o Replace “traffic control guidance” with “traffic control prohibition” regarding
stop signs for speed control.
o Clarify language to reflect student pedestrians (not drivers) being distracted by
mobile devices.

2. INFORMATION: Staff Transportation Project Tracking
o Craige Bergman provided the Commission with an update stating there are minor
updates to the project tracking. Commissioners asked for clarification on the Third
Street corridor, where portions of the project are on hold pending future decisions
related to Cole Valley. Staff clarified that the tracking sheet reflects a chronological
record, with older decisions such as the temporary scrapped roundabout later
superseded by updated plans. Phase 2 of the Linder Road Overpass project is
currently out to bid which includes construction of the bridge and completion of
major roadway segments. Other minor changes were discussed with staff being
directed to make those corrections.

3. ACTION: Use of School Flashers during Lunch Periods
o West Ada School District Director of Education Services David Reinhart presented to
The Transportation Commission regarding the school district’s decision to use School
Flashers during Lunch Periods. District representatives explained that the request
originated as a proactive safety measure, prompted by student concerns following a
fatal crash near Rocky Mountain High School. They emphasized that large numbers
of students are active during open lunch periods, creating safety risks. Coordination
with ACHD resulted in a targeted approach where flashers activate only at the
beginning and end of lunch periods to address peak traffic times avoiding driver
fatigue from constant use.
o Commissioners raised a range of questions and concerns specifically around the
justification and effectiveness of the measure. Commissioners also questioned if
there is sufficient data to support the need for reduced speed limits at high schools.
Commissioner Lancaster noted that traditional school zone standards are typically
focused on younger students, Elementary school children specifically. The
Commission also raised concerns about enforcement challenges and whether the
measure could unintentionally create unnecessary delays or reduce compliance for
other types of traffic calming measures. Commissioner Smith supported the efforts
and practice of Using School Flashers by the West Ada School District to enhance
safety for students.
o While Commissioners Lancaster, Lewis, LeClaire advocated for a formal
recommendation to discontinue the practice, Commissioner Smith favored taking no
action arguing that the measure posed minimal downside and could enhance safety.
Additional questions were raised regarding the commission’s role in reviewing a
decision already implemented through coordination between the school district and
ACHD. After much discussion Commissioner Lancaster motioned that the
“Commission make a written recommendation to the City Council that lunchtime
reduced speed limits at high schools in Meridian be removed”, the motion was
seconded by Commissioner Lewis.

4. ACTION: Woodbridge Neighborhood Area Updates
o The Transportation Commission received an update on ongoing issues in the
Woodbridge neighborhood, including a City Council initiated letter to ACHD
requesting consideration of a gated or bollard style closure on Magic View Dr. This
effort is to limit traffic cut through for the neighborhood. Staff clarified that the
actions were largely driven by resident concerns raised during a recent development
hearing and that no formal decisions have been made by ACHD. Commissioners
discussed potential impacts such as emergency access and school bus routes. A
motion was ultimately made to support the Councils request for blocking the east
entrance of Woodbridge. After discussion highlighting the neighborhood has
rejected other options for traffic calming measures, the motion failed. The
commission took no further action and moved on to the next agenda item.

5. ACTION: Transportation Commission 2025 End of Year Report
o Commission agreed the letter for the City Council was great.
6. ACTION: Downtown Parking Strategy Committee
o Caleb Hood informed the Commission of a new initiative led by the Downtown
Urban Renewal Agency to evaluate parking in the downtown area. Staff explained
that an ad hoc committee will be formed to support this effort. Participation will be
from multiple stakeholders and the Commission was asked to provide up to three
volunteers to serve on the committee. Final selection would be determined by the
City Council leadership. Staff committed to sending an email to gather interested
participants. No formal action taken.

Project Description: Community improvement project which includes constructing enhanced bike and
pedestrian facilities and upgraded ADA ramps. Project includes an improved Union Pacific Railroad
(UPRR) crossing.

Status Tracking: 3rd St design will begin in FY26 and 2 ½ St design will happen once ACHD has a better

Black Cat and McMillan

Project Description: Intersection improvement project which includes constructing a multi-lane roundabout
with two (2) lanes for the northbound/southbound legs and one (1) lane for the eastbound / westbound
legs as per the 2020 Capital Improvement Plan.

