To: Meridian City Council, Meridian City Planning and Zoning Committee, Ada County Highway District Commissioners I am writing to you in regard to the Latitude 43 project that backs up to the Woodbridge Subdivision. I believe it is irresponsible to move any proposal forward prior to creating a feasible solution for the safety and thru-traffic issue for the homeowners in the Woodbridge subdivision. All three organizations on this email have been aware of this issue for at least the last 22 years. It is brought forward each time a new developer comes before you, and as soon as the developer delays or sells, this issue is dropped. We cannot afford to have it dropped again. I voted yes for the traffic bollards, as proposed by the Mayor, because I wanted to be on record that I agree something needs to be done. But if we are realistic, neither side of our neighborhood can afford to be blocked off completely. Our HOA Board members did as they were asked, to survey the homeowners and come back with a response. But to agree to a “quick fix” is irresponsible for all parties. I propose a task force be formed, with members from City Council, P&Z, ACHD, and Woodbridge, tasked to find a workable solution for members of the Woodbridge Subdivision, regardless of whether Latitude 43 is approved or not. There must be willingness for all parties to work together, possibly allowing exemptions to current policies, in order to create a long-term solution. Currently forcing all traffic out one entrance is unrealistic. To the east, all of the intersections are dangerous, and both outlets to Eagle Road are regularly backed up and often dangerous to enter traffic from. To the west, there are multiple businesses and residences already entering onto Locust Grove less than ½ mile from our entrance. With 1 the addition of the West Ada CTE building, and the land that will be developed across from ICOM, the traffic will get worse, with more cars using the turn lane. Traffic backs up in both directions, from Overland and Franklin, to our entrance. Add in any winter weather and ice, and we will not be able to exit. I understand the City of Meridian is growing. I understand developers have the right to develop property. But we have a right to ask for our neighborhood streets to be safe and our property value to not be diminished. Several homeowners have proposed other solutions in light of the proposal, by the Mayor, of bollards at Magic View. I urge you to take time to work as a group to find a solution to this issue. Respectfully, Catherine J Carson 2203 E Bowstring St Meridian, ID 8342 2
