1. Approval of Minutes – Attached December and January approved. ES/AF
2. Reports – Monthly Experience Reports Gallagher provided first glimpse of where we
stand. There are items that will need some focus to rein-in the expenditures. RX,
Preventative, Stop-Loss will be focus areas of the Benefits Committee for future
recommendations to the Trust.
Bill: RX advertised on TV seem to be trending, is there a focus to address this? Are their
alternatives?
Josh Sears, Gallagher: Three individuals on Stelara, $600K for those three currently, but
will end up at about $700-$800K annually. Gallagher will be working with BCI to try to
sort out alternatives, discounts or pharmacy options.
Dan at BCI, it is a process to get approved for those high cost drugs. New program
stating for drug sourcing. More expensive drug can be purchased from other contries
with the same regulations. Potential to save approximately 20%.
Monthly Financial Reports – Attached to Invite December P&L shows a very
high claims month. December Balance Sheet balance of just over $1.5M,
bumping up against the reserve amount in our highest claim month.
3. Discussion and Action Items
A. Payments of bills, if any PBL $320 for review of the Data Agreement, paid
ratified AF/ES
B. Discuss actuarial services proposal from Gallagher Gallagher $21,750, Milliman
$21,000- $24,000 plus hourly possible. Trustees in agreement to move forward
with Gallagher. ES/AF
C. Retiree Benefits/Betterworks Assessments update Would like the Benefits
Committee to work through this first before engaging the Trust in in-depth
conversations. Place on the April agenda for continued discussions. Gallagher
continuing to pull additional information.
D. Covid-19 Report, CARES Act and Blue Cross Updates, if any Dan Malloy, 72

members 1 does vaccine as shown as paid claims through BCI. 7 received 2
dose. Providers can get reimbursed through BCI or the Federal Gov’t. So this
may not accurately reflect the entire population. YTD $4,400 in claims. 3 people
tested in week 5 of the 2021 year, no tests in weeks 6 and 7. Telehealth claims
are near zero. Most are headed back to the office for their appointments.
Behavioral health is up.
E. Gallagher Updates, if any Gallagher working with BCI to get quotes for stop-loss
and begin break-even analysis.
Mental health in/out/professional claims for psychiatric care is up. Small dollar
amount, but up significantly. Make sure that we have clear communications on
EAP and providing the right tools to take care of it.
Eric: Do we have the ability to change stop loss this year.
Dan: It would be very difficult if not impossible to change mid-year.
Josh: DOI is requiring contracts be submitted at least 30 prior to plan start.
Working with BCI to ensure that occurs.
