2. INFORMATION: Staff Transportation Project Tracking
o Brian McClure introduced Craige Bergman as the new liaison to the commission
from Long-Range Planning and presented the transportation project tracking report.
No significant updates were noted since the previous meeting, except that City
Council recently reviewed and accepted the Stratford/Touchmark Transportation
White Paper and directed staff to proceed with preservation efforts . Additionally,
Commissioners thanked staff for the improvements made to the formatting of the
Transportation Tracking document, which made changes easier to identify.

3. INFORMATION: ACHD FYP 27-31 Project Process
o Edinson Bautista presented the overview of the 2027-2031 Five Year Transportation
Plan process that kicked off January 5th, 2026. The presentation highlighted the
Five-Year Plan as a tool used to integrate construction and maintenance projects,
prioritize future projects, and coordinate with the public and partner agencies.
Edinson reviewed the current 2026-2030 plan for Meridian, which includes thirty
projects ranging from maintenance to major corridor expansions.
o Edinson also explained the partner agency prioritization approach, which focuses on
maintaining each city’s top three priorities through construction to preserve
funding. This approach allows new projects to advance once construction begins.
Public outreach for the plan is underway from January 22 through February 19, with
comments to be shared with the City of Meridian after February 19th. Key milestones
include prioritization requests from partner agencies March, commission review of
outreach results in May, release of a draft plan in the summer, and final adopt ion
consideration by the ACHD Commission in September.
4. ACTION: ACHD FYP 27-31 Prioritization
o The subcommittee presented its recommended roadway and intersection priorities,
with significant discussion focused on corridor-level prioritization, particularly Locust
Grove Road versus Meridian Road, the conversation addressed connectivity issues in
South Meridian being the primary driver to focus Locust Grove over Meridian Road .
Commissioners stated that Meridian needs improvements on both corridors but
project prioritization with focus primarily on Locust Grove.
o Additional discussion was brought forward about projects already under
construction remaining in the top priority tier, this included a recommendation from
staff to ensure the top prioritized projects for the FYP are projects that still require
funding during the plans stated timeframe, 2027 – 2031. Additional staff
recommendations included the importance of aligning roadway widening with
bridge projects to avoid future reconstruction.
o The commission approved two modifications to the subcommittee’s
recommendations: The revised prioritization list was approved and forwarded to
staff.
o Move 2025’s Priority #7, (Locust Grove Rd. Amity Rd / Victory Rd), to Priority #1
with language revised to reflect a five-lane configuration.
o Move 2025’s Priority #1 (Linder Rd, Overland Rd/ Franklin Rd) to Priority #4.

5. INFORMATION: Use of School Flashers during Lunch Periods
o Erin Sweeney of the West Ada School District presented the recently implemented
use of school zone flashers during lunch periods at all six West Ada School District

high schools, with Erin Sweeney explaining that her role was limited to coordinating
timing with ACHD traffic engineers and school principals. She reported that flasher
schedules are based on how long students take to leave and return to campus, with
consistent times on weekdays with an adjusted schedule on Wednesdays to
accommodate late start. Erin also noted the system is already in operation with no
feedback or complaints reported to her department.
o Commissioners raised concerns about the lack of prior commission involvement,
uncertainty over who authorized the decision, and whether the reduced speed limits
are legally enforceable. Meridian Legal department representative Emily Kane
researched and cited Idaho Code provisions granting ACHD authority to install traffic
control devices and establish school zone speed limits. Several commissioners
criticized the approach as inconsistent with Institute of Traffic Engineers and Manual
on Uniform Traffic Control Devices guidelines, which generally discourages school
zones at high schools and the use of school zones to influence driver’s behavior.
Commission requested that staff include ACHD traffic engineering, law enforcement,
and relevant city and school officials to future conversations.
6. INFORMATION: Temporary Traffic Controls
o Caleb Hood noted that no subject matter specialists were present to answer detailed
questions. Instead, staff played a video presentation from ACHD Director Ryan Head
during the City Council/ACHD Joint meeting on January 13th, 2026. The video shows
ACHD Director Ryan Head explaining ACHD’s approach to installing temporary stop
signs and speed humps in nearby neighborhoods to ad dress construction related
traffic outside of designated detour routes. Director Head explains the intent for
these traffic control measures is a proactive strategy to discourage neighborhood
traffic impacts before complaints arise.
o Commissioners stated that the presentation suggested a policy shift at ACHD,
particularly the apparent use of stop signs for speed control. Additional concern was
raised that speed humps appear to be installed proactively. Commissioners agreed
the topic required further discussion with ACHD traffic engineering staff present,
and staff committed to inviting the appropriate personnel to a future meeting. With
consensus that the issue could not be fully addressed without the right experts in
the room, the commission agreed to continue the discussion at a future meeting.
7. INFORMATION: Ex-Officio Updates
o ACHD – Kelly Bruner reported the kickoff of the next Five-year plan was highlighted
early in the evening by Edinson Bautista. Also noted he will be absent for the next
two meeting due to paternity leave. A temporary replacement will be determined,
commissions congratulated him on the upcoming addition to his family.
o COMPASS – Austin Miller reported that there were no major project updates since
the previous meeting. Mr. Miller took the opportunity to announce an upcoming
COMPASS Education Series event featuring Dr. Tom Sanchez of Texas A&M
University. This education seminar will focus on the practical use of artificial

