Latitude Forty Three Subdivision H-2024-0059 From Celeste Fox Date Saturday, 2/21/26 To: Comment@meridiancity.org Members of the Meridian City Council, Mayor Simison Please reference my emails of 3/31/25 & 10/13/25 I am the original Woodbridge owner/resident of 582 S Woodhaven since 2004. My house will directly back up to the proposed Latitude 43 subdivision. This development has taken a completely different path that the neighbors nor the builder were aware of until last week. On February 16, I received an email from the builder, Ryan Stiger, Pacific Lifestyle Homes, where he indicated he had not heard anything but assumed the traffic/road study or a staff recommendation was not yet completed. He also was very interested in building the project & hoped the north side would be approved for building to start possibly this summer. I contacted Sonya of P&Z on Tuesday the 17th & was told the City Council Meeting would commence on the 24th. She indicated the developer said he had a few changes he would submit. I also left messages for Ben Simple to call me on Tuesday the 16th but received no return call. On Wednesday the 18th, Sonya emailed me a copy of the proposed elevations. I forwarded these to Ryan Stiger, who was completely in the dark about this change. This was the first indication he had that he would probably not be the builder. This clearly appears to be bait & switch. Woodbridge received similar treatment from this same owner with the last development, which the council thankfully denied. We had the required neighborhood meeting I believe on August 29, 2024. The developer introduced us to the builder, Ryan Stiger, Pacific Lifestyle Homes. We were presented with detailed elevations, which clearly showed setbacks of 26’ & more for lots backing up to Woodhaven homes. He explained that the way he builds is closer to the front of the lot allowing for larger back yards. The lots affecting Woodbridge directly were large enough to provide the larger setbacks. I was supportive of this development because of the following reasons: 1 · The builder was transparent about the type of houses he intended to build. His elevations clearly showed a consideration for Woodbridge neighbors backing up to this development. After touring 3 of Pacific Lifestyle Homes developments (which Ryan encouraged), it was obvious that these are quality homes that had a lot of attention to details that would benefit homeowners. We had excellent conversations about issues that directly affect us: setbacks, 2-story homes backing up to single story, fencing, drainage issues & how he ensures that all water from a lot stays on that lot (issues we can have due to their property elevated above ours – particularly at the northern end). I was shown the drainage construction at one of Pacific LifeStyle Homes, which demonstrated their attention to drainage issues. Woodbridge owners have suffered with water in their crawlspace due to lack of this attention by Woodbridge builders. This builder clearly showed an intent to blend with Woodbridge in a positive way. · The demographic these homes were targeted for would possibly lessen the traffic going through Woodbridge. (Pickle ball\[CF1\] courts were the primary amenity). · The alternate transportation study would result in less traffic through Woodbridge. I am now very opposed to this development because: · The new elevations are vastly different than Woodbridge was provided at the neighborhood meeting. At that meeting we were told that “these were examples but that similar plans were required. According to information on the city’s website, “Future development of the subject property shall be generally consistent with the preliminary plat, phasing plan, landscape plan, open space and site amenity exhibit and conceptual building elevations….” These new elevations are not consistent! · The communication with Woodbridge does not meet the intent of the requirement for neighborhood meetings nor the intent for builders to “work with the neighbors”. Woodbridge has not received communication at all from the developer regarding the changes. If I had not reached out to P&Z, the city council meeting would have been the first information Woodbridge would have received. As it is, we have had less than a week to view or discuss the new elevations. Plus, we have had no dialogue about many other issues we have significant concerns about. This is in contrast with the clear & open communication with the original builder – who was presented to us as who would be the builder. · We believe as long-time residents of beautiful Woodbridge, we deserve good communication from the city as well as developers that would affect us & our ability to enjoy where we live. · The demographic this new development is targeted to is very different than the original & a week is not adequate time to look at how the changes would impact the appropriate amenities as well as traffic concerns. · We have no clear path to a better transportation alternative. The study appears to be finished but the path to see any action is a long way in the future. Woodbridge cannot endure the traffic that is expected from several developments in process. Latitude Forty Three Subdivision H-2024-0059 is not a good fit in this highly congested area. It is premature on so many levels in my opinion to have this approved. Please vote no.
