The applicant, Clayton Jones, testified in favor of the application. ? Skip Hofferber, owner of the Taco Time behind Chevron, testified with concerns about congestion on the property and submitted photos into the record. ? Phil Atteberry, representing KFC, testified with concerns about the drive thru stacking into the drive aisle and blocking access to KFC; he also had concerns about whether there was adequate parking proposed. He stated that almost any use would be fine as long as it does not have a drive thru. ? Jonathan Gibbs, owner of the property, testified about parking arrangements for the properties he owns and that the ‘Welcome to Meridian’ sign would not be allowed at the location depicted on the site plan because of his lease with KFC. ? Key issues of discussion and questioning by the Commission included: 1.‘Welcome to Meridian’ monument sign amenity. 2.Congestion, circulation, stacking and parking. Key Commission Changes to Staff Recommendation: ? None Outstanding Issues for City Council: ? The motion noted that the applicant must come prepared to the Council meeting ready to discuss the “second amenity”. Since the property owner testified that the ‘Welcome to Meridian’ would not be allowed on the property as shown, the applicant agreed to approach ACHD about a license agreement to place it in the right-of-way. If the sign is placed in the right-of way, the requirement for an easement (in condition #2) will not be needed. ? SSC comments state that access to the trash enclosure is not adequate and that the planter in front of it must be cut to provide drive-on ability for their trucks. This issue was not discussed at the Commission hearing. SSC’s comments have been added to the recommendation to facilitate discussion of the issue.
