The Regular Meeting of the Meridian City Council was called
to order by Mayor Grant P. Kingsford at 7:30 P.M.:

ITEM #1: PRELIMINARY PLAT ON THE LANDING SUBDIVISION, TABLED AT
PRIOR MEETING:
Kingsford: Maybe Mr. Giesler could update the Council on his
Findings.
Giesler: We met with the necessary individuals regarding this
and we had asked that our concerns be answered about the
intersection of Franklin and Linder Road. The four way stop will
be in by the end of this week. We also had some concerns that
the amount of traffic that could be building up on Franklin Road
because of the four way stop, so we asked that their Engineer do
a study on that to see what the time frame would be that a person
would have to wait at that stop sign during peak hours. We did
get this study.
Kingsford:
I did speak with the Engineer about this.
Eng. Smith: I did talk with Terry Little at ACHD and he said
that they had gone through the calculations that were submitted
and that everything checked out as far as the calculations were
concerned. The original recommendation by the Highway District
was that no more than 200 additional lots beyond the point of
Pintail and Canvasback be developed until construction of another
street be completed to either Meridian or Franklin Road. Of
course if the construction is out to Linder then that would put

the additional cars back onto Linder and to Franklin and at that
time Terry Little indicated that additional study would need to
be made concerning a signal at that intersection. The one thing
that I did notice from the study that Pat did was the time of
delay at the intersection calculated to be 19.1 seconds per
vehicle which according to the standards placed it in a level of
service of lICU. Level of service "ell is 10-20 seconds average
stop delay is an average traffic delay~ In my mind the level of
service "elf is being stretched to almost the end on this
calculated delay, but all that aside the Highway District did
accept this report for this intersection as a four way stop.
Kingsford: One of the concerns that I had when Gary was going
over this with me and talked about those 200 lots in that area
being a maximum load until you have another entrance either onto
Linder or Franklin. In your future projections did that take
into account say the southwest intersection of Franklin and
Linder, the northwest quadrant and the small area on the
northeast.
Pat Dobie: Mr. Mayor those future traffic projections were based
upon a multiple of the existing traffic flows. They weren't site
specific. The Ada Planning Association has projected a certain
growth in traffic volume over the next twenty years in this
section of the community. What I did there and what is customary
in these type of traffic studies is to project the future traffic
based upon a multiple of the e~isting traffic using those numbers
that APA has developed. I ran that out for eight years, to the
year 2000, added that onto the existing traffic volumes and then
added to that the traffic that would result from the development
of two hundred lots in the Landing Subdivision.
Tolsma: It says "that the traffic study prepared by Bell-Walker
Engineers be reviewed by ACHD and the study concluded that no
congestion problems would exist at Linder and Franklin Road
intersection after the connection to Waltman Lane was completed"
I was under the assumption that they wasn't going to hook to
Waltman Lane.
Clerk Niemann:
That's the old study.
Dobie: In the previous study that was done, what Bell-Walker
analyzed was a future traffic condition where an extension would
be made to the east over to Meridian Road via Waltman Lane. Now
I understand that the subdivision was approved, at least by ACHD,

with the condition that no more than 200 lots develop in the
subdivision before an alternative access to the east, not
necessarily Waltman but by way of some road connecting over to
Meridian. The 200 lots was established because that's ACHD
Standard for the maximum number of lots on a single access
subdivision. So they are requiring that the development of a
back-up access way and it doesn't have to be Waltman Lane but it
does have to be some alignment e~tending to the east.
Kingsford: I think more specifically doesn't it speak more to an
emergency access rather than an alternative?
Dobie: I can't answer that, I'm not that familiar with this
specific language.

