Reports (Action may be taken if Necessary) Monthly Experience Reports Reporting through January. Medical – Net loss ratio 87.8%, up 86.6% from Prior year. Rolling plan year data showing current loss ratio up 6.3%. 1 high cost claimants, 0 exceeded Stop Loss in 2026. We had one 2025 claim that resulted in a stop loss refund in the amount of $49,676 which was paid out in 2026. Prior plan year 1 over stop loss. Dental – Loss ratio 88.6%, prior plan year 76.7%. Rolling plan year data showing current loss ratio up 6.1%. Vision – Loss ratio 114.5%, prior plan year 134.3%. Rolling plan year data showing current loss ratio up 6.2%. Monthly Financial Reports Board reviewed: Profit and Loss statement as of February 28, 2025: Net Income $158,837.50 Bank Account $1,790,497.37, contributions lagging and will be deposited tomorrow putting the balance above surplus. Delay do to billing the City after payroll runs, takes 2-3 weeks to reconcile and process payment. Quarterly Financial Reports Next quarterly report due May 30, 2026 (2026 Quarter 1). Discussion and Action Items Trust Counsel Discussion AF and CB taked with vetting legal counsel for the Trust. Three names were provided, 2 responded. In reviewing the materials provided by both parties AF and CB agreed that Allan Bosch was the counsel of choice. Allan Bosch provided his history, resources and experience with government benefits trusts. ED motioned to move to engage in an agreement with Allan Bosch’s firm for legal representation, seconded by AF, all ayes. Payments of bills, if any None Blue Cross Updates, if any Authorization to engage with BCS (TPA BCI is engaging for Stop Loss coverage in 2027). Board asked if signing the authorization required the Trust to participate in this change. It was confirmed that by signing the authorization does not force the Trust to accept BCS as their stop loss provider, it is only for BCI to engage with BCS and share Trust claims information to obtain a quote. Gallagher confirmed as well and stated they have very strict rules for stop loss carriers and would assist the Trust in navigating the options available.
