The purpose of this narrative is to clearly document how the amenity program for Burnside
Ridge Estates has evolved from what was originally proposed and approved to what is now
being delivered, both in Phase 1 and across the overall project, and to demonstrate how the
current proposal represents a substantial enhancement and acceleration of the community's
amenity package.
Approved Phase 1 vs. Currently Proposed Phase 1 Amenities
Originally Approved Phase 1 Amenities
Under the approved preliminary plat, Phase 1 included a limited set of amenities focused
primarily on passive and symbolic features (see Exhibit A):
• Community Garden (no points assigned)
• Heritage Garden Grain Bin (Public Art— 1 point)
• Heritage Garden Equipment Sculpture (Public Art— 1 point)
These amenities totaled 2 amenity points and were largely conceptual in nature, with no active
recreation, social gathering spaces, or significant community-serving facilities.
Phase 1 Boundary Original Amenities
Within the boundaries of the current Phase 1, the originally approved preliminary plat and
associated open space and amenity plan identified the following amenities:
• Community Garden (no points assigned)
• Heritage Garden Grain Bin (1 pts)
• Heritage Garden Equipment Sculpture (1 pts)
• Community Clubhouse (6 pts)
• Bike Repair Station (1 pts)
• Swimming Pool (4 pts)
• Pickleball Courts (8 pts)
• Shaded Picnic Area (2 pts)
Collectively, these amenities represent a total of 23 amenity points within the Phase 1 area
when the originally approved amenity plan is overlaid onto the current Phase 1 boundary.
As outlined below, the amenities proposed as part of the current Phase 1 not only exceed the
amenities originally anticipated within this phase, but also significantly surpass the amenity
count that would result from applying the originally approved open space and amenity plan to
the current Phase 1 boundary.
Current Phase 1 Final Plat Proposal
The Phase 1 final plat application now proposes a comprehensive, fully activated amenity core,
delivering a wide range of recreational, social, and quality-of-life features at the very beginning
of the project. The proposed Phase 1 amenities include:
• Orchard with Passive Seating Open Space Commons (3 pts)
• Swimming Pool with Kids Pool (4 pts)
• Clubhouse under 5,000 SF (3 pts)
• Pool Changing Rooms and Restrooms (6 pts)
• Bike Storage (2 pts)
• Bike Repair Station (1 pts)
• Half-Court Basketball Court (4 pts)
• Two Pickleball Courts (8 pts)
• Shade Pavilion with BBQ and Trash Receptacle (3 pts)
• Multi-Use Pathways (2 pts)
• Pet Waste Station (0.5 pts)
This represents approximately 36.5 amenity points delivered in Phase 1 alone, compared to the
2 points originally anticipated.
Phase 1 has evolved from a modest, largely symbolic amenity set into a fully realized
community hub, delivering high-value recreational amenities, gathering spaces, and active
transportation infrastructure years earlier than originally contemplated.
Current Overall Amenity Package vs Development Agreement
Amenities Anticipated in the Development Agreement
Per the Development Agreement recorded on November 7, 2024, the overall project
anticipated a total of 42 amenity points, with amenities generally distributed throughout later
phases of development.
Current Overall Amenity Proposal
The updated overall amenity package is expanded and accelerated, totaling approximately 63.5
amenity points, to be delivered through the final plat applications. The proposed amenities
include (see Exhibit B for additional detail):
• Multi-modal bicycle infrastructure (storage and repair)
• Extensive multi-use pathway system
• Multiple open space commons (orchard and meadow concepts)
• Clubhouse and pool complex with dedicated restrooms
• Pickleball and basketball facilities
• Multiple shade pavilions/ramadas
• Tot lots, linear play trails, and play circuits
• Fitness course
• Pet amenities
This represents an increase of over 50% above the originally anticipated amenity point total,
while also significantly improving the diversity, functionality, and day-to-day usability of the
amenities being provided.
Acceleration and Community Benefit
Beyond the numerical increase in amenity points, one of the most significant enhancements is
timing. Many of the project's most impactful amenities, pool, clubhouse, courts, pathways, and
open space commons, are now available to begin immediately following phase 1 final plat
recording, rather than deferred to later stages of development.
This accelerated delivery:
• Establishes a strong sense of place early in the project lifecycle
• Provides immediate recreational and social benefits to residents
• Reduces the gap between initial occupancy and full community buildout
• Aligns with the City's goals for livable, walkable, and well-served neighborhoods
Conclusion
The current proposal for Burnside Ridge Estates does not merely meet the expectations set
forth in the approved preliminary plat and Development Agreement, it substantially exceeds
them. The project now delivers:
• More amenities
• Higher-quality amenities
• Earlier in the development timeline
Taken together, the revised amenity program represents a meaningful improvement to the
project and a clear benefit to future residents and the broader Meridian community.
