exhibits.
The enclosed annexation and zoning, and preliminary plat, have been designed, and the applications
have been submitted in accordance with the requirements of the Meridian Zoning Ordinance. The
development has also been designed to be in compliance with the intent of the Meridian City
Comprehensive Plan. Specific Comprehensive Plan policies that support the requested zone change
include Land Use Residential Policies 1.4 (New Development), 1.5U (Balance of land uses), 2.2U
(Neighborhood parks), 2.3U (Property values), in addition to Housing Policies 1.6 (Housing benefits),
1.7 (Sewer), and Community Design Policies 1.3 (Open space areas).
An R -4 zoning designation is being requested with this annexation and the subdivision plat will contain
lots ranging in size from a minimum 8,000 square feet to approximately 22,765 square feet. The
existing single family dwelling located on the site will be incorporated into the subdivision plat as Lot
17, Block 4. All streets will be public and will be constructed, along with curb, gutter and sidewalks, to
Ada County Highway District and Meridian City standards. Sewer and water service is readily
available and will be provided by the City of Meridian. Drainage will be handled by surface and
subsurface methods and will be designed to the standards of all appropriate regulatory agencies. A
pressure irrigation system will be provided for all lots within the development. The Meridian Fire

Department has been consulted regarding the layout of the subdivision with any concerns addressed
within the design.
The development has been designed to include' landscaping at the entrances to the development,
adjacent to the interior streets and along Chinden Road Pathways have been included within the design
to provide for proper pedestrian circulation throughout the subdivision. Open space lots are included
within the development, including a tot-lot (Lot 29, Block 3) located near the center ofthe subdivision.
All common landscape area lots would be owned and maintained by a Homeowners Association that
will be established for the subdivision. A 10.85 acre future school site is located in the northeast
quarter of the property (Lot 30, Block 3. This site will be formally offered to the Meridian School
District for a future facility upon approval of this application. It is the intent of the developer to donate
approximately 1.17 acres of the proposed school site to the School District in order to bring the usable
open space within the development to the required 5% minimum.
In all, Silverleaf Subdivision will be a quality and compatible addition to this area of Meridian Similar
wned developments are approved adjacent to this property, and the requested zoning to R-4 will
benefit the public interest by providing desirable housing needs to this area of the City while allowing
for the continued improvement and expansion of city services. This application submittal includes all
items listed within the preliminary plat and annexation checklists. We look forward to working with
