RE: H-2026-0016/ Parcel No. S1223449000 / Victory Stake Center
Nick,
The City of Meridian has requested feedback regarding an annexation with rezone from RUT
(Rural Urban Transition) to R-8 (Medium Density Residential) on Parcel No. S1223449000,
generally located on the northwest corner of Linder Road and Victory Road.
Ada County is supportive of the proposed annexation as it is compatible with Goal 2.2 of the
Ada County Comprehensive Plan, which encourages urban development be directed to Areas
of City Impact where investments in urban services have already been made.
The Future Land Use Map of the Meridian Comprehensive Plan, as adopted by Ada County,
designates the site as Low Density Residential, which is primarily intended for single-family
homes at densities of two to four dwelling units per acre. As the church will provide a service
to the community and the surrounding area, and traffic generation is typically on the weekend,
the proposed church is compatible with the adopted Land Use Map.
Comprehensive Plan Goals and Policies
As the proposed church is in an area in which few other such community uses or services are
located, it is supported by the following goals of the Meridian Comprehensive Plans
encouraging a variety of land uses within the Meridian Area of Impact.
Goal 3.01.01: Provide facilities and services that maintain a premier level of service
commensurate with growth.
Goal 3.01.01C: Ensure that regulations and plans support and encourage desired development
and land use patterns within the Area of City Impact.
Goal 3.06.00: Ensure a variety and balance of land uses within the Area of City Impact.
As landscaping is proposed around the entire church site it is in compliance with the following
goals regarding appropriate landscaping along transportation corridors.
Goal 3.07.01C: Require appropriate landscaping, buffers, and noise mitigation with new
development along transportation corridors.