Status Tracking: Ultimate RAB scrapped for the time being. ACHD is designing an interim signal for the
intersection of Black Cat / McMillian. It will be constructed with the Ustick, Black Cat to Ten Mile project.
The intersection will function as a 2x2 signalized intersection in the interim until the future RAB project.
Interim signal was installed the end of December. Also, more to come on conversations between Lennar
and ACHD on donating funds to complete full project in FY2028. Hether assisting to figure out what an
interim treatment could look like and cost. Developer co-op project to build dual-lane RAB in 2028
approved by ACHD in July 2025.

Black Cat Road and RR Crossing

Project Description: Upgrade the railroad crossing on Black Cat Rd. N/O Franklin Rd to remove the stop
signs and install safety lights and gates. Project includes filling a sidewalk connection on the east side of
the roadway. Project supplemented with Federal-Aid Funding. (FYP 2026-2030)

Last Status Review: 3/9/2026.
Status Tracking: A lot of back and forth between Kelly Bruner (ACHD) and myself and then looping in
Dave (who then talks to Council and Mayor). As of 7/14, Kelly is going to talk with the Planning group to
find out what the design and construction timeline would look like if the City were to participate in the
project financially. 10/22/2025, this is part of ACHD ’s new FYP for the RRING only.
Also, we received the following form ACHD. The $650K estimate is for a permanent crossing, including
lights and gates and filling in a sidewalk connection on the east side of Black Cat. The estimate includes
design costs (roughly $50-60K). Currently listed in the FYP as a 2026 design with construction slated to
occur in 2027. No ROW year listed. Total project cost $720,000.
04/14/2026 - Site diagnostic meeting with Union Pacific, Boise Valley RR, ACHD, and ITD occured. Still
waiting on Environmental approval on the plans, expect to start construction in Mid October and only
have the crossing closed for 3 or 4 days.

Eagle Road, Amity to Lake Hazel
Design: 2023 | ROW: 2024 | Const: 2025 | Status: Active Construction
Project Description: Widen Eagle Road from Lake Hazel Road to Amity Road to two lanes in each
direction with a center turn lane and center medians to calm traffic. Construct a multi-lane roundabout at
the intersection of Eagle Road and Taconic Drive. Add a multi-use pathway on each side of Eagle Road
and at the Lake Hazel intersection for bicyclists and pedestrians.

Status Tracking: Road closure started September 16, 2024. Eagle Road, Amity to Lake Hazel remains
closed. Phase 2 started July 1st. Eagle and Lake Hazel segment (separate project) is complete and open.

Expected substantial completion on April 30th (removable of traffic controls).

months. This project is ready to go into CN once ACHD identifies funding. Shelf-ready. DSN Complete.

planned for FY28.

ROW with planned construction for FY2027.

Linder Road, Overland to Franklin (Includes Overpass of I-84)
Design: 2022-2024 | ROW: 2024-2025 | Const: 2026-2027 | Status: Active Construction
Project Description: Corridor improvement project which includes widening from two (2) to five (5) lanes
and constructing enhanced pedestrian and bike facilities on both sides of the roadway as per the adopted
Bike Master Plan and the 2020 Capital Improvement Plan (CIP).

Last Status Review: 4/1/2026.
Status Tracking: The City has been awarded $4.3M from ITD towards completion of this project. The City
and ACHD have entered into an agreement to spend the Strategic Initiative Funds in 2025. Phase 1 in
construction March 2025. Should be complete later in the year. Cost is estimated at $3M. Reid Selmer is
no long PM (as of 6/12/2025) not sure who is taking over at ACHD. As of 8/2025 Michelle White is ACHD
PM. Task Force meeting scheduled for October 2025, might be last one. Michele provided status update
9/11: • Phase One Status: Phase one is nearing completion. The primary remaining task is the relocation
of utilities to a new power pole, which must occur before the new signal pole can be set. This step is
currently slightly delaying the opening of the intersection. Our construction team will notify me once they
receive a confirmed relocation schedule from the utility providers.
Phase One Substantial Completion: We anticipate achieving substantial completion of phase one well
prior to the end of CY2025.
Phase Two Timeline: At this time, there are no changes to the phase two schedule. NTP is expected
on June 1, 2026, with substantial completion anticipated by the end of November 2027.
ITD Bridge Portion: The ITD bridge component is integrated into the phase two timeline and is
planned to proceed accordingly. We will be working with ITD on Interagency agreement soon for the
administration and inspection of construction of the Bridge portion. I don’t have a timeline just yet of
when the bridge portion will be scheduled but will update you when I know more.
12/30/2025 - Phase 1 is largely complete. Phase II, overpass and widening up to Franklin, should begin
later in 2026.
4/1/2026 - Phase two of the project is currently out to bid, closes on April 15th. At this time, there are no
changes to the phase two schedule. NTP is expected in June 2026, with substantial completion
anticipated by the end of November 2027.