intelligence in community and transportation planning, with public and professional
sessions scheduled for February 25 and 26.
o West Ada School District – Erin Sweeney provided an update on school boundary
adjustments, explaining that boundaries have gone through multiple refinements
with a focus on safety and operational efficiency. The proposed boundary changes
are scheduled to be presented to the school board for final approval on February 9
and, if approved, will result in adjustments affecting local schools and
neighborhoods.
o VRT – Kate Dahl reports no updates from VRT
o ITD – Justin Price reported that there were no major updates at this time but
confirmed that installation of variable speed limit signs along Eagle Road remains on
schedule for implementation in the spring.
o Meridian Police Department – No representative present
o Meridian Legal – Emily Kane reports no updates from Legal
8. INFORMATION: Staff Communications
o Staff indicated there were no additional items beyond those included in the staff
memo. Staff confirmed the Stratford to Touchmark Feasibility study will be
presented with consultant findings at a future meeting. Staff also explained details
of a post office parking lot constructed on Meridian Road outside the City’s
permitting process, noting concerns about land use decisions affecting the
transportation network. Commissioners discussed the potential need for enhanced
pedestrian crossings and operational impacts on Main Street, with staff confirming
that ACHD is reviewing the crosswalk request and that further updates are expected.

Project Description: Intersection improvement project which includes constructing a multi-lane roundabout
with two (2) lanes for the northbound/southbound legs and one (1) lane for the eastbound / westbound
legs as per the 2020 Capital Improvement Plan.

Status Tracking: Ultimate RAB scrapped for the time being. ACHD is designing an interim signal for the
intersection of Black Cat / McMillian. It will be constructed with the Ustick, Black Cat to Ten Mile project.
The intersection will function as a 2x2 signalized intersection in the interim until the future RAB project.
Interim signal was installed the end of December. Also, more to come on conversations between Lennar
and ACHD on donating funds to complete full project in FY2028. Hether assisting to figure out what an
interim treatment could look like and cost. Developer co-op project to build dual-lane RAB in 2028
approved by ACHD in July 2025.

Eagle Road, Amity to Lake Hazel

Project Description: Widen Eagle Road from Lake Hazel Road to Amity Road to two lanes in each
direction with a center turn lane and center medians to calm traffic. Construct a multi-lane roundabout at
the intersection of Eagle Road and Taconic Drive. Add a multi-use pathway on each side of Eagle Road
and at the Lake Hazel intersection for bicyclists and pedestrians.

Status Tracking: Road closure started September 16, 2024. Eagle Road, Amity to Lake Hazel remains

months. This project is ready to go into CN once ACHD identifies funding. Shelf -ready. DSN Complete.
Discussed at SSCC no need for Cost Share due to design of sidewalk and paths and center median. CN
planned for FY28.

