RE: Conditional Use Permit Application and Request for Approval of Two Tier 2 Drive-
Through Facilities
Project Location: Ten Mile Road and Grand Mogul Drive, Meridian, Idaho
To Whom It May Concern:
On behalf of Ahlquist, we respectfully submit this narrative in support of a Conditional Use
Permit(CUP) application requesting approval for two (2)Tier 2 drive-through facilities in
accordance with the requirements of the City of Meridian Unified Development Code
(UDC) Section 11-4-3-11.
The proposed development consists of two commercial buildings located at the
intersection of Ten Mile Road and Grand Mogul Drive in Meridian, Idaho. Each building will
contain a single Tier 2 drive-through facility designed to serve future commercial tenants.
The drive-through facilities are intended to provide convenient customer service while
maintaining compatibility with surrounding development and complying with the City's
development standards.
Each proposed Tier 2 drive-through has been designed with a limited operational footprint
and includes only the following components:
• One designated ordering area;
• One (1) stacking lane; and
• One pick-up window.
No additional drive-through lanes or service windows are proposed.The design minimizes
vehicle circulation impacts while accommodating anticipated customer demand in an
efficient and orderly manner.
The site layout has been planned to ensure safe vehicular and pedestrian circulation
throughout the development. Drive-through lanes are integrated into the overall site design
and are located to avoid conflicts with parking areas, building entrances, internal drive
aisles, and public rights-of-way. Adequate stacking space is provided on-site to prevent
vehicle queues from extending into internal circulation routes or adjacent roadways.

The proposed drive-through facilities are consistent with the intent of UDC Section 11-4-3-
11 by promoting efficient site circulation, minimizing potential impacts on adjacent
properties, and supporting the orderly development of commercial uses within the area.
The project has been designed to be compatible with surrounding commercial
development and to contribute positively to the continued growth of the Ten Mile Road
corridor.
The site's location along a major arterial roadway provides appropriate access and visibility
for drive-through uses. The proposed improvements will support customer convenience
while maintaining the functionality and safety of the transportation network serving the
development.
Based on the foregoing, we respectfully request approval of the Conditional Use Permit for
the two proposed Tier 2 drive-through facilities. We believe the project satisfies the
applicable requirements of the Meridian Unified Development Code and will serve the
public interest by providing a well-designed commercial development that is compatible
with the surrounding area.
