To whom it may concern,
This narrative is in response to my client's resubmittal for Conditional Use Permit (CUP)
Approval for the Strate Apartments within the City of Meridian, Idaho. The attached drawings
describe the changes as required per the Staff Report to the Planning and Zoning Commission
dated May 1 ih, 2007. The changes to the drawings submitted in March 2007 are as follows:
1. A 25'-0" Landscape Butter has been added immediately South of the 35'-0" Ada County
Highway District Right-of-Way (ROW) per fity of Meridian requirements.
2. (2) Amenities have been provided for this Multi-family development under (20) units and
they include a Walking Path in the Common Area on the West side of the property
(meeting the recreation requirement) and a picnic area with a barbeque and picnic
benches at the end of the private street on the South End of the property (meeting the
open space requirement).
3. The fence on the West side of the property shall be open vision 6'-0" high chain link
fencing painted to match vinyl fencing per Meridian Police Department
recommendations. The South and East sides of the property shall be closed 6'-0" high
vinyl fencing, Fencing shall be installed right up to the property line in all (3) locations.
No fencing is planned between the duplexes per Meridian Fire Department
recommendations.
4, "No Parking" signs shall be installed OR curbs shall be painted red in accordance with
City of Meridian requirements on the private street.
5. The private street shall provide ingress/egress easement to all (12) units AND the parcel
to the west.
6. The buildings will have an exterior cladding of fiber cement board siding of both lap
siding as well as board an-d batten siding The colors shall be provided at the June 7th
meeting. The roof material shall be asphalt shingles. The windows shall be low-e
insulated vinyl windows. See the building elevations attached for more detail.

7. See the attached Overall Street Elevations to view the buildings with the landscape and
the setbacks on the site.
8. The west side of the property contains a 20'-0" sewer easement for the existing sewer
main that runs underneath that side of the property. Because of the sewer line, no trees
are proposed for the west side (see attached Landscape Plan).
9. The inside radii for the emergency turnaround is 28'-0" per the Meridian Fire Department
(MFD). The outside radii is 48'-0" per MFD.
10. The irrigation ditch shall be tiled per authorities having jurisdiction (AHJ).
As all of these requirements are met, this project shall be seen as a benefit to the City of
Meridian and the surrounding neighborhood of East Pine Street.

NARRATiVE.... CITY OF MERIDIAN PRIVATE STREET APPLICATION
Wednesday May 30th, 2007
To whom it may concern,
This narrative is in response to my client's application for a private street within the City
of Meridian, Idaho. The attached drawings describe the standards as listed in the Meridian
Unified Development Code 11-3F-4 for Private Streets. The street has (1) ingress/egress
easement off of East Pine Street in Meridian. The connection point is under review by the
transportation authority, Ada County Highway District. The street provides sufficient
maneuvering area for emergency vehicles as approved by the Meridian Fire Department (see
attached eMmail from Joe Silva of the Meridian Fire Department). No gates or obstacles are
allowed on the private street.
The private street shall be constructed according to ACHD standards or as approved by
the City of Meridian by our licensed Civil Engineer. The street width is designed to be 24'-0"
from inside face of curb to inside face of curb. The West side of the street shall have a 5'-0"
attached sidewalk. All drive aisles shall be posted as fire lanes either by painting the curbs red
or with signage as determined by the Owner and the City of Meridian.

ACHD does not Usually comment on the intemal configuration of private roads. Of primary concern to the
Dis"trict is where the Private road meets the pUblic right-of-way. , have iooked over YOur atiached drawings
and "they appear to meet the right-of-way (Pine) and intersection requirements that were ievied In my staff
repo" of a few weeks ago (MCUP-07 -011; attached). It you have questions regarding how to construct a
road to a pUblic standard (/SPWCJ. I would recommend contacting the ACHD Deveiopment Review (the
tolks Who will be reViewing your construction drawings when you sUbm. them). Let me know ff you have