Eng. Smith: Suggested the City need to stay a little closer to
the Highway District on their approval of subdivisions in our
area to make sure that their looking down the road far enough to
see that we do have an intersection that could be becoming a
problem. I don't know whether analysis of this problem would
need to come by physical counts at the intersections,
investigation of traffic accidents or physical investigation of
delays at the intersection, I don't know how this all happens but
it appears the Highway District needs our assistance with hands
on help as to what is happening at the intersections. I guess
from that standpoint we are going to have to be in closer touch
with them and keep them advised as to what we see happening. I
think on the other hand the Highway District needs to take a look
at what is happening with our street system as they approve
subdivisions. I do know that the level lie II service based on the
analysis that your on the upper end of that level nCtt.
Dobie: A 20 second delay is very close to what you e~perience at
a signalized intersection. So although it's approaching the
upper limit of that level of service range for an unsignalized
intersection, it's not that uncommon and it wouldn't be that
different from what you would be experiencing during the same
peak period flow if a signal were in place at the intersection.
As far as alternatives here, the long term solution is the
reconstruction of Franklin Road. ACHD has this road programmed
for five lane facility with a signalized intersection and a fully
channelized five lane intersection at that location, which would
improve both Linder and Franklin. That project is in their five

year plan, although it's currently neither budgeted nor
scheduled. It has been identified as a high priority project.
What your Engineer has suggested is probably a very good course
of action and that's to encourage the Highway District to get a
date and to get a budget figure tacked onto that project. Maybe
that work could be done and those facilities could be available
before the traffic from these subdivisions materialize.
Kingsford: Didn't the Highway District come up with a computer
modeling for the whole County, a traffic flow that they are
supposed to keep updating?
Dobie: There's a model that's been maintained by ITD and by APA
that's been in existence for over a decade. I don't think that
it's been updated recently. Explanation further.
Giesler: Mr. Dobie on a 20 second delay, what does that consider
is it like three cars sitting at the sign Dr waiting?
Dobie:
It would be about six vehicles.
Kingsford: For the Council's information, we did receive a
letter on September 15th from Gary Fors with regard to an
agreement that was apparently struck between Mr. Ted Johnson
himself on an earlier phase that both parties agreed to a fence
between the properties that has not been accomplished.

Kingsford: Is there anyone else from the public who would like
to offer testimony of this request? No response. I will close

Giesler: Questioned about additional traffic congestion at that
intersection.
Strite: I have met with ACHD and CH2M Hill and most recently
there was a study made by CH2M Hill as well as a public hearing
being held in August. There is a signalization being done and
it's my understanding that that is going to proceed. That will
be taking effect sometime in the spring of 93. It is also my
understanding that the representative from Taco Time do not
intend on constructing this until 93.
Kingsford: There are a number of other things that I don't think
they did take into consideration.
Strite: Could you enlighten me on some of those things?
Kingsford: Well for eHample your client is planning a Mall that
CH2M Hill did not include in their study that if I understand
Malls well at all it will generate a few trips. They also didn't
calculate the Department of Law Enforcement with over three
hundred employees.

ITEM #&: PUBLIC HEARING: REQUEST FOR ANNEXATION & ZONING
W/PRELIMINARY PLAT & VARIANCE ON CULDESAC LENGTH BY HARMON & G.

Merkle: I am with Hubble Engineering representing the applicant.
For the record Fieldstream Subdivision is no longer the name, we
could not get that approved through the County, the approved name
is Parkwood Meadows Subdivision. The project is south of Ustick
Road and East of Ten Mile Road. The proposed subdivision
contains 55 single family residential lots on approximately 16
acres or 3.3 to 3.4 lots per acre. Access to the development
will be from Ten Mile Road along the street along the south. The
District has required that we make a stub street to the south, we
have provided that at the east end of the subdivision. The
culdesac shown here as Mirage Court is approximately 500 feet
long and a variance is being requested to allow it to exceed the
450 foot maximum. There is an eHisting sewer line on the north
side of Nine Mile Drain that we will utilize. There is a new
water main going in Ten Mile Road to serve the property to the
north and that will be the source for water for this subdivision.
Regarding pressurized irrigation, the developer will either
deposit monies to the City's well development fund or provide
pressurized irrigation to each lot we haven't decided what that
will be yet. A portion of the property is in the 100 year flood
plain, however an application has been submitted by the owners of
the Candlelight Subdivision proposing to increase the diameter of
the pipe going under Ten Mile Road. That will subsequently
modify the 100 year flood plain, therefore at that time our
entire subdivision will be out of the 100 year flood plain.
There is an eHisting property to the southeast that has a private
access easement through the site. The developer is working with
that particular owner to provide either an assessment or some
other way to get to them to eliminate his drive and come through
the subdivision at some point. We won't landlock that piece. As
far as drainage, historic flows drain into the drain and any
increased flows from our subdivision will be retained on site.

