Comprehensive Plan Amendment to Amend the Future Land Use Map of the
Comprehensive Plan by updating and revising the Meridian Pathways Master
Plan pathway network.
1. SUMMARY DESCRIPTION OF APPLICANT'S REQUEST
The applicant, The City of Meridian Parks and Recreation Department, has applied for an amendment to
the Future Land Use Map of the Comprehensive Plan. The requested map amendment specifically
addresses the city wide pathway network that is indicated on the Future Land Use Map. The purpose of
the amendment is to update and revise the city wide pathway network.
2. SUMMARY RECOMMENDATION
Staff has provided a detailed analysis of the application below. Staff is in agreement with the applicant's
request, and believes that updating the pathway network on the Future Land Use Map has various benefits
to the city. Staff is recommending approval of CPA-07-003 per the Analysis in Section 8 and the
Findings listed in Exhibit D of this staff report. However, Staff is recommending that the subject
CPA be continued until April 19, 2007, to allow the Commission adequate time to review all of the
proposed CPA's in detail and make a recommendation on the same night.
NOTE: The Commission is allowed to recommend amendments to the Comprehensive Plan for text
changes at any time. The Commission is only allowed to recommend amendments to the Comprehensive
Plan map every six (6) months. It has been more than six months since the Commission has
recommended a change to the Comprehensive Plan Future Land Use Map. After making a
recommendation on the subj ect application, the Commission will have to wait at least six months before
recommending any additional changes to the Map.
The Meridian Plannin!! and Zonin!! Commission heard this item on April 5 and April 19. 2007. At
the April 19th public hearin!! the Commission voted to recommend approval. with the chan!!es
recommended by Staff in Exhibit B.

safety and losine property if the pathway. landscapin!! and fencin!! are installed
as proposed within the text of the concurrent Pathways Plan that is proposed bv
the Parks Department.
ii. The Fire Department has commented that they would like to see the pathways
capable of supportin2 75.000 pounds: a 20' wide pathway with 10' paved
surface and 5' feet of 2ravel on either side ofthe paved surface (see Exhibit C).
iii. The chanees to the network in the Ten Mile Area shown in Exhibit B.1 coincide
with the proposed Ten Mile Future Land Use Map that was recommended for
approval bv the Plannine & Zonin2 Commission on April 19. 2007. That
iteration of the Ten Mile Future Land Use Map included a 2feenbeltlpark
corridor adiacent to a rerouted Purdam Drain. Exhibit B.1 includes a pathway
se!!ment alone the rerouted drainside !!reenbelt. The affected propertv owner
indicated to staff that the irri2ation district will not allow the relocation of the
drain. and land use revisions were made to the Ten Mile Future Land Use Map
to accommodate the existin!! drain ali!!nment at the Mav 22. 2007 City Council
hearin2. One of those chan!!es was movin!! the !!reenbeltlpark desi2nation in the
Ten Mile area so that it is adiacent to the existin!! ali2nment of the Pur dam
Drain. Since the !!reenbelt/park desi2nation moved to coincide with the existine
ali!!nment of the Purdam Drain. staff recommends the same for the proposed
pathway se!!ment as shown in Exhibit B.2.
3. APPLICATION AND PROPERTY FACTS

e. Description of Applicant's Request: The applicant is requesting approval for an
amendment to the Future Land Use Map of the Comprehensive Plan. The applicant is
proposing to amend the Map by revising and updating the city wide pathway network.
f. Applicant's Statement/Justification (see Applicant's application and letter): "Approval of the
proposed Meridian Master Pathway Plan land use map amendment provides an opportunity for
the city to continue to develop a community wide multi-use pathway system that provides for
connectivity to schools, parks, neighborhood centers, and other city amenities. The community
pathway system will encourage alternative forms of transportation for citizens to get to work,
to school, to businesses, or to simply have a more active lifestyle. The updated Master
Pathway plan map will also serve as an important planning tool for city staff and developers as
the community continues to develop."
4. PROCESS FACTS
a. The subject application will in fact constitute a Comprehensive Plan Future Land Use Map
Amendment as determined by City Ordinance. By reason of the provisions of the Unified
Development Code, Title 11, Chapter 5, a public hearing is required before the Commission
and City Council on this matter.

