The subject site is located at 4315 N Ten Mile Road and is approximately 8.87 acres. Site Characteristics The subject property has historically been developed with a single-family residence, accessory outbuildings, and open pastureland. The surrounding area includes a mix of established neighborhoods, commercial uses, and public facilities, reflecting a transitional corridor within Meridian's priority growth area. •North: Immediately north of the site is the Drawbridge Subdivision, a nine-lot low-density residential neighborhood, along with one unincorporated Ada County parcel that directly borders the application area. •East: To the east lies the Bridgetower Crossing Subdivision, a medium-density development featuring a mix of single-family homes and complementary commercial uses fronting Ten Mile Road. • South: The southern boundary of the site is adjacent to unincorporated county parcels as well as several existing self-storage facilities. •West: Parcels to the west are owned by the City of Meridian, contributing to a stable long-term public land use pattern in this area. The subject site is an underutilized single-family property surrounded by a diverse mix of land uses, including low and medium-density residential neighborhoods, commercial development along Ten Mile Road, and publicly owned land. Its location at the intersection of established subdivisions, service-oriented commercial uses, and municipal property creates a natural opportunity for thoughtful infill. The site is well positioned to transition from a rural residential/pasture use to a more efficient and compatible development pattern that aligns with Meridian's goals for strategic growth, improved connectivity, and maximizing existing infrastructure. �D&�a BLUEBERRY HILLS BLUEBERRY HILLS SUBDIVISION Annexation, Zoning& Comprehensive Plan Goals The subject site is designated as Low-Density Residential and Office on the Meridian Future Land Use Map. This designation is intended to support convenient,neighborhood-scale commercial and office uses while maintaining a predominately low-density residential character. It encourages innovative site design and the provision of larger estate-style lots, ensuring a thoughtful transition between residential and light commercial uses. The application is proposing to annex and zone the site with a L-O (2.14 acres) and R-4 (7.22 acres) zoning designation. We strongly feel that this application meets the following comprehensive plan goals: Chapter 3 —Evolving Community • Encourage infill development(3.03.01E). • Plan for connectivity between annexed parcels and county enclaves that may develop at a higher intensity (3.03.4A). • Support the inclusion of small-scale neighborhood commercial areas within planned residential developments a park of the development plan, where appropriate (3.06.02A). • Monitor and adjust the amount and mix of industrial, commercial and office area need to meet the employment needs of the city(3.06.0 113). • Encourage the development of supportive commercial near employment areas. (3.06.02C). • Encourage compatible uses and site design to minimize conflicts and maximize us of the land(3.07.00). • Locate smaller scale, neighborhood-serving commercial and office use clusters so they complement and provide convenient access from nearby residential areas, limiting access to arterial roadways and multimodal corridors (3.07.02B). To summarize we feel that our request of L-O and R-4 zoning, aligns closely with several key goals of the Comprehensive Plan outlined above. Specifically, the project supports infill development, improves future connectivity with surrounding parcels, and incorporates small-scale neighborhood commercial uses that complement nearby residential areas. The proposal also advances the City's goals to provide an appropriate mix of commercial and office opportunities near employment areas, ensure compatible site design, and locate neighborhood-serving commercial uses where they can offer convenient access without overburdening arterial roadways or multimodal corridors. `O&�a BLUEBERRY HILLS BLUEBERRY HILLS SUBDIVISION Preliminary Plat Blueberry Hills is an infill community that will consist of twenty(20)residential lots and three (3) commercial lots. The breakdown of the lots is as follows: Overall Project Data Single Family Residential Lots 20 Commercial Lots 3 Common Lots 11 Maximum Residential Lot Size 12,270 s.f. Gross Dwelling Units Per Acre 2.77 units per acre Average Lot Size 0.23 acres Existing sewer and water mains are available within Ten Mile, these services will be extended along the site's public street frontage. Phase 1 will be served by the White Drain Trunkshed. The remaining five(5) buildable lots and one(1) common lot, identified as Phase 2, are proposed to be served by the Black Cat Trunkshed once sewer infrastructure becomes available. �-0-a BLUEBERRY HILLS BLUEBERRY HILLS SUBDIVISION Please refer to Exhibit C for detailed phasing and trunk sewer service information. Storm drainage will be retained on site and any discharge into a storm water facility will not exceed development flows. This development is proposing underground seepage beds, some lots due to fill and grading requirements will have individual drainage swales to collect runoff. All public storm drainage facilities will be designed in accordance with City of Meridian and ACHD drainage policy. Each lot will have pressurized irrigation. The existing house and outbuildings will be demolished. The developer understands and respects the importance of dark-sky lighting for this area. Blueberry Hills Subdivision will provide dark sky outdoor lighting throughout the site to minimize glare and light pollution onto neighboring properties and throughout the immediate area. Easement Vacation Two (2) ingress/egress easements run across the site. These easements are 50' and 30' wide that contain Elk Bugle Lane that is a private road. This open space network is designed to create a strong visual identity for the neighborhood while enhancing overall livability. The community features well-landscaped areas integrated throughout the development. At the heart of the project, a central amenity area includes a large pond, walking paths, and a covered picnic shelter—providing a peaceful, scenic space for residents to relax and gather. Several adjacent homes will also benefit from waterfront views, further elevating the character and desirability of the neighborhood. Neighborhood Outreach Neighborhood outreach has occurred multiple times over the past year, demonstrating our commitment to keeping nearby residents informed and engaged. The first neighborhood meeting was held in 2024 with approximately six(6)people in attendance. During this meeting, neighbors expressed concerns about the existing house on the property, noting a preference for it to be demolished and for the site to receive a low-density zoning designation consistent with the home located north of the property. A second neighborhood meeting was held on Tuesday, July 9, 2025, with eight (8) people in attendance. At this meeting, the conversation centered on the proposed private drive and the potential rerouting of the road into the subdivision. These two meetings have provided valuable feedback and demonstrate the project team's effort to conduct meaningful and proactive outreach throughout the entitlement process. Summary Blueberry Hills is a thoughtfully planned mixed-use residential community designed to bring comfort,convenience, and charm to this area of Meridian. The project blends quality single-family homes with three light-office/commercial lots, offering convenient neighborhood services that enhance walkability and everyday livability. This mix of uses provides a seamless transition between residential and small-scale commercial activity, supporting a vibrant and well-balanced community that blends into the existing fabric seamlessly.
