The Fields is located west of Owyhee Storm Avenue and south of McMillan Road extending to Can Ada Road. The Fields Subarea planning area is approximately four-square miles and is bound by Ustick Road, McDermott Road, Chinden Boulevard and Can-Ada Road in northwest Meridian. The Fields Subarea Plan is intended to build upon the vision and intent of the 2019 City of Meridian Comprehensive Plan; continue to grow the employment base; and integrate high-quality neighborhoods, parks and pathways, and schools with a mixed-use activity center to serve as a hub for surrounding neighborhoods, and integrate neighborhood-scale retail and services, office, civic, and park space. As individual preliminary plats are submitted within the area, the Ada County Highway District (ACHD) will provide detailed analysis of street layout, street design and construction, and will be a signatory on the plat. The Fields Description The 480-acre site is anticipated to be fully built out by 2040 (depending on market conditions) and is proposed to consist of the following: • 2,367 residential units • 890 single-family homes • 405 townhomes • 1,072 multi-family dwelling units • 329,000 square feet of mixed-use commercial land uses • 48 acres of industrial uses • 41 acre city park In 2040, at full build out, the traffic impact study estimates that the site will generate 37,571 trips per day with 3,145 trips in the PM peak hour. The traffic impact study estimates that at build out approximately, 3.6% of the daily trips would be captured within the development due to the proposed mix of uses. 2. ACHD Planned Improvements Due to the site's proximity to ITD's SH-16 extension project and ACHD's acceleration of widening and intersection projects in the vicinity of the site, some of the site's frontages are currently under construction or will be improved within the next few years consistent with ACHD's FYP and CIP. Most notable is the 2026 widening of Ustick Road to 5-lanes along the site's frontage, Phyllis Canal to Owyhee Storm and the widening and signalization of the Ustick Road/Owyhee Storm Avenue intersection scheduled for 2028. A complete list of programmed improvements in the vicinity of the site and maps is included as appendix d. 3. Traffic Impact Study The purpose of the study was to provide a planning level roadway and intersection analysis for the full build out of The Fields and to highlight roadway and intersection improvements due to site generated traffic of the master plan at full build out. The traffic impact study area for The Fields master plan includes adjacent roadways and intersections and was extended to beyond those to allow for analysis of all the traffic impacts. However, additional improvements may be needed at SH-16 interchange ramps (intersections 3 & 7) and are not currently scheduled for improvements by ACHD. ACHD currently has no plans to widen any of the study area intersections or roadways beyond the planned improvements in the CIP or the lane configurations identified in the MSM. This is consistent with ACHD policy 2106.7.2 Arterial Roadways Constrained by the Master Street Map, which states that no mitigation is required on roadway segments built to the lane configuration identified in the Master Street Map (MSM) Planned Lanes for Preservation. Phasing Plan/Future Traffic Impact Studies a. The phasing plan provided as part of this application shows that The Fields is planned to be constructed in 18 phases over the next 14+ years, depending on market conditions. The first preliminary plat within the development is planned to be 200 acres and includes phases 2,3,4,6,7, and 8 on the concept plan, consisting of 901 residential lots and 43 acres of open space. A traffic impact study with specific findings and recommendations for the first preliminary plat was submitted to ACHD for review and approval. This phasing analysis shall include the size and type of the proposed land uses within each phase and the anticipated mitigation measures necessary with each phase. b. Comments/Recommendations: Consistent with District policy, the applicant should be required to provide an updated traffic impact study with each phase of the development. All TIS submittals, including updates to the TIS must meet ACHD policy requirements at the time of submittal. TIS Update Requirements: An update to the TIS should include the following items: • Updated traffic counts for the impacted roadway segments and intersections listed in the previous TIS; • Information from the built development to date, including actual traffic counts and actual measured trip capture; • Projected trip generation, trip distribution and assignment, and anticipated trip capture for the current phase under consideration (preliminary plat application), based on development of the applicable land uses; • Necessary mitigation measures for the current phase; • Updates to all analysis, conclusions and recommendations found to be out of date or in need of correction based on the updated information; • Meet all ACHD policy requirements for a TIS at the time of submittal. 5. Star/McMillan Center— Fields Subarea Plan The City of Meridan's Fields Subarea Plan identifies a portion of the site along McMillan Road that extends from Owyhee Storm to Star Road as the Star/McMillan Center. The plan notes that this area is envisioned to be a vibrant neighborhood center with destination retail and place making uses. It goes on to discuss main street style mixed-use buildings and focuses on pedestrian-oriented streetscapes with large sidewalks, bike facilities, and pathways. However, there are safety concerns specific to the transitions of the separated two-way bike lanes to the adjacent bike facilities and the width of the planter strips/buffers proposed. The applicant and the city may want to consider a wider pedestrian zone to include bike facilities, and all planter strips/buffers will need to be a minimum width of 8-feet and landscape medians will need to be minimum width of 12-feet if street trees are desired. To be effective for traffic calming, bulb-outs will need to be designed to align at the intersection and provide a minimum pavement width of 24-feet, measured from back of curb to back of curb. If the roundabouts shown in The Fields subarea plan are desired by the City of Meridan, then they should be designed and constructed as single lane roundabouts meeting ACHD policy standards. The east/west mains street roadway (blue) should be constructed as a local commercial street with 10-foot wide MUP or concrete sidewalks. ACHD will coordinate the street section and amenities desired by the applicant and the city as part of the review of the preliminary plat for that phase of the development. 