5. COMMENTS MEETING
On March 16,2007, Planning Staff held an agency comments meeting. The agencies and departments
present include: Meridian Fire Department, Meridian Police Department, Meridian Parks Department, and
Meridian Public Works Department. Staff has included all comments and recommended actions in the
attached Exhibit C. However, as no new development is proposed, the meeting was for informational
purposes only. The Meridian Fire Department was the only department providing comment (see exhibit
C).
6. COMPREHENSIVE PLAN ANALYSIS
The pathway network shown on the Future Land Use Map has not been updated since 2003 and a major
revision to the pathways plan has not been completed since first master pathway plan was developed in
the year 2000. Due to the amount of development that has occurred in the recent past, and the continued
growth of the city, the Parks and Recreation Department in conjunction with the Planning Department
selected a consulting rum (Alta Planning and Design) to perform a study of the pathway network. As part
ofthis study the consultants completed extensive fieldwork which included, walking existing and
proposed pathway alignments with GPS and compiling a photo library of pathway alignments and
linkages. Furthermore, the consultants held two public open houses and four meetings with the pathways
subcommittee of the Parks and Recreation Commission.
As development continues to occur in the city, the pathway system will continue to grow as developers
build their portion of the overall pathway system. One of the major focus points of the study was to
identify sections of pathway that have been installed with development and provide a clear picture of how
the numerous existing portions of pathway could be efficiently and effectively connected. The proposed
pathway network specifically address these gaps in the pathway system and also focuses on connecting
significant features such as schools, parks, public facilities, and major business districts. Much like the
existing pathway network the updated pathway system focuses on a core system of pathways based on the
existing canal system within the City of Meridian. This core system of pathways is enhanced by key
connectors that will provide connections to and through many residential areas while creating a larger
citywide loop.
Staff finds the following Goals, Objectives, and Action items contained in the 2002 Comprehensive Plan
to be applicable to this application (staff analysis is in italics below policy):
. Chapter 6, Goal II, Objective A, Action 3 (page 85): Consider "Accommodating Bicycle and
Pedestrian Travel: A Recommended Approach" from the National Center for Bicycling and
Walking in all land-use decisions.
This policy statement provided by the US Department of Transportation specifically encourages
the use of alternative form of transportation. The publication encourages bicycle and pedestrian
transportation networks such as pathways to be included in all new construction and
reconstruction projects. The proposed pathway network will help to facilitate the inclusion of
pathways in new development projects and redevelopment areas.
. Chapter 6, Goal II, Objective A, Action 5 (page 85): Require pedestrian access connectors in all
new development to link subdivisions together to promote neighborhood connectivity as part of
a community pathway system.

The proposed pathway network specifically addresses linkage and pedestrian connectzvlty
throughout the city. The proposed plan is designed to enhance the existing pathway system and
identify areas where links need to be created.
. Chapter 6, Goal II, Objective A, Action 8 (page 85): Develop alternative modes of transportation
through pedestrian improyements, bicycle lanes, off-street pathways, and transit-oriented
development as appropriate.
The proposed pathway network specifically addresses alternative modes of transportation
throughout the city. Both on and off street pathways have been considered and included as
elements in the overall pathway network In the future this pathway network could help to
support a public transit system by providing means for potential transit users to safely arrive at
designated transit stops or stations.
. Chapter 6, Goal II, Objective A, Action 9 (page 85): Prepare a written bicycle and pedestrian plan
for the City.
The proposed pathway network and Future Land Use Map amendment is only one part of a
larger pedestrian plan that is being created for the city. This entire plan is designed to directly
address the bicycle and pedestrian needs of the city.