Project Description: Pedestrian crossing at Palermo and Locust Grove. Originally a community request as
part of ACHD IFYWP outreach, added by ACHD to the City’s priorities list.

moved from 2027 to 4/6/2026, to be completed by 5/15/2026.

Status Tracking: Design completed; wont begin construction until FY27. New bridge is going to be 3
lanes, not 5 despite opportunities for future ROW expansion (11/18/24). 02/24/2026, TC and Council have
both discussed the bridge being inadequate for future preservation.

Locust Grove, Fairview to Ustick Concept Study
Design: TBD | ROW: TBD | Const: 2030 | Status: In-process
Project Description: Ada County Highway District (ACHD) is seeking consultant services for the concept
design of the Locust Grove Rd, Fairview Ave to Ustick Rd corridor improvement project. The project aims
to widen the roadway from 3 to 4/5-lanes with enhanced bike and pedestrian facilities and crossing
opportunities while seeking to limit property and business impacts through a robust public outreach. This
project was identified by the City of Meridian as their #2 priority.

Last Status Review: 4/17/2026.
Status Tracking: Project kick-off meeting scheduled for June 24th. Elie Kawmy is the ACHD PM.
Concept report by Parametrix review complete on 8/15/2025.
12/30/2025 - ACHD held a public survey early fall. 2 concepts were prepared by Parametrix, one a 4 -lane
road and one 5-lane. Warrants were not met for a full signal between Chateau and Ustick. A project team
meeting should be forthcoming to further refine before going to the public.
Feb 2026 - ACHD is working with consultants, Parametrix, to develop 2 concepts to be shared during
upcoming PIM. ACHD reached-out to ask if City would like to partner on street trees (buffer and/or center
medians). TBD.
April 2026 - A summary of the feedback received during the February PIM, and a preferred concept
alternative should be available on or around May 1st. Both concepts have significant impact to existing
landscaping.

Project Description: Explore pushing the fence back on the NW corner of Locust Grove and Pine to
increase east-bound visibility, and especially SE bound traffic (turning right). ACHD will not accept
additional right-of-way but will accept an easement. City must acquire and provide a legal description
since the fence is within technical sight-vision-triangle setbacks.

Status Tracking: Two initial concepts created that preserve property owners shed in the existing location.
In meeting with the property owner, they have indicated that they also want the complete replacement of
their dilapidated fence, upgraded posts, and bollards or other protective elements. They also wa nt a

property boundary adjustment with the adjacent property owner where their fence encroaches on their
property. Updated, 1/13/2026, City staff have received cost estimates for a variety of improvements with

may follow-up in the future.

04/07/2026 - The design is basically complete (see attached). It ’s slightly more involved than originally
envisioned. Currently attempting to obtain the Temporary Easement to allow the contractor to work
outside of the ROW. Baring any pushback from the owner, I don’t see any reason this won’t get
constructed this year.

Feb 2026 - When ACHD presented the project in June 2024, the Ustick Road and Owyhee Storm Avenue
intersection was included. It has since been removed as the City of Nampa received a grant to fund the
intersection, allowing them to fast-track construction. This change also helps coordinate the intersection
project with the ongoing Highway 16 expansion.
Please note that the realigned portion of McDermott Road is now called N McDermott Bypass.

