We agree with the staff report and condition with the exception of Condition 5:
"Use a shared access point between the Costco Fuel Station and Lot 4, Block 1 off E. Tower Lane as
depicted on the CZC for Costco A-2025-0078"
The graphic shown below shows how these two lots will function. Importantly, the fuel center is one-way traffic
through that parcel. The amount of traffic generated from the fuel station will conflict with anyone wanting to
access lot 4 if we were to combine those entry points. Simply put, it would not function well for either user. Having
the entry points combined would ultimately hurt the flow of both lots and Tower Lane.
The "pinch point" which I circled in blue, is where all traffic will flow in and out of the fuel center; with vehicles
likely stacking to exit onto Tower Lane. If we add trips going into that entrance that will be turning left to access lot
4, it could cause stacking on Tower Lane because drivers may have to wait for people exiting the fuel center to turn
left.
Having the dedicated access point for lot 4 traffic is highly unlikely to stack back to Tower Lane because cars can
freely flow into either the fuel center OR the parking lot for lot 4.

Attached is the staff report with the Planning & Zoning Commission’s recommendation to City Council
for Apex Zenith. This project is scheduled to be on the City Council regular meeting agenda on December

16, 2025. The public hearing will be held at City Hall, 33 E. Broadway Avenue, beginning at 6:00 pm. You
may attend in person or virtually via Zoom – the link/phone number to join the meeting is located at the
top of the meeting agenda. Please call or e-mail with any questions.

Please submit any written response you may have to the Commission’s recommendation in the staff
report to the City Clerk’s office (comment@meridiancity.org) and me as soon as possible prior to the
meeting. If you have a presentation you’d like to present at the public hearing, please send it to the
City Clerk’s office no later than 12:00 pm the day of the hearing.