Kingsford: For the record this subdivision is 4.79 acres
requesting an R-8 zone and it is between Chief Joseph School and
Gem Park Subdivision #2. Is there anyone else from the public

Giesler: Those subdivisions in that immediate area are R-8 also?
Kingsford: That is correct. However the other subdivisions in
that area all were R-B conditioned upon no duplexes.

Kingsford: At this time I will open the Public Hearing. Is
there anyone who wishes to testify on the proposed amendments to
the Zoning and Development Ordinances?
Don Bryan, 2070 N. Locust Grove, was sworn by the attorney.
Bryan: I spoke with the Planning and Zoning on my concerns with
the fencing problem. (Residential properties abutting to
agricultural land) E~plained problems and concerns.
Chairman Johnson: Explained the Planning & Zoning Commission did
not specify any particular type of restriction on a fence because
there are different fences for different types of animals. I do
think we put something in there like "an appropriate fence".
Kingsford: We don't allow barb wire or electric fence in the
City limits.

Kingsford: If they are not in this particular batch it's
something we will ask P&Z to take another look at and see if
there is a better way to address this. Thank you. Is there

Corrie: I have some concern with Child Care Homes in an R-4 as
well as home occupations. After reading and discussion we did
agree this is probably a good place to put this because we need
to control it to some degree.

FINAL PLAT ON THE VINEYARDS #2:
Becky Bowcutt, Briggs Engineering. Basically this is phase 2
which consists of 33 lots. We will be providing some fencing
around the perimeter of the development along W. Cherry Lane with
some landscaping along this area which is indicated as the corner
of Vineyards. One thing I'd like to mention is that the
application for the final plat which I submitted to Jack
indicated the minimum square footage would be 1300 sq. feet, Mr.
Boesiger has indicated that that has been changed in the
protective covenants to reflect an increase to 1500 sq. feet_
I'd be happy to answer any questions?

of the conditions of approval.

Kent Murri, Murri's Electronics. I received a bill that said I
used 46,200 gallons. I figured that up a day with two toilets and
tWD sinks to the consumption of 1533 gallons. I cannot believe
this, this happens about three times every year. Either that
meter is messed up or we have a leak someplace. We are only
there eight hours a day. I need something done here.
Kingsford: If I could suggest the Council set this one aside and
have the Engineer work with you.
Murri: I would really like to get that meter changed or
something.

Jim Merkle: My client is in the process of obtaining a 28 acre
parcel on the southwest corner of Locust Grove and Ustick. Right
now that 28 acre parcel is not contiguous to the City limits. We
want to obtain an easement for sewer through the Borup property,
which is to the west of us. Before we can get an easement
granted services have to be approved by the Council.
Kingsford: It's your clients wish to go ahead and develop that
outside the City?
Merkle: He would like to get started on the preliminary plat
process whether that's through the County or the City.

Kingsford: I certainly appreciate your concern about getting the
easement but at the same time any advantage to the City, at least
in my judgement, it's been negated that if we don't receive
either taxes or building permits - we've granted access to sewer
and water on existing properties that are outside the City limits
but close by but at least never in the past have we for
development. I'd certainly like to see it be annexed.
Merkle: We are moving towards that end, however at this time I
can't say that's a sure thing.
Giesler: I agree with your statements. I think that it should
be annexed and they should start working at it trying to get that
resolved with the neighbors so that we can annex those parcels
and get those funds. That would be the first thing I'd like to
see done.
Kingsford: We could accept the easement without
contiguous or without any hooKups.

after Wayne talked with him, that we write a letter to the
Irrigation District and tell them what the problem was. I
advised Wayne that I had written a letter over a year ago and
gave him a copy of that letter. I haven't heard back since then.
Kingsford: I would suggest Don that you contact Wayne Forrey if
you have further questions. We have employed Mr. Forrey to
handle this for us.

zoning for five acre minimum tracts. It's a 100 acre site which
would then allow at five acre tracts, 20 dwelling units so what
we would like to do, in order to preserve the maximum amount of
open space and the character of the working horse ranch that's
there is to Keep twenty dwelling units on the 100 acres but
simply so the more compact on about 40 of the acres therefore
Heeping about 60 acres of the space as open common area.