Contractor has started implementing traffic control on the project and throughout the southern

Road. Aspenstone Street is closed at Black Cat. Ustick remains open; traffic has been shifted onto the
temporary asphalt on the south side of Ustick – one lane in each direction; irrigation and seepage bed
installation is ongoing; roadway and sidewalk demo and prep are ongoing on the north sid e of Ustick.
Parks entering into a CS for landscaping.
Eightmile irrigation concrete irrigation splitter box placements completed this week. Waiting on lids; utility
relocations are complete; temporary precast sections have been set; irrigation work, apart from Ninemile,
is nearly complete in preparation for the City’s sewer bypass; Rutledge has been sleeved for sewer line
install.

Piping of the Rutledge Lateral and a stretch of the Ninemile Creek is complete. Pathway alignment has
been roughed out and some base material placed. Subgrade has been a bit squishy so construction has
paused to let it dry. The contractor will do some remediation to stretches of the existing base material that
are still too squishy to accommodate paving equipment. Plan is to pave the pathway sometime in the
next month or so.

SH-16, South Ada & Canyon County Connectivity Study

Project Description: At the request of Nampa through the Project Development Program, COMPASS is
leading a study with ITD and other regional agencies to formally study a SH-16 extension south of
Interstate-84. This planning-level study will evaluate corridor needs, identify feasible roadway cross -
sections, and define the scope of future design and construction improvements necessary to
accommodate anticipated growth and regional mobility demands. The outcome will provide a clear path
toward project readiness and future funding opportunities for corridor improvements that enhance safety,
connectivity, and multimodal access between Ada and Canyon Counties.

Status Tracking: The first meeting for the workgroup is on December 8th and includes COMPASS, ITD,
Ada County, Canyon County, Nampa, Meridian, Kuna, and Boise. Kittleson and Jacobs are both
participating in the work. Boise is presumably invited as SH-16 would eventually connect with highway
like preservation efforts by ACHD on Kuna Mora Road. The second meeting on 2/26 continues to refine
concepts. Traffic modeling indicating heavy north/south trips in all avenues, but particularly with a SH -16
grade separated extension. However, most of these north/south trips do not make it to Kuna-Mora in the
current forecast timeline, instead getting off earlier like at Lake Hazel. The next step is to model additional
population build for high growth scenarios, including possible land use changes that would be expected
with a new highway. Most of SW Meridian is not in the current 2055 regional population control total,
same for SE Nampa, and so those are going to be better considered as well.

ramp lane at Eagle Interchange.

Status Tracking: A virtual public open house was held February 13-28, 2024. The Interchange
Modification Report and the NEPA Categorical Exclusion were approved by Federal Highway

Work continues on purchase of temporary easements, US Army Corps of Engineers 404 permit, IDEQ
Water Quality 401 Permit, and a City of Meridian water and sewer casings installation under a State-Local
Agreement. The current FY 2026 – FY 2032 ITIP shows $14.8 million in construction funding in the year
2032.

I-84 Mobility Improvement Study

Project Description: This study will determine whether additional auxiliary lanes and other improvements
are needed to smooth merge hesitations, achieve better traffic distribution, and achieve lane balanc e for
the 11-mile section of Interstate 84 between the Garrity Interchange in Nampa and the I-84/I-184 Wye
Interchange in Boise. Existing traffic counts will be collected, future traffic counts will be developed,
existing conditions will be reviewed along with all previous environmental and operational studies, traffic
will be modeled, an origin-destination study will be conducted, and a phasing plan developed. Collecting
additional traffic counts in May 2025. Building existing condition and future alternative traffic models.

Status Tracking: 10/24/2025. City actively trying to encourage coordination between ACHD and ITD
regarding local access and delayed local improvements to SH-16 extension.
I-84 System interchange (flyovers) expected to be complete by January 2027. Service interchange
(local connections) already complete.
Ustick to Chinden completion is Fall 2026. Contract completion date is Fall of 2026. Contractor is
working on the wall abutment at the Ustick Bridge. Concrete paving is complete for the Ustick ramps.
Work continues on the approaches at the US 20/26 and SH 16 Interchange.
Franklin to Ustick: Contract completion date is Fall 2027. Contractor is working on the Ustick MSE
walls. Main line is being concrete paved from the railroad bridge north to Ustick Road. Ustick girders
are scheduled to be placed in the spring.