7. STATE REQUIRED COMPREHENSIVE PLAN ANALYSIS
Idaho's counties and cities are required by law, Idaho Code 67-6508, to prepare, implement, review, and
update a comprehensive plan which outlines goals and policies for land use. Thirteen elements which
must be addressed in the plan are listed in the Code. These elements are Property Rights, Population,
School Facilities, Economic Development, Land Use, Natural Resources, Hazardous Areas, Public
Services, Transportation, Recreation, Special Areas, Housing, Community Design and Implementation.
Due to the fact that this proposed map amendment focuses solely on the pathway network the majority of
the above mentioned elements do not apply. Listed below are the elements that are primarily related to
this application.
Natural Resources: The purpose of this element is to promote conservation of areas of natural
significance, where appropriate. As stated above the core network of pathways within the city is
proposed along the existing creek, canal, and drain network within the city. Staff believes that
these pathways enhance this network and promote enhancement and enjoyment of these natural
resources.
Recreation: Recreation resources within Meridian include seven City parks totaling
approximately 65 acres. The City is in process of developing new park facilities. The City also

maintains several pathways. The proposed plan will add help the city add to these existing
recreational resources and provide a framework for developers and the city to create a more
complete pathway network throughout the city.
8. ZONING ORDINANCE
This application does not conflict with any requirements contained in the UDC.
9. SUMMARY AND RECOMMENDATION
OveraU staff is supportive of the proposed pathway network, yet upon a detailed review staff
identified several (approximately 40) minor routing clarifications that should be included in the
final pathway network plan. The majority of staffs proposed changes are intended to promote safe
crossings of major and minor arterial streets though out the pathway network. For example, many of the
proposed changes reroute the pathways to signalized intersections were pedestrian crossings would be
more viable. All of staffs recommended changes are mapped and listed in Exhibit B.
It is important to note that the pathway designations indicated on the Comprehensive Plan Future Land
Use Map are only intended as a guide for the city and developers. There remains a certain level of
flexibility regarding pathway locations and routing. Furthermore, the proposed pathway network is just
one element of an overall Pathways Master Plan that will be included in the Comprehensive Parks and
Recreation System Plan at a later date. This overall plan includes more detail about design standards and
specifics that are not included with this map amendment. With that said, Staff is recommending that the
Commission forward on a recommendation to the Council to amend the Comprehensive Plan
Future Land Use Map Pathway Network as proposed by the applicant and modified by Staff in
Exhibit B. The Meridian Plannine: and Zonin!! Commission heard this item on April 5 and April 19.

D. Required Findings from the Unified Development Code
1. Comprehensive Plan Amendment Findings
Upon recommendation from the Commission, the Council shall make a full investigation
and shall, at the public hearing, review the application. In order to grant an amendment to
the Comprehensive Plan, the Council shall make the following findings:
A. The proposed amendment is consistent with the other elements of the Comprehensive
Plan.
The Planning & Zoning Commission fmds that the proposed change to the Future Land Use
Map does not directly conflict with other elements of the Comprehensive Plan. Please see
Sections 6 and 7 of the Staff Report for detailed analysis of how this CPA relates to some of
the elements contained in the Comprehensive Plan.
B. The proposed amendment provides an improved guide to future growth and
development of the city.
The Planning & Zoning Commission finds that the proposal to modify the Future Land Use
Map will increase the ability for alternative forms of transportation though out the city.
Furthermore, the pathway designations allow developers and the city to clearly plan for
pathways as new development is proposed.
C. The proposed amendment is internally consistent with the Goals, Objectives and
Policies of the Comprehensive Plan and the Comprehensive Plan Land Use Map.
The Planning & Zoning Commission finds that the proposed amendment is internally
consistent with the Goals, Objectives, and Policies ofthe Comprehensive Plan. However, the
Commission recognizes the flexibility in the Comprehensive Plan and that the Plan is a
guide, not a hard and fast rule for how the pathway system must occur. Please see Section 6
of the Staff Report for detailed analysis of how this CPA relates to the Goals, Obj ectives and
Policies contained in the Comprehensive Plan.
D. The proposed amendment is consistent with the Unified Development Code.
The Planning & Zoning Commission finds that the proposed amendment does not conflict
with any portion of the Unified Development Code. No development approvals will be
granted as part of this CPA application; all subsequent development applications shall
comply with the UDC.
E. The proposed amendment is in the best interest of the City of Meridian.
The Planning & Zoning Commission fmds that the proposed amendment, as revised in
Exhibit B ofthe Staff Report, is in the best interest of the City.
