Mayor, City Council Members, and City Clerk,
This email is submitted to formally preserve the record regarding H-2025-0030 (Cherry Blossom East).
We object to any approval based on an incomplete, inconsistent, or unsupported administrative record.
In particular, we object to reliance on representations, assumptions, or statements made during
hearings that are not fully supported by the written application materials, adopted standards, or
documented analyses.
We further object to approval that relies on informal expectations of future coordination, negotiation, or
private agreements between the applicant and adjacent property owners. To the extent the City or
applicant has suggested that unresolved access, fire-access, or infrastructure concerns could be
addressed through later cooperation among private parties, such reliance is improper and unsupported
by the record.
Any coordination, cross-access, easement modification, shared access, or other private arrangement
necessary to demonstrate compliance with applicable standards must be fully executed, documented,
and included in the administrative record prior to approval. Approval cannot lawfully rest on hypothetical
future agreements or assumed neighbor participation.
Additionally, we object to reliance on inaccurate, incomplete, or conflicting information presented
during hearings, including but not limited to statements regarding access geometry, maneuverability, fire
access limitations, and the applicability of governing standards. Where the written record and hearing
statements diverge, the record is insufficient to support findings required for approval.

or as further review of the record is completed.