SH-55 (Eagle Road) Speed Limits

outreach effort.
10/30/25 - Left turns were restricted at 3 locations along the corridor in mid-August. Later this year, ITD
will also install variable speed lim it signs between Franklin Road and Chinden Boulevard. These signs will
reduce speed limits to 45 mph during peak congestion. Additional improvements will include speed
feedback signs and signs warning of stopped traffic at key locations.
12/30/25 - Variable speed limits and speed feedback signs will be activated in early 2026.
4/1/26 - Some of the speed feedback signs are active, but the variable speed limits are not yet
operational.

Status Tracking: Virtual public open house held April 7 through April 21, 2025. Following review and
evaluation of public comments. ITD has been presented results of outreach to the Transportation
Commission, City Council, and COMPASS. The STARS agreement will go to the ITD Board later this
year. Last correspondence described that the extent of the STARS project will be SH -69, from Victory
(exclusive, not including the intersection) to Columbia (exclusive, not including the intersection), and not
include Victory to Overland.
12/24/2025, STARS agreement has been gutted and work constrained to generally one -mile and
access/turn lanes. No third lanes planned. No updates on corridor work. 03/12/2026, no updates.

US-20/26 (Chinden) Middleton Road to Star Road

Project Description: Final design for east and west sections was completed in September and October
2023, respectively. Right of Way acquisition continues through 2025. Value Planning Session on
constructability/staging expected in summer 2025. PS&E is scheduled for late 2025 for both the east (Key
No. 24310) and west (Key No. 24309) packages. Construction is currently programmed for 2029/2031

Status Tracking: ITD is currently working through finalizing the PS&E plans. Should have an approved
environmental re-eval in summer 2026. There are a few parcels in condemnation, but anticipate getting
possession of all right-of-way needed by this summer 2026.
Construction Funding is an ongoing question as this project is supposed to primarily be funded with
TECM Bonds. The ITD Board has not yet approved any TECM Bond sales for this year. ITD is hoping to
get an answer at the May Board meeting. Gut feeling from ITD is this project won’t begin construction
until spring 2027, but that’s a Board decision. Construction would be advertised under 1 package and
would encompass the entire project limits from Middleton Rd to Star Rd.

US-20/26 (Chinden) West Corridor

Project Description: This project will result in 4 travel lanes (two in each direction). Widening will take
place to the south of the existing alignment and be constructed to accommodate future widening to 6
travel lanes (three in each direction) with high-capacity intersections at roads with river crossings.

construction funding.

projects impacts Statewide over the next two months.
Intent is to balance and present to ITD Board for a workshop in June.

Status Tracking: MDC and City Staff met in late January to discuss next steps. In July, MDC has

10/27/25 - Council discussed, but no specific action on next steps. Council is receiving more elements
from the DD plan and early 2026 some direction/action is expected.

discussing volunteers to participate at an upcoming meeting.

The Meridian Transportation Commission (TC) was formed in February 2013 with Ordinance No. 13-152.
The Commission consists of nine appointed commissioners and meets in the Council Chambers on the
first Monday of each month. Myself and Jared Smith served as Chair and Vice-Chair respectively from
2022 to 2024. In 2025 I was re-elected Chair and Tom LeClaire was elected Vice-Chair. Lilly Miller and
Advik Bansal were the youth representatives for the commission during the year.
The Transportation Commission maintains working relationships with all our ex-officio partners.
Representatives from Idaho Transportation Department (ITD) District 3, Ada County Highway District
(ACHD), COMPASS, Valley Regional Transit (VRT), and the West Ada School District (WASD). Caleb Hood,
Brian McClure, and Hether Hill provided the commission with staff support during 2025. Deputy City
Attorneys Tishra Murray and Ali Breshears provided legal guidance. Sergeant Tara Smith and Corporal
Trevor Weitzel from the Meridian Police Department provided updates and expertise related to traffic
issues and safety.
City staff provided monthly updates to the Transportation Commission on ITD and ACHD transportation
projects in design and construction. Each meeting also included time for ex-officio agencies to report on
current activities, with additional participation from City departmen ts, partner agencies, and members
of the public.
In January and February 2025, the Commission finalized and approved its recommendations to the City
Council regarding the highest priority roadway, intersection, and community program projects as part of
ACHD’s 2026–2030 Five-Year Plan. This effort reflected work completed by the Transportation
Commission’s Prioritization Subcommittee and continued coordination with ACHD staff.
In March, the Commission received updates on the Meridian Intersection Pedestrian Safety (MIPS)
program, including implementation of marked crosswalks and pedestrian ramp improvements. The

