HomeMy WebLinkAboutPZ - Narrative INACH LAND&DEVELOPMENT River Valley Phase 3 Conditional Use Permit Narrative Bach Land and Development, LLC ("Bach") is the owner of a 2.5-acre parcel located at 2480 North Eagle Road, Meridian, ID 83646. Bach is requesting approval of a conditional use permit alongside development agreement modification which accompanies this application to allow the construction of phase 3 of the Regency at River Valley apartments. This community will consist of two four-story 44-unit apartment communities to be constructed on the following parcels. S 1104233975, S 1104234010, and R7476320020. The total unit count is 88 units. The Development Agreements in question are: • SGI-12-010—CC Approval 01/15/2013 o Date of Recordation: 01/16/13 o Record Number: #113005608 • Bach Storage—H-2019-0121—City Council Approval 05/26/2020 o Date of Recordation: 05/28/2020 o Record Number: #2020-062947 By the approval of a conditional use permit, Bach and the City of Meridian will be able to collaborate on a project designed to meet the community's growing need for additional housing. Bach aims to develop an apartment complex that is practical, attractive, and beneficial to the residents. Our company values its ongoing relationship with the City of Meridian, and we are committed to working together to address concerns and ensure that the project complements and enhances the city. We are long-term owners of all of our projects as seen in phase 1 and 2 of our Regency at River Valley community. Bach's proposed development involves expanding the existing Regency at River Valley Community, which has enjoyed a 94% occupancy rate for over five years. The expansion consists of adding an additional phase that is comprised of two separate buildings with a combined unit count of 88 apartment units; the two buildings will be built concurrently. The development will provide additional housing options in the Treasure Valley area. Bach has been in the land development and multi-family housing business for over 49 years. As a family-owned and operated company, Bach develops, owns, and operates apartment complexes across Utah, Montana, Idaho, Kansas, Missouri, and Hawaii. Currently, Bach owns and manages 15 apartment communities containing over 3,600 units and 133 townhomes, with many properties having been in operation for one to 25 years. The preliminary conceptual site plan included with this submission is intended to serve as a foundation for constructive dialogue with City departments and stakeholders. We recognize that a collaborative planning process is essential to ensure compatibility with existing infrastructure, alignment with planning goals, and responsiveness to community needs.
