HomeMy WebLinkAboutCC - Amenity Narrative Amenity Narrative— Phase 2 and Overall Project The purpose of this narrative is to clearly document how the amenity program for Burnside Ridge Estates has evolved from what was originally proposed and approved to what is now being delivered, both in Phase 2 and across the overall project, and to demonstrate how the current proposal represents a substantial enhancement and acceleration of the community's amenity package. Approved Phase 2 vs. Currently Proposed Phase 2 Amenities Originally Approved Phase 2 Amenities Under the approved Preliminary Plat and associated Open Space and Amenity Plan, Phase 2 was intended to deliver the majority of the project's primary amenities (see Exhibit A), including: • Community Clubhouse (6 pts) Bike Repair Station (1 pts) Swimming Pool (4 pts) Pickleball Courts (8 pts) Outdoor Fitness Circuit Stations (2 pts) Livestock Sculptures &Grain Bin Sculpture (2 pts) Children's Play Structure & Nature Play Area (1 pts) • Shaded Picnic Area (2 ea.) (4 pts) 10' Multi-Use Path (partial) (2 pts) Collectively, these amenities represented 28 amenity points out of the 42 total amenity points anticipated for the overall project under the approved Development Agreement and Preliminary Plat. As described in the Phase 1 narrative, the majority of these amenities are now being delivered earlier and redistributed primarily within Phases 1 and 3 (see Exhibit B for additional detail). Phase 2 Boundary Original Amenities For clarity, when the originally approved Open Space and Amenity Plan is overlaid onto the current Phase 2 boundary, no amenities fall within the Phase 2 area. Accordingly, Phase 2, as currently configured, was not originally anticipated to contain any amenity points under the approved plan. Current Phase 2 Final Plat Proposal Phase 2 in the approved preliminary plat, under the current boundary, included 43 buildable lots and 6 common lot, which provided approximately 29,000 square-feet of open space. As presently proposed, the Phase 2 in the final plat application includes 44 buildable lots and 9 common lots, providing approximately 101,500 square-feet of open space. The Phase 2 Final Plat application now proposes a set of neighborhood-serving amenities that complement the central amenity core delivered in Phase 1, while also distributing recreational and quality-of-life features throughout the community to improve walkability and access. The proposed Phase 2 amenities include: • Tot Lot/Linear Play Trail (3 pts) • Dog Park (2 pts) • Pet Waste Stations (.5 pts) These amenities represent 5.5 amenity points delivered within Phase 2, in addition to multiple park benches and passive seating areas that are not assigned amenity points but further enhance the usability and character of the neighborhood. When considered together, Phases 1 and 2 now deliver approximately 42 amenity points, compared to 30 amenity points that were originally anticipated to be delivered across Phases 1 and 2 under the approved Preliminary Plat and Open Space and Amenity Plan. Current Overall Amenity Package vs Development Agreement Amenities Anticipated in the Development Agreement Per the Development Agreement recorded on November 7, 2024, the overall project anticipated a total of 42 amenity points, with amenities generally distributed throughout later phases of development. Current Overall Amenity Proposal The updated overall amenity package is expanded and accelerated, totaling approximately 63.5 amenity points, to be delivered through the final plat applications. The proposed amenities include (see Exhibit B for additional detail): • Multi-modal bicycle infrastructure (storage and repair) • Extensive multi-use pathway system • Multiple open space commons (orchard and meadow concepts) • Clubhouse and pool complex with dedicated restrooms • Pickleball and basketball facilities • Multiple shade pavilions/ramadas • Tot lots, linear play trails, and play circuits • Fitness course • Pet amenities This represents an increase of over 50% above the originally anticipated amenity point total, while also significantly improving the diversity, functionality, and day-to-day usability of the amenities being provided. Acceleration and Community Benefit Beyond the numerical increase in amenity points, one of the most significant enhancements is timing. Many of the project's most impactful amenities, pool, clubhouse, courts, pathways, and open space commons, are now available to begin immediately following phase 1 final plat recording, and continued through deliver of phase 2, rather than deferred to later stages of development. This accelerated delivery: • Establishes a strong sense of place early in the project lifecycle • Provides immediate recreational and social benefits to residents • Reduces the gap between initial occupancy and full community buildout • Aligns with the City's goals for livable, walkable, and well-served neighborhoods Conclusion The current proposal for Burnside Ridge Estates does not merely meet the expectations set forth in the approved preliminary plat and Development Agreement, it substantially exceeds them. The project now delivers: • More amenities • Higher-quality amenities • Earlier in the development timeline Taken together, the revised amenity program represents a meaningful improvement to the project and a clear benefit to future residents and the broader Meridian community.