Commission also revisited the Five-Year Plan prioritization following City Council discussions and
provided additional input on transportation priorities.
In April, the Commission reviewed its 2024 End-of-Year Report, discussed legislative impacts on
transportation planning, and received updates on downtown pedestrian improvement projects as well
as regional transportation coordination efforts.
In May, the Commission continued to track progress on pedestrian safety improvements, reviewed
updates related to major roadway corridors including Eagle and Ustick Road s and discussed regional
population growth forecasts and transit planning efforts.
In June, the Commission received a detailed presentation on the SH-69 (Kuna to Meridian) Corridor
Traffic Study, including proposed roadway widening, access management strategies, and multimodal
components. The Commission also reviewed ACHD’s queuing analysis process and discussed upcoming
Five-Year Plan milestones.
The regularly scheduled July meeting was canceled.
In August, the Commission reviewed proposed amendments to the Unified Development Code related
to drive-through standards and initiated a formal review of Transportation Commission bylaws. The
Commission also discussed transit survey results and received updates on major regional projects,
including SH-16 and Eagle Road safety improvements.
In September, Commissioners and staff met for an informational presentation and demonstration at
ACHD’s new Traffic Operations Center on Franklin Road east of Eagle. It houses their traffic operations
teams, video wall for traffic signal cameras and construction materials lab.
In October, the Commission adopted updated Transportation Commission bylaws, improving procedural
clarity and governance consistency. Additional discussions focused on subdivision traffic concerns,
feasibility studies for new roadway connections, and ongoing corridor plann ing efforts.
In November, the Commission received confirmation that ACHD had formally adopted its updated Five -
Year Plan, incorporating the City’s top transportation priorities. The Commission also reviewed updates
on traffic calming initiatives, downtown pedestrian improvements, and regional capital investment
planning.
In December, the Commission reviewed the East 3rd Street Extension alignment, discussed staff
transportation project tracking improvements, and received final ex -officio updates for the year. The
Commission also welcomed the transition of the Meridian Police Department liaison role and discussed
anticipated transportation topics for early 2026.

Dear President Gold,
Over the past several years, Magic View Drive, a roadway located between Eagle and Locust Grove,
south of Franklin has increasingly been used as a cut-through route by motorists seeking to bypass
congestion on surrounding arterial roadways. The City recognizes the importance of maintaining an
efficient transportation network throughout Ada County, the unintended consequence has been a
significant increase in traffic volume within the adjacent residential subdivision, Woodbridge. This
area was developed to function with neighborhood streets, not as a secondary collector or arterial
alternative. Therefore, the City requests that the Ada County Highway District give serious
consideration to closing Magic View Drive near the intersection of N. Thornwood Way with an
emergency access gate to restrict through traffic, at least until a new collector roadway further to the
south is realized.
As you know, last year the City hired Kittleson & Associates to evaluate options for a new collector
roadway in this area. Alternative D was selected as the preferred alignment by the Council, with a
note that an additional I-84 frontage/backage road, Alternative E, would also likely be needed in this
area in the long term. Our staff are currently working together to update the ACHD Master Street
Map to reflect this roadway network need. We look forward to working with you and our
development partners to make a new collector roadway in general alignment with Alternative D, a
reality.
Our primary concern, and the main reason for this letter and our request, is public safety.
Woodbridge residents have reported elevated vehicle speeds, increased traffic, and a growing
number of crashes and near-miss incidents involving pedestrians, children, and cyclists. The current
traffic patterns undermine the safety and livability of this community. Further, the increase in non-
local or cut-through traffic has contributed to noise, reduced neighborhood cohesion, and diminished
quality of life for residents. The Mayor and City Council believe that intervention is warranted
before more development occurs east of Woodbridge or along Locust Grove which will increase cut-
through traffic and thus a greater possibility that more serious incidents occur.
Attached to this letter is information gathered by homeowners in the Woodbridge HOA over the last
month demonstrating the support of the residents. With this information, we respectfully request that
ACHD conduct an expedited traffic and safety analysis of Magic View Drive and give strong

consideration to the installation of an emergency access gate or other appropriate traffic control
measures to eliminate through traffic until alternatives D or E are viable and serve as a realistic
alternative. We are committed to working collaboratively with ACHD to evaluate data, review
alternatives, and engage affected residents to determine the most effective and equitable solution.
The City stands ready to partner with ACHD to ensure that transportation infrastructure balances
mobility with neighborhood safety and overall quality of life.
We appreciate your thoughtful consideration of this request and hope this work can be done with a
recommendation by the end of April. Thank you and we look forward to continued collaboration in

