The following will be required for development of the proposed project:
CONDITIONS OF APPROVAL- PATHWAYS
1. The project developer shall design and construct multi-use pathways consistent with the location and
specifications set forth in the Meridian Pathways Master Plan Map and Master Pathways Plan Document
Chapter 3). Any proposed adjustments to pathway alignment shall be coordinated through the Pathways
Project Manager. Interactive Pathways Map
2. Prior to final project approval the applicant shall dedicate a public access easement for the following multi-
use pathways:
• 10' wide detached multi-use pathway will be required along the following major roadways: Star Rd,
Owyhee Storm Ave, Ustick Road
• North/south pathway connection—The master plan shows a pathway connection running from Ustick
Rd to the Fivemile Creek. Because there's no direct north/south roadway running through the site,
provide 10' detached sidewalk on the north/west side of Echo Ridge Street between Ustick Rd. and
Owyhee Storm.
a. 10' pathway has been added to the north/west side of Echo Ridge
• The pathways master plan currently shows 10' multi-use pathway along the Northwest Pipeline
alignment and along the Sky Pilot Drain.Two parallel routes will not be required in such close proximity
to each other,especially given the extensive amenities depicted along the pipeline easement. However,
the City will require that the pathway shown along the Sky Pilot Drain make a complete 10' wide
connection between Echo Ridge Street and Star Rd.
a. Pathway connection has been made to Star Rd.
• Pathway along the south/west side of the Teeter Drain (shown on City Maps as McFadden Drain)shall
make a complete 10'wide connection between Owyhee Storm and the Fivemile Creek Pathway.
a. A complete pathway cannot be provided due to the Fivemile Creek Easement. Further
coordination is required to determine if the canal district will allow a pathway within the
easement.
• Provide 10'wide multi-use Pathway on the south side of the Fivemile Creek within the common open
area between the Teeter Drain (McFadden) and Star Rd.
a. A 10' path is provided along the south of Fivemile.A complete connection cannot be made to
the pathway along Teeter Drain due to the Fivemile Creek Easement.See similar notes in above
comment.
• Per the pathways plan, provide multi-use pathway on the North side of the Fivemile Creek,free of the
irrigation access road.May be constructed with future development phases north of the Fivemile Creek.

a. A 10' path is provided along the south of Fivemile and will continue its connection to the citys
master pathways plan.
• Add pathway within a dedicated pedestrian access easement between the lots on Boulderado Street
to connect pedestrians south of Boulderado Street to the Teeter Drain Pathway. Should roughly align
with Poppy Path Street to the south.

3. Easement Information - Easements shall be a minimum of 14' wide (10' pathway+2' shoulder each side),
or wider as needed to include landscape. All pathways shall be located outside of irrigation district
easements unless permission is specifically obtained from the governing irrigation district. Easement need
only be dedicated for multi-use pathways that lie outside the public ROW. See ACHD dedication
requirements for pathway easements parallel to public roadways.
Use standard City template for public access easement. Submit all easements online through Citizen's
Access Portal.
4. Construct multi-use pathways per paving section based on existing site conditions as recommended by
project civil engineer in accord with UDC 11-3A-8 and 11-313-12. Prior to final approval the applicant's
engineer shall provide written documentation(stamped plans depicting recommended paving section)that
the pathway segment was constructed per the recommended specifications.
5. The owner (or representative association) of the property affected by each public access easement shall
have an ongoing obligation to maintain the multi-use pathway.
6. 6'high open vision fencing shall be installed between pathways and(live)water irrigation canals and laterals
(not required for drains) as detailed in the Meridian Pathways Master Plan, Chapter 3, page 3-5. All other
fence details per UDC 11-3A-7.
7. Project developer shall be responsible for obtaining license agreement and other permission(s) as required
for constructing within irrigation district easements.
8. Should any discrepancy exist between these conditions of approval and the requirements of the irrigation
district,the developer shall work with Pathways Project Manager to achieve a pathway design that meets
both City and irrigation district objectives.City requirements as stated shall not (nor are they intended to)
override those of the irrigation district having jurisdiction over the project area.
