Applicant
1.The property is located at 410 E. Edgar Court, Meridian.
2.The owner of record of the subject property is Kathleen Anderson (Jordan), 410 E. Edgar
Court, Meridian.
3.Applicant is owner of record.
4.The subject property is currently zoned R-8. The zoning district of R-8 is defined within
the City of Meridian Zoning and Development Ordinance, Section 11-7-2.
5.The Applicant requests the Conditional Use Permit for the operation of an in-home
daycare. The R-8 zoning designation within the City of Meridian Zoning and
Development Ordinance requires a Conditional Use Permit be obtained for most uses
including those requested by the Applicant. (Meridian City Zoning and Development
Ordinance, Section 11-8-1).
6.The Meridian Planning and Zoning Commission recognize that the proposed application
is in compliance with the Meridian Comprehensive Plan.
7.The use proposed which is the subject of this will, in fact, constitute a conditional use as
determined by City policy.
8.The Planning and Zoning Commission recognized the concerns of the Bedford Place
Homeowners expressed in their letter dated December 9, 2002 .
RECOMMENDATION TO CITY COUNCIL OF APPROVAL OF CONDITIONAL USE PERMIT FOR KATHY

RECOMMENDATION
The Meridian Planning and Zoning Commission hereby recommends to the City Council
of the City of Meridian that they approve the requested Conditional Use Permit as requested by
the Applicant for the property described in the application, subject to the following:
A. Adopt the Recommendations of the Planning and Zoning and Engineering staff as
follows:
Site Specific Conditions
1. All landscaping shall be continuously maintained and any dead or dying
vegetation shall be replaced upon request from the City.
2. No signage is permitted as part of this application. If any is proposed it shall be in
compliance with the City of Meridian’s Sign Ordinance. Temporary or portable
signs or banners are prohibited, and will be removed upon 3 days notice to the
applicant.
3. All construction and site improvements shall conform to the requirements of the
Americans with Disabilities Act and the UBC (1997 Uniform Building Code).
The UBC defines all buildings used in the daycare of 6 or more children as an E-
III occupancy and must then meet all standards as set forth in the UBC for such an
occupancy.
4. The applicant shall meet all of the licensing requirements of the State of Idaho
prior to beginning operation. A copy of the State license shall be submitted to the
Clerks office for inclusion in the City’s records.
5. Prior to any use of the residence as a group childcare home, the residence shall be
inspected by the Meridian Fire Department and Meridian Planning & Zoning
Department for compliance with all relevant city ordinances and conditions.
6. Pursuant to the applicant’s letter submitted with the application, no more than 12
children per day (cumulative), plus her own children, may be cared for by the
applicant at her home located at 410 N. Edgar Court.
7. The Conditional Use Permit for the proposed Group Childcare Home located at
st
410 N. is temporary, and shall be terminated and expire on March 31, 2003.
B. Adopt the Recommendations of the Meridian Fire Department as follows:

1. A Daycare Center is required to pass a fire inspection as outlined by the State
Marshal’s Office.
2. Meet the requirements of the 1997 Uniform Fire Code & Building Codes.
C. Adopt the Recommendations of Central District Health Department as follows:
1. Applicant must contact Susan Simons at CDHD, 327-8530, regarding licensure.