Hi,
I am preparing to move into the Millwood subdivision near S Tamayo Place, just east of Victory Rd and
Locust Grove Rd, and wanted to share a concern regarding pedestrian connectivity and safety in this
area.
Millwood itself is a smaller subdivision currently under construction by Lennar, but it sits within a larger
pocket of 81 homes that all rely on a single access point via S Locust Grove Rd for vehicles. While there
are limited pedestrian cut-throughs, there is no continuous or connected pathway network linking this
area to the rest of the surrounding neighborhoods.
As a result, pedestrians and cyclists are often pushed toward E Victory Rd or S Locust Grove Rd to reach
nearby destinations. Both routes include segments with missing sidewalks, higher speeds, and limited
safe crossing opportunities.
At the same time, nearby destinations such as Renaissance Park, an elementary school, and Albertsons
are all within a short distance but are not safely or directly accessible through neighborhood
connections.
According to the City’s adopted pathway map, there is a proposed pathway corridor along the canal east
of the neighborhood. However, this connection is not currently built, and there is a clear gap between
existing pathways that prevents a continuous route.
Additionally, there is a stub connection near Fathom St that is currently blocked to vehicles by metal
bollards, but remains accessible for pedestrians and bicycles. There is also a nearby pedestrian cut-
through toward Victory Rd. These features suggest that connectivity was anticipated in this area, but the
current configuration does not provide a complete or safe route.

Given the number of homes in this pocket and the proximity to schools, parks, and services, completing
this pathway connection would provide a safe and direct alternative to walking along major roads. It
would also create a safer, more accessible route for families and children to reach nearby
neighborhoods, parks, and schools without relying on high-speed roadways.
I have attached annotated maps showing:

Existing pathways and the missing connection
Sidewalk gaps and safety concerns along Victory Rd and Locust Grove Rd

Question/Comment: I wanted to bring something to you guys attention. I don't know how much
involvement if any you've had in this, but I've been keeping a close eye on it since they presented this
issue of expanding Locust Grove between Fairview Ustick. They're well into the process now and they're
supposed to be wrapping up comments by December of this year. I've been talking to someone over
ADHD. They're not gonna be taking any of our property which I originally thought that they were going to
do. The lady I talked to said no that they were very fortunate that they weren't gonna have to take peoples
property because there's a huge black already built into the Locust Grove Street. This buffer is trees and
bushes that comes before our fence line. So this creates a natural barrier for accidents and other
dangerous problems. The problem is when Locust Grove is expanded all of that's gonna go away. They'll
be absorbing that buffer and taking all of those trees and greenery away. The result will be that the locust
Grove will come practically up to our fence line. She told me within two or 3 feet. I then asked her if they
were going to pay to put me up a new fence because the fence that I have now has a lot of gaps in it. With
the road being only 2 to 3 feet for my fence it's going to be extremely noisy and also dangerous because
traffic is going to be traveling very closely to my fence. It would be very easy for someone that's in an
accident to take my fence down and perhaps even drive onto my property. I would like to bring this to
somebody's attention and hope that somebody can help because ADHD is wrong. Since they're the one
that's responsible for widening Locust Grove in creating this problem they should at least pay for putting
up a good new fence to protect us from the intense noise and hopefully to cut down the possibility of
accidents, causing problems on our property. If there's anything you could do I'd really appreciate it. If
you can let me know if there's a council person I can talk to, I can talk to the mayor or perhaps there's a
senator a congressman that I can speak to. Please let me know how I can proceed. thank you.

