Dear Mayor Corrie -and City Council
The enclosed Comprehensive Plan Amendment Application is submitted on behalf of the North
Meridian Area planning effort. The City is requested to commence the review, discussion and
adoption process for, the following (See Executive Summary/Action Checklist at beginning of
North Meridian Area Plan):
^ Amendment of the Comprehensive Plan Land Use Map with the North Meridian Land
Use Map
^ Addition of Mixed Use-Village standards to the Comprehensive Plan text
Companion actions that, do not require amendment of the Comprehensive Plan include:
^ Adoption of a Traditional Neighborhood Development (TND) Code
^ Development of a Capital Improvement Program for the long-term funding of
Community Facilities
^ Adoption of a Park Plan and modification of the Land Use Map accordingly
The North Meridiari Area Plan contains many strategy and policy considerations that should' be
addressed by the City, Ada County, Ada County Highway District and COMPASS. We look
forward to presenting The Plan to the Council at the earliest opportunity, and to participating in
the adoption process.

Dear Mr. Hawkins-Clark:
We appreciate the fact that the Meridian Planning & Zoning Commission will conduct a public
NMAP workshop on February 20, 2003, as a prelude to public hearing on implementation of the
Plan. We will be pr8pared to review the Plan's specific recommendations [see Action Checklist,
NMAP, Page ES-3, November I5, 2002J with the Commission, including....
^ Amendment of the Comprehensive Plan Future Land Use Map
~ NMAP proposes a substantially different land-use pattern of Mixed Use designations.
• Mixed Use areas are keyed to the transportation system and include afour-tiered
hierarchy ofincreasing-intensity of residential and commercial uses:
^ Addition of a "Mixed Use-Village" standard to the Comprehensive Plan's text,. Chapter
VII, Section C.1, Land Use, Pages 95-98 [see NMAP, Section B.I, Land UseJ.
• The Comprehensive Plan adopted by the City in August of 2002 incorporated
standards for Neighborhood, Community and Regional Mixed Use designations.
• NMAP proposes-that "Village" be added to the list of Mixed Use designations.
- Village would replace the Comprehensive Plan's "Neighborhood" as the smallest
and most "local" of the services, provided to North Meridian residents.
• The Comprehensive Plan's Mixed Use standards must be reviewed and reconciled
with the proposed NMAP standards.
^ Adoption of a Traditional Neighborhood Development (TND) code section of the City's
Zoning Ordinance.
• -The TND Code is a performance-based "incentive" to developers as the means of
expediting approval of residential projects which comply with TND design criteria.
- The Comprehensive Plan'§ Neighborhood Center Concept Dia rg am, Figure VII-3,
Page 96, will be a valuable reference for. the discussion of the TND proposal.

• The TND proposal [see NMAP, Section, CJ is asimple-to-understand format and
includes required modifications to setbacks and street standards, the latter being under
the jurisdiction of ACHD.
- The expectation is that the City will consider the proposed street standazds and
request that ACHD adopt them (or similaz standards) as applicable to TND
'projects.
• Following review, and possible revision of the TND proposal, it will be necessary to
prepare a codified version for public hearing.
- ' Consideration of the requested Zoning Amendment (ZA) Application should be
deferred until the initial Commission workshop.
• Assuming that the Mixed Use designations are adopted, there may be a need for
massing, design and setback standards to be included for non-residential uses, in TND
projects.
City Council members have expressed "interest" in the relationship of already-approved. projects
inNorth Meridian and NMAP. I will be prepared to discuss this matter at the workshop, but at
any change in plans and ordinances there are always "recently approved" projects which may not
conform to the new direction. North Meridian remains largely undeveloped and unplanned.
NMAP will encourage changes in City development patterns, potentially even in subsequent
phases of approvedprojects.
I am confident that NMAP provides the means for the substantial change of character desired by
the City in future North Meridian neighborhoods.
The single disappointment in this process has been the fact that ACHD ignored its own publicly-
funded studies of future development traffic impacts in North Meridian in the formulation of its
Capital Improvement Plan, the basis for the new Impact Fee Ordinance. That, too, wilLlikely be
the subject of much discussion during the implementation process.
We look forward to the Commission Workshop on February 20th.
