Pine Avenue, Meridian, ID 83642 Parcel Number: S 1211417479 Applicant: William Veloso I Property Owner Date: 10/29/2025 Purpose of Request The applicant is proposing a modification to the existing Development Agreement on file for the property located at 1725 W. Pine Avenue. The modification will refine the cross-access provisions to establish a more purposeful and coordinated cross-access plan that aligns with future neighboring site uses and anticipated redevelopment patterns along W. Pine Avenue. Existing Agreement Provision to be Modified The existing Development Agreement includes the following provision under"Conditions Covering Development of Subject Property" (Section 5.1.3): Access to W. Pine is restricted to one (1) access driveway. Cross-access shall be provided to the property to the west(parcel#S 1211417515) and the property to the east(parcel#S 1211417415) at the southwest boundary of the site for future interconnectivity. A recorded copy of the cross- access agreement(s) shall be provided with the Certificate of Zoning Compliance application for the change in use of this site. Proposed Revision to Section 5.1.3 Access to W. Pine is restricted to one (1) access driveway. Cross-access shall be provided to the property to the west(parcel#S 12 1^'75 5 S 1211417505) and the pr-epe4y to the east (pafeel at the southwest boundary of the site parcel#S 1211417505 for future interconnectivity. A recorded copy of the cross-access agreement(s) shall be provided with the Certificate of Zoning Compliance application for the change in use of this site. Justification for the Proposed Modification The modification is needed because the existing cross-access requirements are inconsistent with the likely future redevelopment pattern of the surrounding area, where each parcel is individually owned and will develop on independent timelines. If the current cross-access provision were to remain in effect, it would constrain access, circulation, and buildable area for adjacent parcels, thereby limiting their likelihood and capacity for commercial redevelopment. The proposed revision allows for a more logical and context- sensitive approach that supports long-term site planning and aligns with the City's goals for coordinated access management. The proposed cross-access plan improves anticipated site traffic flow,utilizes existing roadway infrastructure more efficiently, and reduces the amount of land area lost to redundant driveways and access corridors. This will enable neighboring parcels to redevelop in the future while maintaining appropriate access spacing and minimizing the number of approach points onto W. Pine Avenue. Ultimately, the revision supports a broader future access management strategy that will consolidate the existing seven approaches along this block down to two primary access points, spaced approximately 215 feet apart on center, consistent with best practices in access spacing and vehicular circulation. Consistency with the Meridian Comprehensive Plan and Unified Development Code (UDC) The proposed modification remains consistent with the City of Meridian's Comprehensive Plan and Unified Development Code (UDC) by: • Promoting coordinated site access and circulation efficiency, as encouraged by the UDC's cross-access and connectivity requirements; • Supporting the reduction of direct access points to arterial and collector streets in accordance with the City's access management policies; • Enabling logical future redevelopment of surrounding parcels consistent with the City's Future Land Use Map and Transportation System goals; and • Maintaining an equivalent level of vehicular and pedestrian connectivity for all properties involved. This revision therefore furthers the intent of both the UDC and the Comprehensive Plan by improving long-term access, circulation, and redevelopment potential along this commercial corridor.
