DISCUSSION TOPICS [ACTION ITEM]
1. Impact Fee Committee Bi-Laws
a. Legal Staff provided an overview of the Impact Fee Advisory Committee Bi-
Laws
b. No changes to the current committee approach
c. Motion (Cozby) and second (Ward) to move bi-laws to move to City Council
for formal adoption
2. Level of Service Calculations
a. Parks
i. Developed land level of service (acres per person) is falling a little
behind. Parks has time to execute.
ii. Facilities (sqft per person) will be updated as the Community Center’s
groundbreaking was yesterday 2/19/26
b. Police and Fire
i. Residential is falling a little behind, whereas non-residential are closer
to the level of service goal
ii. People are moving here faster than the City’s ability to build to
maintain the level of service goal
Impact Committee can make the proposal to lower the level of services
3. New Impact Fee Study Timeline
a. Per Statute – Impact Study update every five years
b. Last update was in 2023; next update is in 2028.
c. Recommend 9 months of development period, target start process no later
than Feb 2027
d. Park is ready to go, Fire and Police are not
e. Motion (Cozby) and second (Wardle) to revisit Impact Fee Study Update
Timeline in Q3 2026
4. Impact Fee Fund Financial Update
a. Staff provided an update on current Impact Fund Balance results