Status Tracking: The City has been awarded $4.3M from ITD towards completion of this project. The City
and ACHD have entered into an agreement to spend the Strategic Initiative Funds in 2025. Phase 1 in
construction March 2025. Should be complete later in the year. Cost is estimated at $3M. Reid Selmer is
no long PM (as of 6/12/2025) not sure who is taking over at ACHD. As of 8/2025 Michelle White is ACHD
PM. Task Force meeting scheduled for October 2025, might be last one. M ichele provided status update
9/11: • Phase One Status: Phase one is nearing completion. The primary remaining task is the relocation
of utilities to a new power pole, which must occur before the new signal pole can be set. This step is
currently slightly delaying the opening of the intersection. Our construction team will notify me once they
receive a confirmed relocation schedule from the utility providers.
Phase One Substantial Completion: We anticipate achieving substantial completion of phase one well
prior to the end of CY2025.
Phase Two Timeline: At this time, there are no changes to the phase two schedule. NTP is expected
on June 1, 2026, with substantial completion anticipated by the end of November 2027.
ITD Bridge Portion: The ITD bridge component is integrated into the phase two timeline and is
planned to proceed accordingly. We will be working with ITD on Interagency agreement soon for the
administration and inspection of construction of the Bridge portion. I don ’t have a timeline just yet of
when the bridge portion will be scheduled but will update you when I know more.
12/30/2025 - Phase 1 is largely complete. Phase II, overpass and widening up to Franklin, should begin
later in 2026.

Project Description: Bridge improvement project to remove and replace bridge #1207 over Ten Mile Creek
as part of ACHD’s Bridge Maintenance Program.

Status Tracking: Design completed; wont begin construction until FY27. New bridge is going to b e 3
lanes, not 5 despite opportunities for future ROW expansion (11/18/24). 02/24/2026, TC and Council have
both discussed the bridge being inadequate for future preservation.

Locust Grove, Fairview to Ustick Concept Study
Design: TBD | ROW: TBD | Const: 2030 | Status: In-process
Project Description: Ada County Highway District (ACHD) is seeking consultant services for the concept
design of the Locust Grove Rd, Fairview Ave to Ustick Rd corridor improvement project. The project aims
to widen the roadway from 3 to 4/5-lanes with enhanced bike and pedestrian facilities and crossing
opportunities while seeking to limit property and business impacts through a robust public outreach. This
project was identified by the City of Meridian as their #2 priority.

Status Tracking: Project kick-off meeting scheduled for June 24th. Elie Kawmy is the ACHD PM.
Concept report by Parametrix review complete on 8/15/2025.
12/30/2025 - ACHD held a public survey early fall. 2 concepts were prepared by Parametrix, one a 4-lane
road and one 5-lane. Warrants were not met for a full signal between Chateau and Ustick. A project team
meeting should be forthcoming to further refine before going to the public.
Feb 2026 - ACHD is working with consultants, Parametrix, to develop 2 concepts to be shared during
upcoming PIM. ACHD reached-out to ask if City would like to partner on street trees (buffer and/or center
medians). TBD.

MIPS - Locust Grove and Pine Visibility
Design: | ROW: | Const: | Status: Design / ROW
Project Description: Explore pushing the fence back on the NW corner of Locust Grove and Pine to
increase east-bound visibility, and especially SE bound traffic (turning right). ACHD will not accept
additional right-of-way but will accept an easement. City must acquire and provide a legal description
since the fence is within technical sight-vision-triangle setbacks.

Status Tracking: Two initial concepts created that preserve property owners shed in the existing location.
In meeting with the property owner, they have indicated that they also want the complete replacement of
their dilapidated fence, upgraded posts, and bollards or other protective elements. They also want a
property boundary adjustment with the adjacent property owner where their fence encroaches on their

the Mayor’s Office now leading discussion with the property owner.

Feb 2026 - When ACHD presented the project in June 2024, the Ustick Road and Owyhee Storm Avenue
intersection was included. It has since been removed as the City of Nampa received a grant to fund the
intersection, allowing them to fast-track construction. This change also helps coordinate the intersection
project with the ongoing Highway 16 expansion.
Please note that the realigned portion of McDermott Road is now called N McDermott Bypass.