6. Owyhee Center The applicant has proposed a mixed-use commercial center located at the northwest corner of Owyhee Storm Avenue and Ustick Road. This area is identified as a Mixed-Use Center in the city's Fields Subarea Plan. The plan does not provide a detailed description for this area but does note that the land uses should not complete with those in the Star/McMillan Center. The concept plan shows a driveway onto Ustick Road and a local street network that will provide access to commercial development. Ustick Road is classified as a principal arterial roadway and will provide direct access to SH-16. ACHD policy prohibits direct lot access to ACHD if a site has frontage on a lesser classified roadway. In this case the site will have frontage on Owyhee Storm Avenue, a collector roadway, and a new public street, Echo Ridge Street. The concept plan for the Owyhee Center identifies an intersection on Echo Ridge Street as a central axis point connecting the residential and commercial uses in this area. Arterial Roads — Ustick Road, McMillan Road, Star Road, and Can-Ada Road a. Policy: Street Section and Right-of Way Width Policy: District Policy 7205.2.1 states that the standard 3-lane street section shall be 46-feet (back-of-curb to back-of- curb) within 70 feet of right-of-way. This width typically accommodates a single travel lane in each direction, a continuous center left-turn lane, and bike lanes. Street Section and Right-of-Way Width Policy: District Policy 7205.2.1 states that the standard 5-lane street section shall be 72-feet (back-of-curb to back-of-curb) within 96-feet of right-of-way. This width typically accommodates two travel lanes in each direction, a continuous center left-turn lane, and bike lanes on a minor arterial and a safety shoulder on a principal arterial. ACHD Master Street Map: ACHD Policy Section 3111.3.1 requires the Master Street Map (MSM) guide the right-of-way acquisition, arterial street requirements, and specific roadway features required through development. Ustick Road, McMillan Road, Star Road, and Can-Ada Road are identified as future 5-lane Residential Arterials on the MSM. b. Comments/Recommendations: Consistent with District policy, the applicant should be required to dedicate 50-feet of right-of-way from the centerline of Ustick Road, McMillan Road, Star Road, and Can-Ada Roads abutting the site. Additional right-of- way dedication may be needed to accommodate the construction of turn lanes on the arterial roadways as recommended in future traffic impact studies. Collector Roadways — Owyhee Storm Avenue, North/South, and East/West Collector Roadways a. Policy: Street Section and Right-of Way Width Policy: The MSM identifies an existing collector, Owyhee Storm Avenue, abutting the site's east property line and 2 new mid-mile collectors extending north/south between McMillan and Ustick Road and east/west between Owyhee Storm Avenue and the north/south collector. i G a_ CG �7 - usTicK so *Blue=MSM Collectors Red =Applicant's Proposal Orange=ACHD Recommendation Consistent with the MSM, the applicant will be required to construct the new collector roadways adjacent to or through the site. The applicant has proposed relocating the north/south mid-mile collector shown on the MSM west approximately 1,750-feet (shown in red). Staff is supportive of this proposal as it will move the north/south collector off of the Phyllis Canal (the road is currently shown on top of the canal), will reduce the number and size of bridge crossings over the Phyllis Canal and Five Mile Creek and it will provide access to a regional city park. It is recommended that the east/west mid-mile collector be moved south at its intersection with Star Road (shown in orange). This will allow for a complete street to be constructed within The Fields between Owyhee Storm Avenue and Star Road. This enables future extension of the roadway on the west side of Star Road across from the site without an offset in the intersection alignment, as the Bureau of Reclamation owns the property directly at the mid-mile which would make extending the road infeasible in the future. connecting you to more Ada County Highway District•5800 N Meeker Avenue- Boise,ID-83713-PH 2O8-387-6100• FX 345-7650-www.achdidaho.org The exact alignment and design of the collector roadways will be determined with future preliminary plat applications. The traffic impact study notes that Owyhee Storm Avenue between Ustick Road and McMillan Road will need to be a 5-lane collector roadway to accommodate total traffic conditions in 2040. Consistent with this finding additional right-of-way will be required along Owyhee Storm Avenue abutting the site. 9. Bridges for Canal Crossings Phyllis Canal, Five Mile Creek, McFadden Drain, Settlers Canal, Safford Sublateral, and Eight Mile Lateral are all located within the site and require the construction of bridge crossings. The applicant should look for ways to reduce bridge crossings throughout the development due to long term maintenance and replacement costs. The District will require that ACHD have approved plans for the all of the bridge crossing within The Fields master plan planning area prior to the pre-construction meeting and final plat approval. Note: Timing of project plan submittals should take into account review times, lead time for precast members and potential roadway closures. To ensure construction prior to irrigation season, approval of the project plans must be attained by January 15th. The District retains the right to modify road closure approvals on any project based on the needs of the District. Construction of projects approved after January 15th may be postponed until after irrigation season is over in October. It is recommended that bridge submittals be submitted before the end of the current irrigation season to ensure the best time frame for construction is attained. Submittals will need to include the street section extending over the bridge to ensure the requirements of the roadway are met. 10.Summary As part of future development applications within The Fields, ACHD will require a traffic impact study (if warranted), provide a detailed review of the proposal, and provide a staff report with detailed information and site specific conditions of approval. the Phyllis Canal to Owyhee Storm Avenue in 2026. • Star Road (Phase 1) is scheduled in the FYP to be widened to 5-lanes from Chinden Boulevard (US 20/US 26) to State Street (SH 44) in 2029. • Star Road (Phase 2) is scheduled in the FYP to be widened to 5-lanes from Chinden Boulevard (US 20/US 26) to State Street (SH 44) in 2030/2031. • Ustick Road is scheduled in the FYP to be widened to
