I. RECOMMENDED ACTION
Approve Shawn Harper as a new Trustee for the Employee Benefits Health Trust replacing Justin Northway.

III. DESCRIPTION
Justin Northway stepped down as Trustee for the Employee Health Benefits Trust in November of 2025. Shawn Harper expressed an interest to replace Justin on the Board. The Board has
historically had one member of the Board form the Police Department and the Board felt that it was appropriate to continue to have that representation. Shawn Harper has been involved
with the Benefits Committee in the past and has a strong interest in the Board and its functions for the benefit of the City employees as a whole. The Trustee Board, pursuant to its
by-laws, can have up to five (5) members, all of them must be current full-time City employees. Shawn has completed the application process and approval as required by eh State Department
of Insurance. The City Council has the final approval of Board members and must then approve the person for the position.
