APPROVAL OF MINUTES: June 25, 2025, meeting minutes approved.
STAFF PROGRAM REPORT April through June quarterly tonnage report given by Staff Peter Hall. Both tonnage amounts and diversion rates were typical for this time of year. There was a spike in the Trash tonnage amount in May, but that is probably due to the May Trash or Treasure event and residents also discarding more trash items. For HHW collection, June was the highest of the months, this might be due to having more weeks in the month of June.
NEW BUSINESS [ACTION ITEMS] Quarterly CRF report given by Commissioner Steve Cory. The current balance of the CRF is $106, 046.75. Steve Cory discussed submitting a request for approval from the City Council to use some of the CRFs. Commissioner Amie Cuhaciyan commented that MYAC should help decide what to do with the funds. PWs Director McVey approached the Commission and mentioned that this fund builds very slowly and can be a one-time funding mechanism. Staff have pretty big initiatives, such as the composting program, and these funds can help support the roll-out of those programs. Republic Services’ FY26 rate proposal presentation given by Staff Alex Freitag. Republic Services is only asking for contractual changes, which amounts to a 5.46% increase for fiscal year 2026. For a residential standard 95-gallon curbside service, this breaks down to a $1.30 increase from fiscal

year (FY) 2025. The total monthly amount will be $26.36. This new rate does not include the HHW fee. This fee will be on a separate line item on the residential monthly utility bill. One increase for FY26 that is out of Republic Services’ control is the disposal fee at the Ada County Landfill. For FY26, the new disposal fee will go up $1.00, which will be $33.00 per ton. This equates to an increase to $0.11 per household for 95-gallon trash cart service. Staff will present the FY26 rate proposal to Council on August 12th. New fees go into effect October 1, 2025. SWAC passed a motion for a due-pass recommendation to send these proposed FY26 rates to City Council.
STAKEHOLDER UPDATES
Timber Creek’s Meridian-Nampa Transition update given by Lisa Gardner of Timber Creek Recycling. The accepted materials at the Meridian location are clean wood, untreated/unpainted yard waste and pallets. Accepted materials at that Nampa location is everything that is accepted in Meridian in addition to asphalt and concrete that the Meridian site discontinued accepting. The transition plan was presented to City Council in December of 2024 and involves moving all Meridian operations to Nampa by June of 2027. Rachele Klein presented Republic Services’ updates. Republic Services has a new general manager, Chase Cresto.
