Project Narrative for Short Plat Application:
To the City of Meridian Planning Division,
The application before you is for a Short Plat of the parcel located at 1450 E. Franklin Rd., Meridian,
ID 83642. (Parcel No. S1107449996)The owner of the property,425 Watertower LLC by Copium
Investments LLC, intends to subdivide this parcel into (2) individual commercial lots for future
development. Upon which,the owner intends to build a total of five (5)flex-use buildings on the
primary lot of the proposed "Midgrove Plaza Subdivision".
A rezone of the propertywas completed and finalized through Ord.#20-1885, converting a portion of
the property from I-L to C-G. Both zoning designations support our proposed building uses within the
commercial development.There is not a development agreement associated with the parcel.
The (5) proposed flex-use buildings will be submitted for design review and certificate of zoning
compliance approval separately during the Short Plat review process and prior to submitting for
building permits.There are currently no existing buildings on the site.There is an existing cross-
access agreement with the business to the west, and this easement will remain.The land uses
adjacent to the project site are currently commercial or industrial in nature, and the railroad borders
the site to the north.There is a 90'wide Nampa Meridian Irrigation District easement and a
conservation easement(Instrument No. 108135169) over the Five Mile Creek drainage,which will be
retained and protected.A pedestrian easement is established along the north/east side of Five Mile
Creek, providing for a portion of the regional pathway, as identified by the City of Meridian, and would
also function as a utility service easement for the City's maintenance of the existing sewer main that
runs along the creek.

There are two existing curb cuts that will be demolished for the installation of the proposed driveway
accesses, curb, gutter, and sidewalk, along with associated landscaping, per the conditions of the
UDC and Meridian City Design Standards.An existing curb cut on the eastern portion of the Franklin
Road frontage will remain, but will be limited to maintenance vehicles from the City of Meridian,
Nampa Meridian Irrigation District, or other authorized entities. Other than the driveways described
and the intended planting of landscaping and trees within the landscape buffer, no other
modifications to the road frontage improvements are planned or anticipated at this time.
On-site public utility extensions have been designed in accordance with acceptable engineering
practices and local standards.The Short Plat was created in conformance with all State and local
surveying practices and standards.Additionally,this Short Plat and the ultimate commercial
subdivision are designed and engineered in conformance with the UDC, Meridian Design Standards,
and Comprehensive Plan for the City of Meridian. Pending successful design reviews, certificates of
zoning compliance, and building permit reviews,vertical construction is anticipated to begin mid-
late 2026.
