City Council,
I am a resident of the Woodbridge community and live at 728 S. Woodhaven Ave. I am writing to you with
concerns that I have regarding the future of the property to the East of our neighborhood. I sent a letter to
council on 3-27-25 regarding the fence that will border the new addition. I was concerned then that the owner
had not tried to contact any of the residents bordering this fence to try and come up with a resolution
regarding its future. Pictures of the pin and the tree are attached to that letter. Since then, I have been in
contact with planning and zoning who informed me that Kimley-Horn submitted a survey in April of 2024.
Unfortunately, that survey only lists one coordinate that runs in a straight line but did not individually pin off
the individual land plats. Therefore, it still remains unclear exactly where the fence line will fall. The original
survey pins from over 20 years ago remain, which clearly shows that the fence is not located on the property
line. It also puts a tree in question as to whom it belongs to. This a a 35 foot tree that shades my entire back
yard in the summer. During the 5-6-25 council meeting, I spoke regarding my concerns and expressed my fear
that if this annexation was approved and building were to occur, potentially my tree and fence were at risk of
being lost. Ben with Rodney Evans and Partners assured the council when asked if they would work with the
residents regarding the future fence to help solve any issues they have by working together. They agreed that
they would. Last week I spoke with Sonya in planning and zoning, as I had reviewed the Department report
that was updated on 2-18-26. It was there, that I could make out the writing on page 36 that showed the fence
line along with the rest of the survey. In it, it states that "the existing privacy fence to remain". That part had
not been updated. Not only had none of the 15 residents that border Latitude 43 been in touch with the
owner or future builder, but they in fact had no intention of changing that fence. Which means on the night
that they stood before the council and attested to working with us, they never had any intention to do so and
told us all a lie.
Secondly, I am sincerely concerned with the fact that they have changed their plans for building on this
property. We as a group of Woodbridge residents were led to believe that Pacific Lifestyle Homes were going
to build on that land. The council was too led to believe that their plans were to build homes with similar
quality, value (500-600's) and size (2000sq ft.+) to Woodbridge, making it a good fit with the city. Without
notice, Latitude 43 just six days before presenting to the council submitted elevation changes to Planning and
Zoning. Not only are the homes substantially smaller at 1478 square feet but are sold in the $300,000 range.
They also dropped the Pacific Lifestyle Homes builder, without his notice, as he is still in contact with our
community and switched to KB homes out of Kuna. With only three business days before meeting, it seems
very calculated and dishonest. I personally do not think that Rodney Evans and Partners have any concern or
respect for the residents of Woodbridge, the City of Meridian or the City Council and its members. I believe
that the intention is to deceive all of us.
Next, the traffic in this area from Eagle Road to Locust Grove remains a huge concern for safety. We have
already had a child hit by a cut through driver. Although we are aware that the city has hired a consultant that
was able to present several road suggestions, this is still far from a reality. To my knowledge, the plan has not
been presented to ACHD for them to place this road on its five-year future map. Which means that
Woodbridge has no potential for relief for a minimum of five years. The Locust Grove projects that have

already been approved by the city, the college, and the recently purchased West Ada School building projects
over 5000 cars daily to our area by ACHD. The meeting of 1-27-26, indicated that if a road was not constructed
that would be easier and faster connection to Eagle Road, that cars would continue to cut through
Woodbridge. We are assured that 500 plus teens coming and going all day from the career tech center daily
will without a doubt cut through our community to visit the local fast-food restaurants before heading back to
class. Our HOA has been in communication with ACHD to try and resolve our traffic issues without any
headway. We now are optimistic that the City Council will assist Woodbridge in the best way that they can
until the traffic situation is resolved.
Finally, I am asking that you vote no to the annexation of Latitude 43, not only because our roads are not
ready and equipped to handle an increase of more vehicles, but also because it does not feel like a good fit.
There still remains to many unanswered questions to say yes at this time. If we are still questioning fence
surveys, tree ownership, elevations of homes to be built and roads to potentially be constructed and their
locations, should we not make the right decision before we make a hasty one? I simply ask that you take all of
these things into consideration. I will be speaking at the future 2-24-26 meeting and hopeful to hear your
assurances as to what protection I as a citizen of Meridian and homeowner has against coming home to find
my 35 foot tree cut down and my fence demolished with no hope of it being taken care of. I would also
appreciate your consideration of the future of our community and keeping it safe for myself and our families.
