HomeMy WebLinkAboutCC - Narrative SPRINGDAY SUBDIVISION NO. 1 Final Plat Application Written Narrative Toll Southwest LLC requests approval of the final plat for Springday Subdivision No. 1, consisting of 52 single-family residential lots and 13 common lots on 14.04 acres in the R-8 zone. Located east of N. McDermott Road and north of W. Ustick Road, the property was annexed under Ordinance 26-2107 in 2026. The preliminary plat (PP H-2024-0069) for Springday Subdivision was approved on July 22, 2025. A development agreement (Instrument No. 2026-007563, records of Ada County, Idaho) was entered into on February 3, 2026. The gross density for this phase is 3.70 dwelling units per acre (du/a), with a net density of 8.17 du/a. The residential lots range in size from 4,986 square feet to 6,636 square feet, with an average lot size of 5,335 square feet. The common lot areas within Phase 1 equate to 3.75 acres, or 26.71%. The qualified open space within Phase 1 is 3.89 acres, or 27.71 percent, which exceeds the required 15% for the R-8 zone. The qualified open space items are as follows: - Central Amenity—Pool facility, parking, sports courts, picnic shelter and paths: 1.88 acres - Local street 8-foot-wide landscape buffers: 0.36 acre - Collector buffers: 0.51 acre - Pedestrian pathways: 0.15 acre - End block buffers: 0.35 acre - Dog Park: 0.64 acre Non-qualified storm drainage lots are 0.21 acre. All proposed local streets will be within 37-foot-wide rights-of-way. The local streets will be improved with a 33-foot-wide street section, 5-foot-wide detached sidewalks and 8-foot-wide landscaped parkways. The collector right-of-way varies with a street section of 26 feet width with a 10-foot-wide detached sidewalk and eight-foot-wide landscape buffer. Pressure irrigation will be provided by Nampa-Meridian Irrigation District (NMID. The Eight Mile Lateral lies along the north and east boundaries of the subject property and is the source of irrigation water. The pressure irrigation pump station will be located along the west boundary, sourcing from the Eight Mile Lateral with an overflow west to an existing drain. The pump station and pressure irrigation delivery system will be owned and maintained by the Springday and Durango homeowners' associations. Sharing a pump station with Durango Subdivision was recommended by NMID. All irrigation and drainage facilities that serve adjoining properties will be piped as required by the Unified Development Code. The overall development includes private and public open space areas with a pool facility, playgrounds, picnic shelters, sports courts and pathways. The development lies adjacent to city services with an 8-inch sewer main and 12-inch water main in W. Ustick Road. The final plat of Springday Subdivision No. 1 is in conformance with the approved preliminary plat and meets all conditions and requirements. The final plat conforms with all requirements and provisions of the UDC and was prepared in conformance to acceptable engineering, architectural and surveying practices and local standards.