To Vincent Trimboli at the Idaho Transportation Department,
I am writing on behalf of myself and many other residents who live along and around Highway 20/36 between Black
Cat Road and Linder Road. This corridor has become increasingly congested, and current policies regarding speed
limits and engine braking are no longer appropriate for the conditions or the community.
First, the use of engine braking in this area should be explicitly forbidden and enforced. The constant noise
generated by heavy trucks using engine brakes is disruptive, unnecessary, and negatively impacts the quality of
life for the hundreds of residents who live, work, and raise families along this stretch of highway. This is no longer a
rural bypass—it is a densely populated, high-traffic corridor. “No Engine Braking” signage is a simple and effective
step that would immediately improve livability for the surrounding neighborhoods.
More importantly, the current 55 mph speed limit through this segment is dangerous and unreasonable given the
realities of the roadway. There is a high volume of traffic entering and exiting the highway, frequent turning
movements, and multiple traffic signals in a relatively short distance. Allowing heavy trucks and commuter traffic
to travel at 55 mph in such a congested area creates unnecessary risk for accidents and puts drivers, pedestrians,
and nearby residents in harm’s way.
It makes no sense to maintain a highway-level speed limit in an area that functions more like an urban arterial.
Lowering the speed limit would improve safety, reduce noise, and better reflect the actual driving conditions. This
change would not only protect motorists but also demonstrate that ITD values data, common sense, and the
voices of the people who live here.

The community is asking to be heard. We want safer roads, reduced noise, and policies that match the growth and
development of this area. Lower the speed limit. Prohibit engine braking. Take meaningful action. If these changes
are implemented, the hundreds of residents affected by this corridor will notice—and they will be grateful.

After input from legal, Meridian Police Department, Idaho Transportation Department, and reviewing policy I have
a better understanding of the challenges surrounding you and your neighbors’ frustrations regarding the noise
caused by trucks using air brakes on Highway 20/26.
I just spoke with Vincent Trimboli at Idaho Transportation Department, and he helped me understand the nuances
with this issue. As Idaho has grown, towns have filled in around many state highways, placing homes closer to
interstate transit, which is noisy. Vincent assured me there are others around the state that share your frustration.
Bottom line, the use of compression brakes is not illegal for interstate commerce and during my discussion with
Vincent he acknowledged ITD needs to have a bigger conversation to address the use of signs relating to braking.
He said he’d be happy to talk to you about that, and I have included him on this email.

As a point conversation – the speed limit is 55mph in this section. With the amount of traffic congestion going in
and out of Costco shopping center, smaller strip mall and all the residential, it begs the question . . . why isn’t the
speed limit 45mph? This in turn would keep the trucks at slower speeds which would allow them to not engine
brake.

I appreciate you taking the time to reach out and let us know of the safety deficiency. It’s a location we’ve heard
about quite a few times. The good news is that ACHD has advanced a Safety and Compliance project to improve
Stoddard Road between Victory and Overland in 2027. The project will include completing sidewalk gaps on
Stoddard, a buffered multi-use pathway on the west side of the road and include a pedestrian hybrid beacon (PHB)
and crosswalk at Victory. Following is a link to the ACHD project webs ite, including contact information, and some
additional information. Note that the ACHD website is a little old and has not been updated with the new
construction timing.

share your thoughts and comments with us regarding a crosswalk need in your neighborhood.
Traffic calming measures such as signage, cross walks and speed limit indicators do require input by the Ada
County Highway District (ACHD), who own and operate the public roadways in Meridian. That said, the Meridian
Transportation Commission and supporting staff also review and discuss these types of concerns and issues. To
that, I have copied Brian McClure the Long-Range Planning Supervisor and ask that he reach out to you directly
this week to get some additional details and help determine a good path forward to have these concerns reviewed.
ACHD does have a link (found HERE) on their website for a form to submit a Traffic Investigation Report. I suggest
talking with Brian first, and if this is a good added approach than you and he can determine who is best to submit
the request.

My family and I moved to Meridian last summer. We frequently take walks around our neighborhood and

also often cross the street to walk toward the Bear Creek neighborhood from our Timberline
neighborhood. I would strongly urge the city to please put a crosswalk in on Victory road near the
intersection of Victory and Stoddard. There are many people who cross the street there now. There are
many kids from our neighborhood who go to Victory Middle school and some of their parents will not let
them walk to school due to it being dangerous to cross there. Two of my children have come very close to
being hit by a car when we have crossed the road there. I ask you to please help us keep our children and
all of us safe by putting in a crosswalk there. Thank you.
