Members Present: Robert Simison, Luke Cavener, Liz Strader, John Overton, Doug Taylor, Anne Little Roberts and Brian Whitlock. Simison Simison: Council, we will call the meeting to order. For the record it is June 9th, 2026, at 6:01 p.m. We will begin this evening's regular City Council meeting with roll call attendance. PLEDGE OF ALLEGIANCE Simison: Next item is the Pledge of Allegiance. If you would all, please, rise and join us in the pledge. (Pledge of Allegiance recited.) COMMUNITY INVOCATION Simison: Okay. We had no one sign up for the community invocation. ADOPTION OF AGENDA Simison: So, we will move on to adoption of the agenda. Overton: Mr. Mayor? Simison: Councilman Overton. PROCLAMATIONS 1. Migraine & Headache Awareness Month Proclamation Simison: Next up will be -- oh, I apologize. Next up will be a proclamation for Migraine and Headache Awareness Month and so if Laura Miller and anybody else from her family would like to join at the podium we will go down there for a proclamation. So, Laura, I will go ahead and read the proclamation, then, I will let you explain to everyone why we are all wearing our glasses during City Council and any other comments that you would like to make at that point in time. Miller: Okay. Simison: So, whereas migraine and headache disorders affect more than 40 million Americans, approximately one in four households, and whereas an estimated four million Americans live with chronic migraine, experiencing 15 or more days of migraine pain per month up including to ten percent of school age children and up to 28 percent of adolescents and whereas increased public awareness, improved access to care and support for research are essential to reduce the burden of migraine and headache disorders and to improve the lives of those affected and whereas people living with migraine disease deserve, fair, equal, timely and affordable access to new and innovative treatments to live their lives to their fullest potential. Therefore, I, Mayor Robert E. Simison, proclaim the week of June 2026 as Migraine and Headache Awareness Month in the City of Meridian and encourage all citizens to come alongside those in our community who suffer from migraine and headache disease with support and increase awareness, dated this 9th day of June 2026. So, we have myself and the Council, while presenting this proclamation. Thank you for being here to help raise awareness about Migraine and Headache Awareness Month. Miller: Thank you. Hi, everyone. Thank you, to Mayor Simison and the City Council for allowing me to speak tonight. My name is Laura Miller and I'm a lifelong Idahoan and I have lived with chronic migraine for 20 years. In the proclamation and in previous years I have shared statistics, because I believe the numbers are powerful. Tonight I would like to focus on what's new. There is one statistic that I do want to reiterate. Migraine is the number one cause of disability of women under age 50. That means that in Meridian there is likely tens of thousands of women that may be living with migraine. Many of them balancing careers, caregiving responsibilities and community involvement while managing an invisible disease. So what's new? The Headache Act was introduced in Congress. It's the first standalone piece of legislation addressing headache disorders. The bipartisan legislation would improve headache research and expand access to care. I joined patients from across the country in meeting with congressional offices to advocate for the Headache Act. To bring these efforts closer to home I recently created the Idaho Migraine Awareness and Advocacy Group. An estimated 290,000 Idahoans live with migraine, yet we don't have the kind of statewide Meridian City Council June 9,2026 Page 3 of 5 community support network that exists in other places and I want to change that. By providing education, resources and community events I hope to continue raising awareness, expanding access to care and helping Idahoans live with migraine feel less alone and the glasses that you see around are part of the Shades for Migraine Global Awareness Campaign and I am a community leader for Idaho and so we are handing out the sunglasses just to raise awareness, because light sensitivity is one of the biggest symptoms of migraine for people. So, this kind of raises awareness, gets conversation started and when our community is healthy and supported we all thrive. Thank you. CONSENT AGENDA [Action Item] 2. Whitlock: Can I just congratulate you on a very successful State of the City address last week. Great turnout from the business community and from citizens of Meridian. I think your message was spot on and just want to congratulate you for that. I thought a lot about your -- the elements of your speech. A lot to look forward to, both in this budget -- upcoming budget session and -- and for the future. So, thank you for laying out the vision. I have pondered a lot, though, since the State of the City address about one thing that did happen there and it was the invocation. We often talk about how Meridian is the place -- the right place, the premiere place to live, work and raise a family and Mac Mayer, when he gave the invocation on the State of the City address talked about how this is the right place to live, work, worship and raise families and I have thought a lot about that over the last week and Meridian truly is a great city in which to live, work, worship and raise a family and a lot of that is due to the -- the leadership of you and the members of this Council. Public Hearing for Apex Zenith (H-2026-0014) by Brighton Corporation, located at southwest corner of Meridian Rd. and Lake Hazel Rd. A. Request: Modified Development Agreement to amend the existing development agreement (Inst. #2025-010344) for the purpose of modifying the phase 1 frontage landscape improvements. Simison: Okay. So, with that we will move on to Item 5, which is public hearing for Apex Zenith, H-2026-0014. We will open this public hearing with any staff comments. No staff comments. We do have a request for a continuance on -- on this one because of sign not being posted by the applicant. Overton: Mr. Mayor? Simison: Councilman Overton. During preparation of the original PY25 SRA,Attachment 1 incorrectly indicated that grant funds would not be utilized for staffing and related indirect costs.The Subrecipient has since requested that the agreement be revised to accurately reflect the intended administration of the grant and permit reimbursement of eligible indirect costs. The proposed amendment does not increase the total grant award amount or expand the approved scope of work. Rather, it revises the budget structure within the existing award to allow eligible indirect costs to be charged in accordance with federal grant regulations.The revised Attachment 1 reflects these updates.
