Outstanding Issues before Council: none known Project: Bellabrook (formerly heard on June 6,2007) Location: 300 S Locust Grove Road (South ofLDS Stake Center) Applications: rezone and conditional use permit for multi-family development Highlights of Proposed Development: The 34 individually owned 2-plus bedroom condominium "Villas" will be attached in combinations of two and four dwellings each. All Villas will have two car garages with two additional parking spaces available in each driveway. The proposed buildings are depicted with two and three story elevations for each group of dwellings. Usable open space in the form of pedestrian walks and a gathering courtyard will create a centralized community amenity with a connection linking the project to the future Five Mile Creek regional pathway corridor. The gathering area will include seating, shade trees, and community artwork. Additional common area includes a buffer along Locust Grove Road and landscaping of the eastern strip leading to the Five Mile Creek area. Gross Residential Density: 7.76 dwelling units per acre Other: This parcel was previously approved for annexation to R-8 and a preliminary plat for 20 single-family homes on 20 building lots. Requirement of a Development Agreement to incorporate the proposed site plan and elevations; 11. The applicant has submitted a perspective view of the proposed structures. Outstanding Issue(s) for City Council (tonight's hearing): 1. Council held a hearing on June 6, 2007 and denied the project. 11. Council expressed concerns about future redevelopment of the parcel to the east. In response, the applicant offered to provide a stub street to be provided at the east boundary. The Applicant has submitted a revised site plan and landscape plan, dated July 15, 2007, which depicts an extension of E. Kalispell Drive to the eastern property line with a cross access easement through Bellabrook. Staff supports the revisions made to the proposed site plan as they are consistent with the provisions of the UDC and the Comprehensive Plan. Staff spoke with Joe Silva, Meridian Fire Department, regarding the new stub street shown on the site plan and he is supportive of the extension of E. Kalispell Drive to the east as shown. If the Council decides to move forward with a decision of approval on this application, a condition should be included for the Applicant to record a cross-access easement agreement with the property owner to the east prior to application submittal for Certificate of Zoning Compliance for any structures within this development. 111. COllllCil also expressed concerns about increasing traffic in the area and the impact to the regional roadway system. Staff requested Charles Trainor of COMPASS to comment on the applicant's proposal and how that project met the goals of the Communities in Motion. That letter was included in your packet.
