JERICHO SUBDIVISION
Jericho Subdivision contains 40 detached single-family residential lots and 33 alley-loaded (attached)
single-family residential on 9.525 acres. The smallest lot is 2,428 square feet, with the average lot size
being 3,156 square feet. Ten (10) common lots are I_ated within the project, totaling 0.890 acre (13.1
percent open space, 8.6 percent usable open space). Two alley lots are provided for access to the
townhouse units.
This property, located 1/4 mile west of N. Locust Grove Road and 1/8 mile south of E. Chinden
Boulevard, adjoins Westborough Subdivision on the east, Arcadia Subdivision on the south, and
Hightower Subdivision on the north. The zoning request is for R-15, which is consistent with the
Meridian Comprehensive Plan Map designation of Neighborhood Center. The gross density is 7.66
dwelling units per acre, and the net density is 10.12 dwelling units per acre, which complies with the
City's designation of Neighborhood Center.

A variance to allow reduced a reduced rear setback of four feet (4') and zero-lot-line side setbacks for the
attached units is being requested. The standard ten-foot (10') front setback, four-foot (4') side setbacks
and twelve-foot (12') rear setback will be met for the detached units. As alley-loaded i@ar8@es will be
utilized for the attached units, the reduction in setbacks is necessary to provide the desired product and
maximize the utilization of the lots. Granti~ of the variance would not constitu~ a right or special
privilege that is not otherwise allowed in the district. The variance relieves an undue hardship to allow
townhouse-type units to meet the minimum density requirements of the project and still provide a
desirable product. The variance would not be detrimental to the public health, safety and welfare.
The application also requests alternative compliance for landscaping, as there are 293 caliper-inches of
existing trees on the site. Under the City's landsca~ ordinance, installation of 127 two-inch (2") caliper
trees would be required for mitigation (more than 12 trees per acre). Due to staff's request for high
density in the subdivision, additional trees are not feasible. The applicant is installing 20 more trees than
would be required, given the square footage of common area (see attached letter of explanation from
Harvest Design).
The project also includes two private sn.ets per ACHD's request. The private streets will be monitored
and maintained by the homeowner's association. The projected costs of maintaining and repairing these
streets will be calculated into the assessments of the homeowner's association to ensure that funding is in
place when needed. The CC&R's shall define the private streets as part of the "Common Area" with
language similar to the following:
Common Area shall mean any or all parcels of Jericho Subdivision Common Area, and shall
include, without limitation, all such parcels that are designated as private streets or drives,
common open space, or common landscaped areas.
Also, there will be langua~e in the CC&R's pertaining to the Duties of the HOA similar to
the following:
Operation and Maintenance of Jericho Subdivision Common Area. Operate, maintain, and
otherwise manage or provide for the operation, maintenance and management of Jericho
Subdivision Common Area, includina the repair and replacement of property dam~ged or
destroyed by casualty loss, and maintenance of the private streets.
CC&R's are typically prepared after final plat approval and prior to recording the plat. Detailed CC&R's
'Y,ill be prepared, but they are not available at this time.
A pre-application meeting was held on May 31, 2006, wherein a project of approximately 32 sinile-
family detached residential units was proposed. Due to the fact that the project is located within the
Neighborhood Center designation of the Comprehensive Plan, staff requested that a minimum of eight (8)
units per acre be provided. The applicant complied, attending another pre-application meeting on July 26,
2006, proposing 75+/- residential units. At the July 26 meetin& City staff requested that lot frontages be
a minimum of 50 feet for the single-family detached product. Although staff suggested a mix ofR-8 and
R-15 zoning, the minimum standards of R-8 could not be met if we were to come close to the City's
desired density.
A ne~borhood meeting was held on August 31, 2006, at the site. The primary neighborhood concerns
were parking on Jericho Road and the density of the subdivision, as the project abuts a project on the east
side that is zoned R-2 in Ada County. The neighbors were informed that the density was necessary to
meet City requirements
A small park area will be built in this subdivision which will also accommodate six (6) additional
parking spaces. Sewer and water is currently being planned to the site and will be continued through the
property. The project will provide active and passive recreational opportunities for the residents of the
subdivision. The developer will provide sprinklers, trees, grading and hydro-seedinj or drill-seeding of
common areas.

