Hello and good day, Thank you for the opportunity to comment on the proposal to increase in the number of houses in the Skybreak community. As residents of this community, we are concerned that the addition of 38 more families to the Skybreak neighborhood will put a strain on the Skybreak amenities. We are not in favor of it. 1. Please see the attached pictures. The current pickleball and park amenities are not secured. The Skybreak pickleball court depicted in the attached pictures is relatively new. It is cracked, the concrete is shifting, holes are beginning to appear on the court and the net is damaged. The court is not currently safe to play on. The current HOA, run and controlled by the developer, has not taken preventive measures to limit the liability associated with the damaged court. This puts all homeowners at risk. Skvbreak is a new community. If this is the condition of the court with only a limited number of households currently in residence, imagine what the condition of these amenities will be with the increased usage. 2. The pool is also small for a community of this size. It is an unattended pool. a. Does it have a capacity limitation for safety purposes? Is that capacity reflective of the number of houses now currently being proposed? b. What yardstick does the county use to determine if the size of a pool is sufficient for the community built around it? The Century Farm Subdivision, located down the road has 675 building lots (337.5 building units per pool) and 2 pools per the internet advertisements (reference:buildidaho.com). If the additional housing is approved, Skybreak will have 391 building units per pool. This could lead to unsafe capacities as community members invite their friends and families to utilize the pool over the summer months. 3. Is there a county metric/yardstick to determine the need for a given number of dog parks based upon housing units? 4. All homeowners in the subdivision are impacted by the proposed increase in the Skybreak Community. Why was a courtesy letter and/or meeting was not provided to ALL homeowners in the community informing them of the proposed increase in housing units? Why are prospective homeowners not being advised of the proposed increase in housing units? The sign located outside of the community cannot be easily seen by the community members. Why was this sign not located inside the gates of the community where it could be read by the community members? 5. The four-way intersection at E Cedarhurst and S Ferndale Way currently does not have stop signs to direct the flow of traffic. It is dangerous. The proposed increase in housing will lead to increased traffic by homeowners and guests as they “meet up” to utilize the amenities in Skybreak. Is there a plan to install stop signs to mitigate the accident risk? 1 Again, thank you for the opportunity to ask these questions and discuss this proposal.