January). UPDATE 9/4/25: The first three stakeholder meetings are scheduled for the week of September
8th. Logan Simpson has drafted Land Use analysis and are expected to send the first draft to the City the
week of September 8th for review. UPDATE 11/21/2025: The initial draft report has been reviewed by City
staff and feedback provided back to consultant team. Three out of the five alignment options have been
identified. Stakeholder meetings are complete and awaiting launch of static open house. 12/11/2025: It
has been determined that the static open house will not be held based on the current phase of the
project. Future open house/outreach is anticipated when a preferred option is determined and future
steps identified. A tentative date has been set before City Council on January 27, 2025, during which the
Consultant will present the report findings.
1/27/2025: Council received the repot with additional next steps to be considered. 1/30/2029: Technical
corrections are being made to the report by the consultant. Staff are waiting for final invoices to close out
the project.

Walter, I apologize for the late email, but it took a while to track down some answers to your
questions. Unfortunately, I am still awaiting some MPD data on this. I cc'd Miranda on this
email chain as well. Interesting article from Canada you included as well.
In late 2025, administrators from the West Ada School District (WASD) requested the Ada
County Highway District (ACHD) to activate the speed reduction flashers at all high schools
during lunchtime. At that time, I was a Sergeant in the School Resource O Ưicers division
and believed this request was made to further reduce potential interactions between
student pedestrians and motorists—an initiative I would have supported.
During discussions with Miranda Carson, the Director of Transportation and Planning, she
noted that they had become aware of many more students leaving campus on foot at
lunchtime. Various school administrators also indicated a reduction in students leaving
campus by car and reported that more students were walking to nearby food
establishments. This new information raised questions about why speed-reduction lights
were not activated during lunchtime.
Typically, the speed-reduction flashers are activated during school drop-oƯ and pick-up
times. Miranda collaborated with ACHD engineers to assess how long the flashers should
remain operational. They determined that maintaining continuous speed reduction
throughout lunch would not be in motorists' best interest. Over time, the eƯectiveness of
flashing lights diminishes as vehicles pass by repeatedly. Therefore, erratic light timings
were found to be more eƯective in keeping drivers alert to potential hazards. Ultimately, it
was decided to implement this change at all high schools in Meridian.
Since the implementation of lunch hour speed flashers in late December, the Meridian
Police Department has not observed an increase in traƯic stops or citations in those areas
during that time. To my knowledge, there has been no rise in incidents or injuries either. The
information we currently have should include the number of tra Ưic stops during lunch
periods at all high schools over the past two years, as well as the number of pedestrian
incidents.
I am still awaiting actual data on this matter.

Hi John,
Meridian has been requesting that project for quite some time now. Original e-mail
attached (have more). We also discussed it with the ACHD-Meridian coordination meeting
(supervisors and managers) a few months back. Dyan, Mindy, Tom, Kristy (at the time), etc.
Initially it was a rapid deployment project request that I put out there, but then the program
requirements morphed into Five Year Plan request through Planning. I honestly thought it
was going to be added after that, but it was not. So, we are adding it to our list this year as
part of our request, since it was not added.
All that to say, it is a priority, and we have and continue to request it. Do you see some
separate need for the City to contact James? Is he expecting that?

Brian,
I took a call the other day from a gentleman who asked for a crosswalk on N. Black Cat
Road north of W. Ustick Road for the pathway at Five Mile Creek. We would not install just
a crosswalk due to the posted speed on Black Cat and the fact the ADT on this section of
Black Cat exceeds 10,000 ADT – we would have to make it an enhanced crossing site
After discussing this with Rebecca Phillips in our Transportation Planner and Josh (my
supervisor), they feel that this is a request that should come from the City and be
prioritized by the City, as the pathway is a city facility.

Ami,
ACHD did install those ‘No Parking’ signs at the request of the HOA Board. We just
installed the signs on Monday – you are quick!!!
I acknowledge that parking may be an issue, and the residents of the neighborhood may
find that some of the new apartment dwellers are parking in front of their homes. We
eliminated about 5 potential parking spaces, and I’ll bet that there will be many more
vehicles than that that will be parking on the street – whether it is because it is more
convenient, or because the developer was not required to provide an adequate number of
parking spaces.
They were approved and installed by ACHD. Sorry to give you the bad news!

I was wondering if these no parking signs on the north side of E Jasmine were placed by
ACHD. The entire south side of the street is posted so typically the residents park on the
north side but with this area also posted, the parking is even more challenging. This entire
area around N Centrepoint and Jasmine has turned into a parking nightmare. Just curious if
these signs were approved and trying to find a remedy especially prior to those apartments
adjacent to the east are occupied.