Dear Elroy:
First let me say thank you for taking time out of your busy schedule to meet with me at our project site on
Jericho Street. The following is a break down of the trees that are located on the two sites and will reflect
my understanding of our conversation as to which trees need mitigation. For ease in understanding, I
broke the project site down into Northern and Southern lots; the Northern lot is the one with the brick
home on it.
Northern Lot: There are 10 trees loca.d on the Northern lot along with several hedges and shrubs. The
following is a break down of those trees:

Three Austrian Pines, 75 caliper inches total.
Three Blue Spruces, 42 caliper inches total.
Two Pears, 8 caliper inches total.
One Birch, 24 caliper inches total.
One Locust, 10 calip~r inches total.

The total caliper inches for the Northern lot equals 159. Every tree on the Northern lot will raquire
mitigation. As per your direction, we will not be mitigating for the several multi-truck locust trees that
are along the Northern property line, currently being grown as a hedge.

Southern Lot: There are 58 trees located on the Southern lot along with several hedges and shrubs. The
followina is a break down of those trees.
· Two Sycamores, 20 caliper inches total.
· One Spruce, 10 caliper inches total.
· Two Scotch Pines, 20 caliper inches total.
· Two Walnuts, 27 caliper inches total.*
· Three Maples, 33 caliper inches total.

Total caliper inches for the Southern Lot equal 134. Total caliper inches for entire site equal 293
Meridian City Code requires that we install a minimum of one tree for every 8,000 square feet of open
space within the subdivision. Based on the Preliminary Plat, dated 08-14-06, there is approximately
38,768 square feet of open space, or common space (38,768 divided by 8,000 equals 4.84 trees).
The Preliminary Plat shows approximately 25 trees being installed within the subdivision, 20 more then
required by code. The 20 trees will be a minimum of 2-caliper inches at the time of planting, (20 x 2 :: 40
caliper inches) The total caliper inches currently existing on-site that requires mitigation equals 293.
Existing caliper inches of 293 minus the 40 caliper inches of the new trees equals 253 caliper inches.
As you are aware, the City has required this subdivision to be high density and thus leaves little room for
open space or space to install additional trees. If required to install enough trees to mitigate for the
remaining 253 caliper inches, we would have to install a minimum of 127 two-inch trees. We hope that
you can help ~s come up with an alternative plan to address the remaining 253 caliper inches that would
be acceptable to the City as well as the Developer.

RE: Soils evaluation on Jerico Street site
Today I evaluated and described two test holes on the above 40-acre parcel
located in the Southeast ~ of the Northwest ~ of the Northeast ~ of Section 30,
Township 4 North, Range 1 East, Boise Meridian, Ada County, Idaho.
Attached is a photobase map showing the test hole locations and approximate
property boundary.
No groundwater or evidence of wetness was observed in either test hole to a
depth of'! 5-feet below ground level. PVC pipes were installed in each test pit
prior to backfilling to allow for monitoring of any groundwater activity. We
will gather biweekly readings on the site for the remainder of the 2006
irrigation season and will gather measurements next season as you require.
There are a total of 32 test holes within % of a mile of this location for which
we have a full year of monitor data in 2004 and 2005. Two of the sites are
located within ~ mile of this parcel. All are on the same terrace landscape
position. No groundwater was obserVed in any of those test holes to 15 feet on
any measurement. Based on that data, I would expect no free water to be
present on this site.
Weak to moderately cemented hardpans were present at depths of 3 to 4 feet in
both soil profiles. A dense compact (but not cemented) layer was present at 50
to 69 inches in test hole 2-06. That layer dug with some difficulty, but will
propose no interference to trenching. The hardpans and dense layers need to be
breached and replaced with more permeable material where stormwater

facilities are cd!stmcted. This will allow water to reach the freely drained
material below. Both profiles were underlain by gravel, cobbles and sand or
loamy sand below a depth of about 6 feet.

No R-value samples were gathered from this site. We have an extensive
database of sample results collected from sites all over the Boise Valley. These
silt loam and silty clay loam textures normally produce values of from 5 to 15.
With values this low, it is essentially a waste of time to sample these textures.
From my observations I see no soil conditions that will create any interference
to development on this property. If you have questions or need anything
