Date: February 1, 2007 Memorandum Subject: Meridian Gateway Addendum Introduction Horrocks Engineers was retained by Gardner Company to complete an updated evaluation of the Meridian Gateway project. The purpose of this new traffic study is to identify traffic related issues associated with the revised design plan and concept. This memorandum summarizes the traffic volumes generated by the new proposed development. The new Meridian Gateway site plan consists of approximately 160,000 sq. ft. of general offices, 75,000 sq, ft. of medical offices, 34,000 sq. ft. of retails and one hotel. The old Meridian Gateway site plan consisted of approximately 208,000 sq. ft. of medical and general offices and 77,000 sq. ft. of commercial with 1,197 parking stalls. The site proposes one right-in-right-out only access on Eagle Road, one full access on Franklin Road and one full access on St. Lucas Drive. The proposed site is planned to be located south of Franklin Road and east of Eagle Road in Meridian, Idaho as shown in Figure 1. . One West Main Street P.O. Traffic counts for the AM and PM peak hour were performed for the study intersections by L2 Data Collection in November 28, 2006 For purposes of evaluation and planning, transportation engineers have defined a unit of measure as a vehicle trio, A trip is a one-direction vehicle movement with either the origin or the destination (exiting or entering) inside the stuiy site. (Source: Institute of Transportation Engineers (lTE), Trip Generation User's Guide 2003) In general terms, any time a vehicle passes through a driveway a trip is registered. Horrocks Engineers typically uses the ITE publishes national standards when evaluating traffic impCM:ts unless local variations to the standards are readily apparent or are an area of concern. Trip Generation is an informational report of the Institute of Transportation Engineers (ITE). The information in this document is based on trip generation studies submitted voluntarily to ITE by public agencies, developers, consulting firms and assQtiations. This is an educational tool for planners, transportation professionals, zoning boards and others who are interested in estimating the number of vehicle trips generated by a proposed develilpment. It is prepared for informational purposes only and does not include ITE recommendations on the li>est course of action or the preferred application of the data. This is a slight increase in new trips generated, the old conditions expected to generate 6,876 new daily trips; 449 occurring during the AM peak hour and 685 occurring during the PM peak hour, Conclusions and Recommendations The proposed Meridian Gateway is anticipated to impact traffic operating conditions on adjacent roadways. However, the roadway and intersection improvements listed below will substantially mitigate the impacts and provide adequate traffic safety and operations on both Eagle Road and Franklin Road. The following recommendations are given: · The intersection of Eagle Roid/Franklin Road may be reconstructed with three north~und thru lanes in the future. When and if this occurs, an exclusive right turn lane in the northbound direction of travel will be required. Right-of-way should be preserved for this future improvement. · The intersection of Eagle Road/Franklin Road should also include an exclusive right turn lane in the westbound direction of travel. This may ~cur as part of a future rocttway improvement project. · The development should provide exclusive right-turn and left-turn outbound lanes arLl exclusive right-turn and left-turn inbound lanes at all project accesses to improve traffic operations. Left-turn lanes are not required at the right-in/right-out access. · The intersection of Eagle Road/St. Lucas Drive may need to be reconstructed with exclusive right turn lanes for the westbound and northbound direction of travel. Right-of-way should be preserved for this future improvement (To be completelil by the developers of the south-west comer of the site), No additional off-Me mitigations are required to provide adElquate traffic operations. The purpose of this traffic studt is to identify the traffic impacts assQCiated with the proposed Meridian Gateway Development on the existing road network. The study objectives are to describe the development, define the study intersections, and estimate trip generation and distribution for the site, analyze existina and 2011 AM and PM peak traffic conditions, describe the traffic impacts of the site under existing and 2011 AM and PM conditions and reconfinend improvements to mitigate traffic impacts-iJi Executive Summary ::,t; .' Site Location and Study Area. The Meridian Gateway Development is planned to be located south of Franklin Road and east of Eagle Road in Meridian, Idaho. The intersections counted were Eagle RoadlFranklin Road, Eagle RoadlSt. Lucas Dive and Touchmark WaylFranklin Road (see Figures 1 and 2). The Meridian Gateway co~sists of approximately 208,000 sq, ft. of medical and general offices and 77,000 sq. ft. of commercial with 1,197 parking stalls. The site proposes one right-in-ri!J1t-out only access on Eagle Road, one full access on Franklin Road and~ one full access on St. Lucas Drive. Under full build conditions the development is expected to generate 6,876 new daily trips.
