I am pleased with your recommendations for approval of the two applications. As we have discussed by phone, I am writing to respond to and clarify a couple of points that were raised in your staff report. Regarding 6.e.i...top of page 4 -Water Main Extension Public Works stated that °The applicant shall be responsible for water main installation from W. McMillan Road to the intersection of N. Linder Road." It appears that this comment was made by staff unfamiliar with the details of the ACHD Linder/McMillan Roadway Improvements Project. Through close coordination with Kyle Radek of your Public Works Department, the water main extension on McMillan and Linder adjacent to this proposed development has been designed, reviewed and approved by all involved agencies with the ACHD Linder/McMillan Roadway Improvements Project. This proposed commercial development will follow the roadway widening activity and placement of the designed utilities. All easements and agreements have been worked out through Kyle Radek of the City according to the stub locations identified on the design plans. The final, approved plans are dated 3/22/07 and are in Kyle's possession for reference. Brighton Corporation is managing the construction of the widening (including the water main extension) project through a cooperative development agreement with the City and ACHD. Agreements include resolved financial participation for the water main and associated appurtenances. Please contact Kyle Radek of the City or Jay Walker, PM of Brighton Corporation. Regarding_6..i,..bottom._of pag.e__5_ -„Proposed Streets and/or Access The Staff Report stated that "The Planning Department is ... not supportive of the northern right- in/right-out access." Please be aware that per the ACHD Linder/McMillan Roadway Improvements Project cited above, all of the proposed access points, both right-in/right-out and full servicing the proposed development, have been approved by ACHD and have been included in the final, stamped and signed, working drawings for the roadway widening project commencing in Fall 2007. Please contact Darrin Carroll of ACHD or Jay Walker, PM of Brighton Corporation for further clarification. Regarding Exhibit B, 4.1 -Comments from the Police Department The Police Department commented that "the proposed plat and/or site design encourages high-speed, cut-through traffic. The applicant shall work with the Ada County Highway District to provide traffic calming design to decrease travel speeds within the development." 7/5/2007 Paramount Commercial Southwest -Response to Staff Report dated 7/2/07 Page 2 of 2 In response, please be aware that Brighton has already worked with ACRD to input traffic calming measures into the design. Those measures include offsetting the stub street "T" intersection in Paramount South 60 and by curving the internal roadways to eliminate direct lines-of-sight for potential high-speed, cut-through traffic.
